Leading vs. Lagging Cybersecurity Metrics: Which Should You Track?

By Freedom251 Team · · 11 min read

Track both leading and lagging cybersecurity metrics. Leading measures show whether important controls and capabilities are in the expected condition before security outcomes change. Lagging measures show what happened after an event or change. Used together, they help security leaders decide where to invest, test whether controls work and detect when assumptions have failed.

Neither category is automatically good or bad. The labels describe timing, not quality. A lagging measure can be useful when its delay is short and its definition is reliable; a leading measure can create false confidence if it covers only part of the environment. The useful question is not “Which category wins?” but “Which combination gives this decision enough timely, contextual evidence?”

What leading, coincident and lagging metrics mean

NISTIR 7564, Directions in Security Metrics Research, separates measures by when they reflect conditions relative to a shift in security:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Timing class What it reflects Typical decision use
Leading Conditions that exist before a shift in security Check readiness, exposure or control operation early enough to intervene
Coincident Conditions occurring at the same time as a shift in security Monitor an active change while it is taking place
Lagging Conditions observed after a shift in security Assess outcomes, impact and whether a response achieved its objective

Timing is relative to the security change being examined. A vulnerability-remediation measure may be leading for exploitation risk, while the same measure could be lagging for a decision about whether a remediation campaign completed successfully. Define the event and the decision before assigning a label.

“If a lagging indicator is treated as a leading or coincident indicator, the consequences due to misinterpretation and reaction can be serious.”

— NIST, Directions in Security Metrics Research (NISTIR 7564)

A shorter reporting delay makes a lagging measure more useful for timely action, but it does not turn the measure into a leading indicator. Conversely, calling a measure “leading” does not prove that it predicts breaches. The classification tells you when evidence becomes available and what kinds of conclusions are reasonable.

Why you need both categories

Leading measures answer “Are the conditions for safe operation being maintained?” Lagging measures answer “What actually happened, and what was the consequence?” Relying on only one leaves a blind spot.

  • Leading-only programs can report excellent preparation while missing an outcome that shows the preparation was incomplete, poorly scoped or ineffective.
  • Lagging-only programs discover failure after harm has occurred, leaving little time to reduce exposure or improve readiness.
  • Paired measures let you test the chain from condition to outcome. If a leading measure improves but the related outcome does not, investigate the assumed relationship rather than declaring success.

Use the pair that matches the decision. A board may need a concise view of material outcomes and risk trends; an operations team may need daily condition data to decide which assets or controls require work. The same underlying data can be aggregated differently for each audience, provided the definitions remain traceable.

Current NIST guidance for selecting measures

The current NIST measurement guidance is organized into two volumes published in December 2024:

  • NIST SP 800-55 Volume 1, Measurement Guide for Information Security: Volume 1 — Identifying and Selecting Measures, published December 4, 2024, addresses developing, prioritizing and evaluating measures for policies, procedures and controls.
  • NIST SP 800-55 Volume 2, Measurement Guide for Information Security: Volume 2 — Developing an Information Security Measurement Program, finalized in December 2024, covers how to develop and implement a flexible measurement program. It supersedes SP 800-55 Rev. 1.

SP 800-55 Rev. 1, published in 2008, was withdrawn on December 4, 2024. It can provide historical context, but the two 2024 volumes are the current guides for this purpose. NIST describes a measurement program as a way to support information-security risk management through the selection, assessment and management of measures that fit an organization’s objectives.

How to choose a useful metric

Use this decision-first process for every proposed measure. It is a practical synthesis of the selection and program principles in SP 800-55 Volumes 1 and 2, not a mandatory NIST template.

  1. Name the decision. Write the decision the metric must inform: for example, whether to fund recovery testing, escalate an exposure or change a response playbook. If no decision changes when the value moves, the metric may be ornamental.
  2. Define the risk, control or objective. State what could go wrong and which condition or outcome is relevant. “Improve security” is too broad to measure; “make critical assets recoverable” gives you a specific scope.
  3. Set the population and unit. Identify the denominator and scope: critical assets, endpoints, privileged accounts, confirmed incidents or another defined population. A percentage without its population can conceal missing systems.
  4. Document the calculation. Specify the numerator, denominator, inclusion and exclusion rules, time window, rounding and treatment of duplicates. Keep the formula stable unless a documented change is itself part of the analysis.
  5. Identify the data source and owner. Record the system of record, collection method, responsible team and who validates exceptions. A dashboard owner is not necessarily the owner of the underlying control.
  6. State cadence and latency. Say how often the value is refreshed and how long it takes for an event to appear. Note missing coverage, delayed feeds, backfills and any manual steps.
  7. Set a target only with a defensible basis. A threshold should reflect policy, risk appetite, contractual duty, capacity or observed performance. Record why it exists; do not present an arbitrary percentage as a universal security standard.
  8. Define the response to a breach. Specify who investigates, what evidence is checked, how quickly action begins and when the issue is escalated. A threshold without a response is merely a colored cell.
  9. Pair condition and outcome evidence. When the decision benefits from both, put a leading measure beside a related lagging measure and review whether their relationship still holds.
  10. Review assumptions and trends. Analyze a time series, material changes in scope and data quality. Treat a single value as a prompt for investigation, not as a complete security verdict.

