Layer 3, Layer 4 and Layer 7 DDoS Attacks Explained

The difference is what the attacker exhausts and how much of your service they understand. Layer 3 attacks overwhelm network capacity or packet processing, Layer 4 attacks consume transport connections and state, and Layer 7 attacks send requests that look like normal application activity but use up web, API or DNS resources. A resilient design usually needs controls at more than one layer because an attack can move from the network edge to the application itself.

The OSI layers in practical terms

The Open Systems Interconnection (OSI) model is a vocabulary for describing where traffic is handled. AWS maps Layer 3 to the Network layer, Layer 4 to the Transport layer and Layer 7 to the Application layer. The model is conceptual: a single malicious flow can affect several layers at once, but identifying the layer where the scarce resource is being consumed helps you choose the right control.

  • Layer 3 (network): IP packets, routing and link capacity.
  • Layer 4 (transport): TCP or UDP behavior, ports, handshakes and connection-tracking state.
  • Layer 7 (application): HTTP requests, API operations, DNS queries and other service-specific functions.

Layer 3 and Layer 4 attacks can often be recognized from packet headers, protocol flags and traffic rates. Layer 7 traffic must be interpreted in context: a request may be syntactically valid and still be deliberately expensive for the application to process. That is why a single packets-per-second threshold is not an adequate defense for every DDoS event.

Layer 3 DDoS attacks: flooding the network layer

What Layer 3 attacks consume

A Layer 3 attack tries to fill an Internet link, overload routers and firewalls, or force systems to spend CPU handling packets that will never become useful application traffic. The target may be your data center, a cloud virtual network, a transit link or an upstream provider. When the link is saturated, legitimate traffic cannot reach your edge even if the web servers themselves have spare capacity.

Common examples

  • UDP reflection and amplification: The attacker spoofs the victim’s source address and causes third-party UDP services to send replies to the victim. A small request can trigger a much larger response.
  • DNS amplification: Open or misconfigured DNS infrastructure is abused to generate large UDP responses toward the target.
  • ICMP floods: Large volumes of ping-like packets consume link and packet-processing capacity.
  • GRE and other protocol floods: Packets using tunneling or less-common IP protocols can strain devices that must inspect, route or filter them.
  • QUIC floods: High-rate traffic aimed at QUIC endpoints can pressure network and edge-processing resources even though QUIC runs over UDP.

Cloudflare’s documented attack coverage also includes ACK floods and other vectors commonly grouped with network and transport protection. The exact label matters less than the resource being exhausted: if packets are dropped before a valid application exchange begins, the first response belongs upstream of the origin.

What you may observe

  • Bandwidth utilization reaches the provider or interface limit while application request counts remain low.
  • Routers, firewalls or load balancers show high packet-per-second or interrupt-processing load.
  • Traffic is concentrated on one protocol, destination port, IP version or unexpected protocol number.
  • Users in multiple regions report timeouts simultaneously, including for static content and health-check endpoints.

How Layer 3 attacks are mitigated

Mitigation normally starts at an upstream scrubbing or provider edge, before the traffic reaches a constrained link. Network ACLs, security groups and protocol-aware filters can discard unwanted traffic, but an on-premises firewall cannot solve a saturated circuit because the bad packets have already consumed the link.

Distributing entry points with a CDN or a service such as Global Accelerator can keep traffic away from a single origin path. Automatic infrastructure-layer protection can detect volumetric patterns and absorb or filter them at the provider edge. Keep in mind that routing changes, filtering rules and scrubbing capacity must be arranged before an incident; adding a rule after a circuit is full may not restore reachability.

Layer 4 DDoS attacks: exhausting transport state

What Layer 4 attacks consume

Layer 4 attacks interact with TCP, UDP or another transport protocol. Their goal is often to exhaust connection tables, handshake processing, stateful inspection or per-client socket limits rather than to fill the link with the largest possible payload.

SYN floods and incomplete handshakes

A TCP connection begins with a SYN, SYN-ACK and ACK exchange. In a SYN flood, an attacker sends many initial SYN packets, frequently with spoofed addresses, and does not complete the handshake. The server or an intermediary reserves resources while waiting for the final ACK. Enough half-open connections can consume a backlog or state table and prevent legitimate clients from connecting.

ACK, RST and protocol-abuse floods

ACK floods send packets that appear to belong to established TCP sessions, forcing a firewall or load balancer to inspect them. RST floods attempt to terminate valid flows. Other protocol-abuse patterns exploit the cost of tracking transport state, even when total bandwidth is moderate. UDP has no handshake, but high-rate UDP traffic can still consume connection-tracking entries, CPU or service-specific session capacity.

