What the January 2025 report actually describes
Futurism’s Noor Al-Sibai attributed its account to reporting by The Intercept on leaked training material for Meta moderators. The reported examples illustrated where moderators might draw a line between content that is hateful or demeaning and content that violates the applicable rule.

The examples reportedly covered statements about race, religion, immigration and sexual orientation. Because the underlying Intercept report and document are not reproduced here, these are reported categories rather than independently verified quotations. The story describes policy interpretation, not a promise that every user can publish every similar statement in every setting.
The disputed example
One reported example concerned a 17-year-old. Meta told The Intercept that this example had appeared by mistake and was supposed to illustrate content that was not allowed. That correction belongs alongside any account of the example; it should not be presented as evidence that Meta deliberately approved it.

There is no literal “racism dial”
“Racism dial” is a metaphor drawn from a Dril tweet, as Futurism explained. Meta has not been shown to operate a formal control, score or published metric with that name. The phrase is useful shorthand for changing boundaries in moderation guidance, not a description of a product feature or an official measurement system.
What an allowed example does—and does not—establish
- It shows a boundary used in training: an example may teach moderators how a rule was intended to be interpreted.
- It is not an exhaustive Community Standards rulebook: the report does not establish every exception, contextual rule, language treatment or service-specific policy.
- It does not guarantee enforcement outcomes: context, targeting, threats, repetition, account history and distribution can affect a decision.
- It does not prove a universal policy across Meta: the reported material does not establish region-by-region, language-by-language or service-by-service coverage.
Why Meta’s hate-speech numbers do not settle the question
Several figures often appear in discussions of Meta moderation, but they measure different things and come from different dates and sources. They cannot be used as a direct frequency or enforcement rate for the examples described in the 2025 report.

The denominators are different: views, all estimated hate speech, and content proactively detected before a report. A low prevalence figure therefore cannot validate or disprove the reported training examples, and the 94% figure does not mean that 94% of all hateful posts were removed.

Why internal moderator guides matter
Leaked guidance has shaped public scrutiny of Facebook before. In a May 2017 report, The Guardian described earlier internal moderation guides and the transparency problems created when moderators had to interpret detailed, sometimes ambiguous rules. The report reproduced guidance saying, “We believe this online dialogue mirrors the exchange of ideas and opinions that happens throughout people’s lives offline, in conversations at home, at work, in cafes and in classrooms.”

The Guardian also quoted Facebook policy chief Simon Milner: “There is not necessarily a linear relationship between the number of people you employ and the effectiveness of the work you do.” That historical discussion concerned earlier documents and policies, not proof of the 2025 rules.
How to read the story without overstating it
- Identify the date: the Futurism article is from January 10, 2025 and describes a policy snapshot.
- Separate the speakers: Futurism summarized The Intercept’s leaked-document reporting; Meta supplied the correction about the 17-year-old example.
- Check the metric: distinguish viewed prevalence, estimated removals and proactively detected removals.
- Keep context attached: an example can be a general rule, a contextual exception or a corrected error.
- Avoid assuming permanence: the material does not verify Meta’s current Community Standards, which may have changed since publication.
What remains unknown
No source in the supplied reporting establishes how often the cited examples occurred, how moderators enforced them in practice, or whether the same boundaries applied across all Meta products, countries and languages. The evidence supports a narrower conclusion: leaked training examples were reported as permitting some degrading statements under particular interpretations, while at least one example was acknowledged as an error.
