Legal Alternatives to Nvidia GPUs for AI Workloads in China

China-developed accelerators—including Huawei Ascend and products from Alibaba T-Head, Biren, Hygon, Iluvatar CoreX, MetaX and Moore Threads—are potential alternatives for some AI workloads. Whether any particular chip can legally be exported, imported, transferred or used in a specific deployment depends on the product’s classification and the transaction’s parties, destination and end use; a model name alone does not settle that question.

Which AI accelerators can replace Nvidia in China?

The most concretely documented alternative stack here is Huawei Ascend hardware with Huawei’s CANN software and Atlas systems. Other Chinese-designed products are named in congressional testimony and domestic procurement reporting, but the available evidence does not establish that every listed product is suitable for every model or deployment.

Vendor or platform What is established What to verify for your workload
Huawei Ascend, CANN and Atlas Huawei describes Ascend as the foundation of its AI-compute strategy. It says the Atlas 900 A3 SuperPoD launched in March 2025 and can contain up to 384 Ascend 910C chips, with system compute of up to 300 PFLOPS. These are Huawei’s figures for a large system, not an independent, like-for-like chip benchmark. Huawei’s 2025 roadmap announcement Check support for the exact model, operators, precision, serving features and system configuration, and estimate porting and operations work.
Alibaba T-Head A May 2026 report says the domestic procurement certification list included T-Head Zhenwu M530 and M890 processors. May 2026 procurement report Confirm the specific product’s framework support, system availability and fit for the intended buyer and workload.
Biren, Hygon, Iluvatar CoreX, MetaX and Moore Threads The same May 2026 report names processors from these vendors on the list. Congressional testimony also identifies Biren among Chinese AI-chip designers. May 2026 procurement report; congressional testimony Verify the exact accelerator, software stack, supported model configurations and procurement route; the listing does not establish universal workload suitability.
Cambricon and Kunlunxin Congressional testimony identifies Cambricon among Chinese AI-chip designers. The May 2026 report says Cambricon and Kunlunxin were absent from that particular procurement list, and notes vendors may choose whether to submit products. Congressional testimony; May 2026 procurement report Do not treat absence from that list as proof of rejection, illegality or unsuitability; establish eligibility and availability for the intended transaction separately.

Huawei reports that, as of its September 2026 announcement, Ascend supported more than 90 open-source projects—including PyTorch, Triton, vLLM and veRL—and that more than 40 models had been natively pretrained on Ascend and CANN. Huawei also reported over 5,200 monthly active CANN developers. These are vendor-reported ecosystem figures, not confirmation that a particular model, operator or precision works in a target configuration. Huawei’s September 2026 announcement

Are Nvidia alternatives legal to buy, export or use in China?

There is no reliable yes-or-no answer based only on the chip’s brand or model. U.S. export controls can turn on the item’s classification and on the export, reexport or transfer, destination, end user and end use. The current Export Administration Regulations include advanced-computing and end-user/end-use controls relevant to China and Macau; separate restrictions involving military end users, supercomputers, restricted parties or particular end uses may also matter. As of this article’s October 4, 2026 cutoff, BIS’s January 13, 2026 announcement said applications for Nvidia H200, AMD MI325X and similar chips would receive case-by-case review when specified conditions are met. The announcement lists conditions that include protecting capacity available to U.S. customers, purchaser export-compliance procedures and independent U.S. testing. Case-by-case review is not automatic authorization for every chip, customer or shipment. BIS Under Secretary Jeffrey Kessler said, “Export controls should evolve with changes in technology, while protecting national security.” BIS announcement, January 13, 2026

Separately, Nvidia’s fiscal 2026 filing says the U.S. government informed the company in April 2025 that a license was required for H20 exports to China and certain other destinations. The company said it was effectively foreclosed from China’s data-center compute market at fiscal year-end. That is Nvidia’s account of its position at that time, not a substitute for checking current rules or the facts of another product’s transaction. Nvidia fiscal 2026 filing

What changes when moving a workload off CUDA?

Replacing the accelerator is only one part of the migration. Framework support does not by itself guarantee coverage for a production model’s operators, precision settings, distributed training or serving path. An assessment in congressional hearing testimony said that migrating all AI workloads from CUDA to CANN for a company such as DeepSeek would likely be a multiyear project; that is an expert assessment of a broad migration, not a universal estimate for an individual project. A 2026 field study of mixture-of-experts and multimodal large-model inference on Huawei Ascend reported source-level patches and operational safeguards in the deployments it studied. That is evidence of integration work in those cases, not proof that all Ascend deployments have the same issues or effort. 2026 Ascend field study

How should you compare candidates?

Use a workload-specific evaluation rather than treating a vendor list or peak-performance figure as a ranking. For each candidate, answer these questions before committing to a platform:

  1. Is the transaction eligible? Check item classification, all relevant parties, destination, end use and any required license or exception against current rules.
  2. What must the system do? Separate training from inference and specify the models, throughput, latency, precision and deployment scale you need.
  3. Does the software cover the actual workload? Validate the framework, operators, kernels, model version and serving features in the exact target configuration, not just a general ecosystem claim.
  4. What migration and operating work is required? Identify code changes, performance tuning, debugging skills, deployment safeguards and the team needed to maintain the stack.
  5. Does the hardware fit at scale? Compare memory capacity and bandwidth, interconnect, and scale-up topology against the workload’s requirements.
  6. Can you procure and support it? Confirm the channel, supply, local technical support and service arrangements for the specific buyer and location.

The sources cited here do not establish a current independent, like-for-like benchmark across the named vendors, or verified cross-vendor prices and delivery times. Huawei’s Atlas 900 A3 is an enterprise-scale system, not a consumer graphics card; the cited material does not establish retail stock or a typical consumer purchase route for Ascend 910C.
