Leap Seconds vs. Leap Years: What’s the Difference?

A leap year adds a calendar date—February 29—to keep the Gregorian calendar aligned with the seasons. A leap second adds one second to Coordinated Universal Time (UTC), when measurements show that Earth’s rotation has drifted far enough from atomic time to require an adjustment. They solve different timing problems: leap years follow a published calendar rule, while leap seconds are irregular decisions made from observations of Earth’s rotation.

The practical distinction is simple for most people: leap years change which dates appear on a calendar; leap seconds change how a UTC clock labels one instant. The difference becomes important when software, telecom networks, scientific instruments, or time-distribution services must represent every UTC second correctly.

The difference at a glance

Question Leap year Leap second
What changes? The civil-calendar date sequence gains February 29. The UTC second sequence can include an extra labeled second, 23:59:60.
What problem does it address? It keeps calendar dates in step with the seasonal year. It keeps UTC close to UT1, a time scale based on Earth’s rotation.
How is it decided? Gregorian calendar arithmetic: the divisible-by-four rule with century exceptions. Earth-rotation measurements; the International Earth Rotation and Reference Systems Service (IERS) announces whether an insertion is needed.
How often does it occur? According to the calendar rule, usually every four years, with exceptions. Irregularly, potentially at the end of June or December.
Who notices it? Anyone using a calendar or calculating dates. Usually operators of precise UTC systems, including logging, telecommunications, and time-distribution services.

Neither term means that Earth suddenly gains a day or that a year becomes longer. Each is a small correction applied to a different timekeeping layer.

Why the Gregorian calendar needs leap years

A civil calendar that assigned exactly 365 days to every year would slowly move away from the seasons. The year used by the seasons is not an exact whole number of days; the National Institute of Standards and Technology (NIST) gives an approximate length of 365.2422 days. That leftover fraction accumulates. Without a correction, a date associated with spring, summer, autumn, or winter would gradually occur earlier or later in the calendar.

The Gregorian calendar handles the accumulated fraction by inserting a 29th day into February. The rule is arithmetic and can be applied to any year without observing the sky:

  1. If the year is not divisible by four, it is not a leap year.
  2. If it is divisible by four, it normally is a leap year.
  3. A year divisible by 100 is skipped unless it is also divisible by 400.

This century exception prevents the calendar from adding slightly too many days over long periods. NIST’s examples show why the complete rule matters: 2000 was a leap year, while 1900, 1800, and 1700 were not. A shorthand such as “every four years” correctly identifies many years, including 2024, but it fails at century boundaries.

Checking a year yourself

For a quick manual check, test the divisibility conditions in order. A year such as 2024 divides evenly by four and is not a century year, so February has 29 days. The year 2100 divides evenly by four and by 100 but not by 400, so it will have 28 days in February. The year 2000 passes the 400 test and therefore includes February 29.

This correction changes the calendar’s date sequence, not the length of the physical second used by clocks. Midnight follows February 28 in the usual way, but a leap year inserts one additional numbered date before March begins.

What a leap second corrects

UTC is maintained using atomic time, whose seconds are highly stable. Earth, however, does not rotate at a perfectly constant rate. The rotation-based time scale called UT1 therefore drifts relative to the steady atomic count. A leap second is the mechanism used to keep the two close enough for UTC to remain a practical link between atomic clocks and astronomical rotation.

NIST explains the target as keeping the difference between UTC and UT1 within plus or minus 0.9 seconds. The IERS describes the same condition and is responsible for deciding when UTC needs a step. Unlike a leap year, there is no reliable calendar formula that can tell you which future date will need a leap second, because the decision depends on measured rotational behavior.

The adjustment is applied only when required. Historically, NIST says leap seconds have been inserted about every year and a half on average since corrections began in 1972. That average describes the past; it is not a schedule or a prediction. Some periods can pass without an insertion, while other intervals can require one.

Who announces the date?

The IERS communicates the decision in its Bulletin C notices. Its process either announces a time step or confirms that no step will occur at the next possible date. IERS says insertions can occur at the end of June or December. Because the need is based on observations and forecasts of Earth rotation, anyone making a current or upcoming-date claim should consult the latest bulletin rather than rely on an old list.

The official IERS glossary describes the responsibility directly: “The decision to introduce a leap second in UTC to meet this condition is the responsibility of the IERS.” See the IERS glossary entry for leap seconds and the Bulletin C metadata for the announcement process.

What the extra second looks like on a clock

A positive leap second does not create a normal 24:00:00 display or repeat 23:59:59 under the same label. It uses a distinct timestamp:

  1. 23:59:59
  2. 23:59:60
  3. 00:00:00 on the next day

The middle label is the key difference. A system that accepts only the usual range from 00 through 59 for the seconds field may reject, misorder, or mishandle that timestamp. NIST also describes a negative leap second as possible in principle: a second would be removed rather than inserted. Its FAQ records only positive leap seconds in the history covered there, so a negative leap second should not be presented as an event that has already happened.

For an ordinary wall clock, the change is one second at a specified UTC boundary. For a timestamp database or a distributed service, the event raises a representation question: how are records ordered, displayed, synchronized, and reconciled when UTC contains the 23:59:60 label? The answer depends on the system’s timekeeping design; the existence of a leap second does not imply that every operating system or application handles it identically.

