Euro-area growth has held up better than expected through global headwinds and an ongoing energy shock, according to European Central Bank President Christine Lagarde. The ECB’s September 2026 staff projections put growth at 0.9% in 2026, 1.4% in 2027 and 1.5% in 2028.
Lagarde also says the digital euro is approaching implementation, but it is not about to appear in consumers’ wallets. The ECB’s current plan depends on the European Union adopting the establishing regulation by the end of 2026, followed by a 12-month internal pilot in the second half of 2027. A final public issuance date has not been announced.

Why Lagarde describes the euro-area economy as resilient
In her 17 October 2026 statement to the International Monetary and Financial Committee, Lagarde said: “Despite global headwinds and the ongoing energy shock, the euro area economy has so far proved resilient.”

The resilience claim is based on the economy’s performance across both geography and industry. Lagarde said growth was broad-based across most euro-area countries and sectors during the first half of 2026, rather than being concentrated in one or two unusually strong economies.

That does not mean the region is booming. The ECB’s September staff projections describe a gradual expansion:
| Year | Projected euro-area real GDP growth | What the figure represents |
|---|---|---|
| 2026 | 0.9% | ECB staff projection published in September 2026 |
| 2027 | 1.4% | ECB staff projection published in September 2026 |
| 2028 | 1.5% | ECB staff projection published in September 2026 |
The path implies a soft 2026 followed by stronger, but still moderate, growth in 2027 and 2028. Projections are not guarantees: a renewed energy-price surge, weaker global demand or financial stress could alter the outlook.

When is the digital euro coming?
The digital euro is in a legislative and testing phase, not a public launch phase. The key near-term milestone is adoption of the European Union regulation establishing the digital euro. The ECB says approval by the end of 2026 is needed to keep its present timetable.

What the timetable means
- Legislation: EU institutions must complete the regulation establishing the digital euro. Lagarde said on 10 September 2026 that she was hopeful the legislation being negotiated in trilogue would be voted on before the end of the year.
- Preparation: The Eurosystem and participating financial institutions would complete the technical and operational work needed for testing.
- Internal pilot: A 12-month pilot is planned for the second half of 2027, subject to the legislation being adopted on schedule.
- Later public deployment: Any consumer issuance date would come after the relevant legal, technical and operational decisions. The ECB has not announced a final public launch date.
Therefore, “imminent” describes approaching legislation and testing milestones. It should not be read as a promise that the public will be able to spend digital euros by the end of 2026 or at the start of 2027.
Will the digital euro replace cash?
Lagarde presents the digital euro as an additional form of public money, not a replacement for banknotes and coins. In a 9 July 2026 Euronews interview, she said: “Cash and the digital euro will both be legal tender, which means that nowhere in Europe can someone say, ‘Sorry, I’m not taking your banknotes’.”

Cash is physical central-bank money. A digital euro would be electronic central-bank money designed for everyday payments. Existing card and app payments normally move through commercial banks and private payment networks. The three forms therefore differ in how they are issued, accepted and governed.

| Payment method | Legal-tender position | Acceptance and infrastructure | Privacy and governance | Fees and timing |
|---|---|---|---|---|
| Cash | Legal tender | Works without a card network or internet connection at the point of payment, where the merchant accepts cash | Transactions do not require a private payment-network account | No final digital-euro-style fee question; already available |
| Existing private card networks | The card itself is not legal tender; merchants and providers determine acceptance | Heavily reliant on commercial and, in many cases, international infrastructure | Governed by private providers and applicable financial regulation | Consumer and merchant charges vary by provider and country |
| Planned digital euro | Intended to be legal tender under the establishing framework | Proposed public digital payment infrastructure; implementation is still ahead | Final privacy and governance specifications have not been fully set out in the cited material | No final consumer-fee schedule or public issuance date has been announced |
The legal-tender point does not mean every payment channel will operate in every situation. A digital payment still requires a compatible device, software and operating arrangements, while cash use depends on merchants handling physical money. The policy goal is coexistence, not forcing one method to disappear.

Why Lagarde links the project to sovereignty
The ECB says more than 60% of card payments run through international schemes, and 13 of the 21 euro-area countries have no national card scheme. That leaves much of the region’s everyday payment capacity dependent on infrastructure whose strategic decisions are made outside a single European public system.
Lagarde described the issue directly on 10 September 2026: “Because, as you know, payment infrastructure is part of our sovereignty, and he who does not control his payment infrastructure is potentially vulnerable.”
In this context, sovereignty means resilience and room for policy choice: the ability to keep payments functioning, set common standards and maintain competition without relying entirely on non-European networks. The digital euro is intended to complement private providers, not eliminate them. Banks and payment firms could still offer wallets and services, while the underlying public-money option would be available across the euro area under a common framework.

What remains unresolved
- Legislative timing: End-2026 adoption is a political objective and a condition for the stated pilot schedule, not a completed decision.
- Public launch: No final date for general consumer issuance has been announced.
- Privacy design: The cited statements do not provide a complete technical privacy specification.
- Fees: The ECB has not published a final consumer-fee schedule in the material available here.
- Acceptance in practice: The legal-tender objective does not by itself answer every operational question about devices, offline use, merchant onboarding or access for people without conventional banking arrangements.
For now, the clearest reading is that the euro area has a moderate growth outlook and a digital-euro project moving toward a legal decision and a 2027 test. Neither development is yet equivalent to a completed economic recovery or a public digital-currency launch.