How Layer 4 differs from Layer 3

Both layers can produce high packet rates, but Layer 3 is primarily about IP delivery and network capacity. Layer 4 relies on transport semantics such as flags, ports, retransmissions and connection state. A Layer 4 event may leave bandwidth well below its limit while a load balancer’s state table or a server’s SYN backlog is exhausted.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mitigation options

  • Use provider-edge protection that recognizes abnormal TCP state and protocol behavior.
  • Enable SYN cookies, tune backlog and timeout settings, and cap per-source or per-destination connection counts where your operating system and load balancer support it.
  • Apply ACLs and security-group rules to restrict unused ports and protocols.
  • Separate public-facing listeners from internal services so a flood on one port does not consume all shared state.
  • Distribute transport endpoints across multiple edge locations or addresses when your application permits it.

Local tuning is useful for a burst that reaches the host, but it does not replace upstream filtering when the network path or edge device is overloaded.

Layer 7 DDoS attacks: abusing application work

What Layer 7 attacks consume

Layer 7 attacks issue requests understood by the service. An HTTP flood may request a page, search, login or checkout operation. An API attack may repeatedly call an endpoint that performs database joins, report generation or authentication. A DNS query flood sends valid-looking questions that consume resolver or authoritative-server capacity.

Because these requests can follow the correct protocol, they may look like ordinary users in packet captures. Attackers can vary IP addresses, user agents, URLs and request timing. The expensive part may be application compute, database connections, cache misses, serverless invocations or a quota in a dependent service. Packet volume alone therefore cannot distinguish every Layer 7 event from a busy period.

Why false positives are a bigger risk

Blocking a malformed packet is usually low risk. Blocking an apparently valid HTTP request can deny real customers, stop an integration or interfere with a search crawler. AWS notes that application-layer mitigation must be tuned carefully for this reason. Rules should consider endpoint, method, authentication state, response cost, request rate and behavior over time rather than relying on one global threshold.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Useful Layer 7 controls

  • CDN caching: Serve cacheable objects at the edge so repeated reads do not reach the origin.
  • WAF rules: Match known attack patterns, suspicious methods, malformed parameters and high-risk paths.
  • Endpoint-specific rate limits: Set stricter limits for login, search, export and write operations than for static assets.
  • Behavior and bot signals: Combine request velocity, cookie or token behavior, reputation and interaction patterns instead of blocking an entire country or address range without evidence.
  • Origin shielding: Allow the origin to accept traffic only from the CDN or approved reverse proxies, reducing bypass attempts.
  • Cheap rejection: Validate authentication, content length and required fields before starting expensive work.
  • Queueing and concurrency limits: Cap simultaneous jobs so one endpoint cannot consume every worker or database connection.

Layer-by-layer comparison

Layer Primary target Typical examples What defenders can inspect Common mitigation location False-positive risk
Layer 3 Bandwidth, routing and packet processing UDP reflection, DNS amplification, ICMP, GRE and QUIC floods IP headers, protocol, source and destination, packet rate and volume Transit provider, scrubbing network, cloud edge, ACL or security group Usually lower when filtering clearly invalid or unwanted protocols; broad blocking can still affect legitimate traffic
Layer 4 TCP/UDP connection state and handshake resources SYN, ACK and RST floods; transport-state abuse Ports, TCP flags, handshake completion, session rate and state-table use Provider edge, load balancer, firewall and host transport settings Moderate; aggressive connection limits can reject real users behind NAT or busy clients
Layer 7 Application CPU, database, cache, worker and quota capacity HTTP floods, expensive API calls and DNS query floods Methods, URLs, headers, identity, query cost, response codes and behavior CDN, WAF, API gateway, application and origin Highest because malicious requests can be valid and resemble customer activity

How to protect a website or API: a practical sequence

  1. Map every public entry point. Inventory web domains, API hostnames, DNS servers, VPN gateways, game servers and direct-origin addresses. Record ports, protocols, expected regions and which services are allowed to bypass a CDN.
  2. Put volumetric protection upstream. Confirm that your network or cloud provider can absorb Layer 3 and Layer 4 traffic and identify the escalation path. Define what happens when a link, interface or edge appliance approaches capacity.
  3. Place a CDN, reverse proxy or application gateway in front of HTTP services. Route public web and API names through the edge, restrict the origin to approved edge addresses, and remove DNS records that reveal an alternate path where possible.
  4. Enable managed network and application rules. Providers such as Cloudflare document managed Layer 3/4 and Layer 7 rulesets and automatic edge detection. AWS users can combine Shield Advanced, AWS WAF, CloudFront and Global Accelerator according to whether the protected resource is network-facing, HTTP-based or globally distributed.
  5. Set limits by endpoint. Start with normal request rates and cost. Apply separate thresholds to login, password reset, search, report generation, file upload and write APIs. Return a clear retry response rather than allowing unbounded work.
  6. Cache and precompute what is safe. Cache static files and public GET responses with appropriate freshness rules. Move expensive reports or exports to asynchronous jobs with polling, quotas and cancellation.
  7. Instrument the origin. Monitor bandwidth, packets per second, TCP states, connection errors, queue depth, CPU, memory, database latency, cache hit rate, request rate and response codes together. A Layer 7 event may show rising latency and database pressure without a bandwidth spike.
  8. Test the response path without generating an attack. Verify that the on-call team can change a WAF rule, raise a provider ticket, route traffic to a backup origin and roll back an over-broad block. Use controlled load testing with authorization.
  9. Review after every event. Identify the first exhausted resource, the earliest useful signal and any direct-origin exposure. Adjust thresholds and runbooks based on observed legitimate traffic, not on a generic number.