How the two corrections are chosen

Leap-year decision: deterministic calendar arithmetic

The Gregorian rule is fixed in advance. A date library can determine whether February has 28 or 29 days from the year number alone. No observatory measurement or announcement is needed, and the same result applies wherever the Gregorian calendar is used.

Leap-second decision: observed Earth rotation

A leap-second decision cannot be made from the year number or from a repeating four-year pattern. Earth-rotation measurements establish how far UT1 is moving from UTC, and the IERS evaluates whether an insertion is needed to stay within the allowed difference. The possible dates are constrained to June or December ends, but the choice of whether to use one remains conditional.

NIST summarizes the contrast in its FAQ: “However, leap seconds are added when needed, based on measurements, and leap years are regularly occurring events based on set rules.” That sentence is why treating the two as interchangeable leads to wrong answers about dates, clocks, and scheduling.

Why people confuse them

Both terms contain the word “leap,” both alter an otherwise regular time sequence, and both compensate for a mismatch between a convenient human system and a physical cycle. The similarity ends there.

  • A leap year adds a date to a calendar. It affects the number of dates between January 1 and the next January 1.
  • A leap second adds a second label to UTC at a tightly controlled boundary. It does not add a February date or turn a calendar year into 366 days.
  • A leap year is predictable from the Gregorian rule. A leap second is announced only after the IERS determines that Earth-rotation behavior warrants it.
  • Leap-year effects are visible in birthdays, month lengths, date arithmetic, and annual schedules. Leap-second effects are concentrated in systems that exchange or record precise UTC time.

So, when someone asks “How is a leap second related to a leap year?”, the accurate answer is that they are analogous corrections but operate on separate scales: one keeps civil dates aligned with seasons, and the other keeps UTC aligned with astronomical rotation.

Operational impact of leap seconds

Most calendar applications need leap-year logic every year or two, and users encounter the result simply by seeing February 29. Leap seconds are rarer in everyday life but can be more disruptive to specialized infrastructure because they occur inside a continuous timestamp stream.

NIST specifically identifies potential problems in three categories:

One-click scans. No signup required.

  • Data logging: a logger must decide how to encode and order an event stamped 23:59:60, and how to correlate it with records from systems that use a different time representation.
  • Telecommunications: network timing and message sequencing may need a defined response to the one-second step so that distributed equipment does not disagree about ordering.
  • Time-distribution services: a service that disseminates UTC must communicate the adjustment consistently to dependent clocks and applications.

These categories describe where complications can arise, not a universal failure rate. A leap second does not mean every device will fail, and the same event can be handled differently by different software, hardware, or service architectures.

Practical checks for a UTC-based system

If you operate a system that depends on precise UTC timestamps, document its behavior before an announced insertion:

  1. Identify whether the timestamp format can represent the seconds value 60 or otherwise document how the event is encoded.
  2. Check how sorting, duration calculations, duplicate detection, and database constraints behave at the UTC boundary.
  3. Confirm how clocks and time-distribution components receive the IERS announcement and apply it.
  4. Test logging and message ordering across the insertion boundary, including recovery if one component misses the update.
  5. Record the time policy used by each connected system so that analysts can reconcile data produced under different representations.

These are engineering checks rather than a claim that one universal implementation is required. The relevant question is whether your system’s documented time scale and timestamp rules agree with the UTC adjustment.

Examples that separate the concepts

Example: a leap year

Suppose a date calculation crosses February in 2024. Because 2024 satisfies the Gregorian rule, February contains 29 dates, and March 1 follows February 29. A recurring event scheduled for “the 60th day of the year” therefore maps differently in a leap year than in a common year. The change is part of the civil calendar and can be determined years in advance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Example: a leap second

Suppose the IERS announces a positive insertion at the end of December. UTC proceeds through 23:59:59, then 23:59:60, and then midnight. A calendar application still has the same December date followed by January 1; what changes is the count and labeling of UTC seconds at that boundary. A service that stores only conventional 00–59 second values must have an explicit policy for that instant.

Why “every four years” cannot predict a leap second

The four-year pattern belongs only to the Gregorian calendar’s approximation of the seasonal year. Earth’s rotation can vary in ways that do not follow that pattern. Consequently, a year can be a leap year without having a leap second, and a leap second—if announced—does not turn that year into a special kind of leap year.

How to verify current leap-second information

Leap-year status can be checked from the Gregorian rule, but the status of a future leap second is time-sensitive. Use the current IERS Bulletin C when the exact date matters. The NIST Leap Seconds FAQ explains the purpose, UTC–UT1 limit, calendar comparison, and operational concerns; the IERS pages provide the responsibility and announcement context.

Do not infer a future insertion from the historical average, from the fact that a year is divisible by four, or from an outdated announcement. A Bulletin C notice can state that a step will occur or that none will occur at the next possible date, so the absence of an insertion is itself an official decision for that window.

What to remember

  • Leap year: an extra February date, selected by the Gregorian divisible-by-four, -100, and -400 rule, to track the seasonal year.
  • Leap second: an occasional UTC adjustment, selected from Earth-rotation measurements, to keep UTC within the permitted difference from UT1.
  • Visibility: leap years affect ordinary date arithmetic; leap seconds primarily affect high-precision clocks, logs, telecom systems, and time-distribution services.
  • Current status: only the IERS announcement process can establish whether a future leap second is planned.
