Launch-Spectrum Petition Meets Aerospace and Healthcare Opposition

A reported petition by the Commercial Space Federation—not a new FCC rule adopted for SpaceX—seeks a different way to coordinate commercial launches in the 2360–2395 MHz band. The proposal has drawn reported objections from aerospace interests and GE Healthcare over the risk to existing spectrum users, including flight-test operations and hospital patient-monitoring systems.

What the FCC’s current launch-spectrum rules require

The FCC’s December 2024 order applied its Part 26 licensing framework to the 2360–2395 MHz band, which is used by federal and non-federal operators for aeronautical telemetry and telecommand. Under that framework, licensees must cooperate and avoid harmful interference. Frequency coordination takes place after a license is granted and is handled on a per-launch basis. The Commission said this process would help protect federal and non-federal co-channel users; it did not promise interference would be impossible. See the FCC’s FCC 24-132 order and its Federal Register notice.

The FCC’s decision concerns spectrum licensing and coordination. It should not be read as determining launch licensing, flight-safety regulation, or Department of Defense range operations, which are distinct matters.

What the reported petition would change

A Bloomberg report republished by Yahoo Finance on October 7, 2026, says the Commercial Space Federation petitioned the FCC to replace AFTRCC’s third-party coordination role with a self-coordination model. The report does not identify a settled replacement system. It describes proponents’ complaint that the existing process is manual and time-consuming, and quotes the federation’s vice president of regulatory affairs, Isaiah Wonnenberg, calling it “very time intensive and very manual.” That is the proponents’ characterization, not an FCC finding. The report is the basis for these details; the petition itself is not independently established here. Read the October 7 report.

AFTRCC says it provides frequency-coordination recommendations to the FCC for non-government flight-test voice and telemetry frequencies. It also cautions that coordination does not guarantee a frequency will be interference-free. AFTRCC’s description of its coordination role.

Why aerospace interests object

The reported opposition centers on protecting users already sharing the band, including aerospace and flight-test operations. A 2024 filing by the National Telecommunications and Information Administration (NTIA) makes the federal-range concern concrete: NTIA argued that commercial launch use could create an untenable situation for Department of Defense ranges, which use the band daily and rely on sensitive aeronautical telemetry receivers. It also pointed to safety-of-life uses. This is NTIA’s warning, not evidence that harmful interference has occurred. NTIA’s comments.

Why healthcare is part of the dispute

The same October 7 report says GE Healthcare urged the FCC to protect medical body area networks, or MBANs: wireless sensors used in hospitals to monitor patients’ vital signs. According to the report, GE warned that new or expanded launch access should not undermine the efficacy and reliability of these systems. That concern is reported through the news account; it should not be mistaken for a finding that MBAN systems have been disrupted.

What the FCC would need to weigh

The dispute is about balancing launch access and scheduling flexibility against reliable protection for existing users. A change to coordination would raise practical questions for the FCC and stakeholders:

  • Access and scheduling: Would a new process reduce lead time or administrative work while giving launches predictable access?
  • Accountability: Who would identify affected users, resolve conflicts, and document an operating plan under self-coordination?
  • Incumbent protection: How would federal ranges, flight-test operators, and hospital MBAN users continue operating without harmful interference?
  • Evidence and enforcement: What technical evidence, monitoring, complaint process, and remedies would support a new system?

The reported account does not establish the details of a final proposal or an FCC decision. The FCC’s existing order states: “We believe that our part 26 space launch operations licensing framework, including the post-license grant, per-launch frequency coordination requirement, will aid in ensuring that co-channel entities operating in the LCA bands, whether federal or non-federal, are protected from harmful interference.”

Do not confuse this with a separate SpaceX spectrum petition

The reported launch-coordination dispute is not the same as the FCC’s 2024 proceeding on SpaceX’s request concerning sharing rules for 2000–2020 MHz and 2180–2200 MHz mobile-satellite-service spectrum. That separate matter is described in FCC DA 24-299; it does not establish the status or terms of the reported Part 26 petition.