Choosing controls for different workloads

Websites

Use CDN caching for static and cacheable pages, WAF inspection for dynamic requests, and origin shielding so attackers cannot bypass the edge. Protect login and search separately from ordinary page views because their compute cost and abuse patterns differ.

APIs

Authenticate early, enforce quotas per account and application key, and rate-limit by operation. A single global requests-per-second value is inadequate when one endpoint is a lightweight lookup and another triggers a multi-table query. Log rejected requests with enough context to tune rules without storing unnecessary sensitive data.

DNS services

Separate authoritative DNS from application infrastructure, use provider-level DNS resilience and monitor query rates, response sizes and unusual query types. DNS amplification is a Layer 3 pattern, while a flood of valid queries against your resolver or authoritative service can require application-aware controls.

Gaming, VPN and other non-HTTP services

These workloads cannot rely on HTTP WAF rules. Use protocol-aware network protection, carefully scoped ports, session limits and geographically distributed edges where appropriate. Measure concurrent sessions, handshake completion and latency, not just bytes per second.

Detection and incident response

Classify the first failing resource

  • Link or interface full: Treat it as a likely Layer 3 or high-volume Layer 4 event and engage upstream mitigation immediately.
  • State table, SYN backlog or load balancer exhausted: Investigate Layer 4 behavior, incomplete handshakes and connection churn.
  • CPU, database, worker pool or a specific endpoint saturated: Investigate Layer 7 requests, cache misses, authentication abuse and expensive parameters.

Preserve evidence while restoring service

Capture time windows, destination ports, protocols, top URLs, status codes, geographic distribution, request identities and provider telemetry. Apply the narrowest effective rule first, then watch legitimate success rates. If an emergency block harms real users, roll it back and move enforcement upstream or to a challenge and rate-limit path.

Expect blended attacks

An adversary may combine a volumetric UDP flood with an HTTP flood, or use a transport attack as a distraction while probing an expensive API. Keep network, edge and application dashboards correlated on one timeline. Clearing one layer does not prove that the incident is over.

Common mistakes that leave gaps

  • Relying only on a firewall at the origin: It cannot restore a saturated upstream link.
  • Using one requests-per-second limit for every URL: It ignores differences in application cost and customer behavior.
  • Blocking by packet rate alone: A slow, distributed Layer 7 campaign can be damaging without an extreme packet count.
  • Leaving a direct origin address exposed: Attackers can bypass CDN and WAF controls if DNS, certificates or historical records reveal it.
  • Turning on aggressive bot rules without monitoring: Valid clients, mobile networks and partner integrations may be mistaken for abuse.
  • Ignoring non-web services: DNS, VPN, gaming and administrative ports need their own protocol and access controls.
  • Assuming mitigation is automatic everywhere: Confirm which layers, protocols, regions and resources your provider actually covers and how escalation works.

What the available evidence does—and does not—establish

Official AWS and Cloudflare documentation provides layer definitions, attack examples and descriptions of infrastructure and application controls. It does not establish one universal attack percentage, maximum size or mitigation rate that applies to every provider and workload. Your capacity plan should therefore use measurements from your own links, edge services and application telemetry rather than a headline benchmark.

Frequently Asked Questions

Can one DDoS attack target more than one OSI layer?

Yes. A campaign can combine a UDP or SYN flood with valid HTTP requests, or switch layers after one control is enabled. Correlate network, transport and application telemetry instead of treating the first detected vector as the whole incident.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does HTTPS stop Layer 7 DDoS attacks?

No. Encryption protects the contents in transit, but the CDN, WAF or origin still has to terminate TLS and process the request. Rate limits, caching, behavioral signals and endpoint-specific controls remain necessary.

Should every API request be blocked when traffic spikes?

No. Broad blocking creates a high false-positive risk. Prefer authenticated quotas, per-endpoint limits, graduated responses and a narrow emergency rule based on the behavior actually causing resource exhaustion.

Where should a small organization start?

Ensure the provider can absorb Layer 3/4 traffic, place public HTTP services behind a CDN and WAF, close direct-origin paths, and monitor connection state plus endpoint-level latency. Add a documented escalation contact and practice changing or reverting a rule.