Design the metric specification before building a dashboard

A one-page specification prevents teams from debating numbers whose meaning is unclear. Capture these fields for every measure:

Field Questions to answer
Decision and audience What action can this value change, and who is accountable?
Security relationship Is it leading, coincident or lagging for the defined event?
Population Which assets, accounts, incidents or exercises are included? What is excluded?
Formula What exactly is counted, and what is the denominator and time window?
Source and quality Where does the data come from? How is completeness, duplication and accuracy checked?
Owner and cadence Who maintains the measure, and when is it refreshed and reviewed?
Latency How long after the underlying event does the value become available?
Target or trigger What evidence supports the threshold, and what action follows a breach?
Known limitations What coverage gaps, classification uncertainty or changed assumptions could alter interpretation?

Concrete leading-and-lagging metric pairs

The following pairs illustrate how to connect an early condition to a later outcome. They are examples for designing measures, not universal NIST benchmarks or claims that any one metric predicts breach probability.

Recoverability of important assets

A possible leading measure is the share of critical assets with a recent, successful restore test. It examines whether the organization has exercised the capability before a crisis. Define “critical,” the age of a “recent” test, what constitutes success and whether the test covered the full restoration path or only a sample.

A related lagging measure is recovery time and data loss observed in actual incidents or exercises. Record the start and end definitions, the systems involved and whether the result came from a real incident or a planned exercise. An exercise can reveal weaknesses without reproducing the pressure, uncertainty or scale of a real event, so keep the two populations distinguishable.

Reduction of high-risk exposures

A leading measure can be the share of prioritized vulnerabilities remediated within a stated service window. “Prioritized” must have a documented rule, and the report should show the severity and exposure mix. A rising backlog may mean remediation slowed, but it may also mean discovery improved or the inventory expanded.

The lagging counterpart is confirmed exploitation or incident impact involving those exposures. Link cases to the affected assets and the exposure records where possible. A zero count does not establish that no exploitation occurred if detection coverage, reporting or asset attribution is incomplete.

Speed of the response function

A possible leading measure is the share of responders who complete a scoped exercise or playbook validation. Define which roles participate, which scenarios are covered and what “complete” means. Attendance alone may not demonstrate that a team can perform the required actions.

A lagging measure is time to contain confirmed incidents. Keep incident start and containment definitions consistent, separate confirmed incidents from suspected events and report case mix. A month with fewer, simpler cases can produce a shorter average even when capability has not changed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to interpret latency and coincident signals

Every measure has a time relationship to the condition it describes. Put the expected sequence on paper:

  1. Identify the security change or decision, such as exploitation, loss of availability or completion of a control rollout.
  2. List the earliest observable conditions, such as coverage, test results or unresolved exposure.
  3. Identify signals that appear during the change, including active response activity or control-state transitions.
  4. List outcomes that become measurable afterward, such as impact, recovery time or confirmed containment.
  5. Record the delay, data refresh interval and any investigation period for each signal.

This prevents a late-arriving outcome from being mistaken for an early warning. It also helps teams choose a lagging measure with a delay short enough to support the decision, while preserving its correct classification.

Why raw counts and percentages mislead

Security-tool detections have multiple explanations

NISTIR 7564 uses antivirus detections to show why a simple count is difficult to classify. An increase could indicate more hostile activity, better detection or failure of another defensive mechanism. A decrease could mean fewer attacks, effective protection elsewhere or a detection mechanism losing effectiveness. Therefore, “detections down” is not proof that security improved.

Interpret the count alongside exposure, sensor coverage, detection-rule changes, asset population and relevant outcomes. Record periods in which a sensor was unavailable or a rule was tuned; otherwise a dashboard may mistake a visibility change for a threat change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Backlogs can grow when visibility improves

A larger vulnerability backlog may reflect expanded discovery, newly onboarded assets or better classification rather than slower remediation. Report the denominator, age distribution, severity and exposure mix, plus changes in inventory and scanning coverage. Compare like with like before attributing a trend to team performance.

Percentages conceal their denominator

“Ninety percent compliant” can describe nine of ten systems or 900 of 1,000 systems, with very different risk implications. Display the numerator, denominator, population definition and exclusions with the percentage. If the denominator changes, annotate the change and avoid treating the resulting jump as an operational improvement.

Do not turn metrics into a universal security score

NISTIR 7564 emphasizes that organizations differ in purpose, assets, public exposure, threats and risk tolerance. Those differences change which measures are useful, so raw cross-organization comparisons can be difficult and potentially insignificant. A metric should support the organization’s own objectives and prioritization decisions, not create a universal leaderboard.

No metric denotes a system’s security state in an absolute sense. Assessments can change as knowledge of weaknesses grows, and the meaning of a value depends on assumptions and context. A dashboard is evidence for decisions and trend review; it is not a complete measurement of security.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build a dashboard that supports action

Organize the display around decisions rather than around every available data feed.

1. Start with a small set of decision views

Give each risk or capability a clearly named view. For recoverability, place restore-test coverage beside recovery outcomes. For exposure reduction, place remediation within the service window beside confirmed exploitation or impact. For response capability, place exercise validation beside containment time.

2. Show scope and freshness next to the value

Include the population, numerator and denominator, last refresh time, reporting period and known coverage gaps. A stale value should be visibly different from a current one.

3. Separate status from interpretation

A threshold breach can trigger investigation, but the dashboard should not label the organization “secure” or “insecure” from one number. Provide links or drill-downs to the underlying records, exceptions and method changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Preserve changes in definition

When a formula, sensor, inventory boundary or incident taxonomy changes, retain the old definition for the affected period or annotate the break in the time series. Otherwise, users may interpret a measurement change as a security change.

5. Review trends at the right cadence

Operational teams may need frequent condition data, while leadership may review outcome trends less often. Match cadence to the decision and the metric’s latency; refreshing a slow outcome every hour does not make it more timely.

Common failure modes and practical fixes

Failure mode Why it fails Fix
Tracking only incidents The organization learns after harm and cannot see deteriorating readiness early. Add condition measures tied to the same risks and controls.
Tracking only activity Completed tasks may not produce the intended security outcome. Pair completion or coverage with an outcome measure and investigate mismatches.
Calling a lagging measure “predictive” Teams react too late or infer a cause the measure cannot establish. Document timing, latency and the event to which the measure relates.
Using a target without a rationale An arbitrary threshold encourages gaming and false precision. Record the policy, risk, capacity or historical basis and the action it triggers.
Changing definitions silently A break in the time series looks like improvement or decline. Version the formula and annotate scope, source and taxonomy changes.
Ignoring missing coverage Unobserved assets or sensors make a favorable value look stronger than it is. Report coverage and data-quality exceptions beside the result.
Ranking organizations by raw values Different missions, populations and threats make comparisons misleading. Use metrics for internal decisions or compare only after demonstrating equivalent scope and definitions.
Overloading one dashboard Important signals disappear among data that cannot change a decision. Assign each measure an audience, owner and decision; retire unused measures.

A practical rollout sequence

Organizations can implement the approach without waiting for a perfect data warehouse.

  1. Choose one material risk or capability. Write the decision, affected population and desired outcome.
  2. Map the timing chain. Identify leading, coincident and lagging evidence, including expected delays.
  3. Build the specifications. Document formulas, sources, owners, cadence, thresholds and limitations before visualizing the data.
  4. Validate with historical records or an exercise. Check whether the population is complete, the timestamps are credible and the definitions produce repeatable results. Do not treat an exercise as identical to a real incident.
  5. Run a decision review. Ask what action the value caused, whether the action was appropriate and what information was missing.
  6. Pair and refine. Add the related outcome or condition measure, investigate disagreements and adjust the metric only through a documented change.
  7. Govern the program. Assign ownership, retain definitions and assumptions, review data quality and remove measures that no longer support a decision.

Which metrics should you track?

Start with the risks and decisions that matter most to your organization, then select at least one timely condition measure and one outcome measure where both add information. For each value, publish its population, formula, source, owner, cadence, latency and limitations. Use thresholds to trigger defined action, not to claim an absolute security state.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The right portfolio will differ across organizations because their assets, exposure, threats and risk tolerance differ. A credible program is therefore one that produces evidence people can act on, explains what that evidence cannot establish and improves its measures as assumptions and coverage change.
