Children are not defeating social-media age rules with sophisticated hacking. The documented workarounds are mostly false birthdays, weak age checks, recreated accounts and occasional help from another person. That matters because a ban can reduce account ownership without preventing access, but treating every workaround as a technical arms race misses the real policy question: whether age rules reduce harmful exposure without imposing disproportionate privacy and fairness costs.
The “outsmarting” frame is misleading
Australia’s Social Media Minimum Age Act 2024 establishes a national minimum age of 16 for holding accounts on designated platforms. It is a real, broad eligibility rule, not a suggestion that platforms can simply ask users to tick a box. Yet an account ban and a reduction in harmful exposure are different outcomes.

Three months after the Australian restrictions began, the eSafety Commissioner reported that the share of under-16s holding a social-media account had fallen from 52.4% to 42.1%. That is a substantial change, but it also means many under-16s still had accounts. eSafety said most previously active under-16 users could retain or recreate accounts, identifying ineffective age assurance as the main reason.
The early result is therefore neither “the ban worked perfectly” nor “children beat it.” It is a partial reduction produced by an enforcement system that still lets some users through.

What children say they would do
The clearest evidence comes from an Australian Institute of Criminology pre-implementation survey in 2026 of 382 students aged 11–15. Before the rule took effect, 21.8% said they would continue using restricted platforms, while 60.7% thought other young people would continue. Among those intending to remain, the planned methods were overwhelmingly low-tech.
| Planned or reported route | Evidence | What it means |
|---|---|---|
| Give a false age | 39.7% of intended users in the AIC survey | A basic age declaration can defeat a system that does not independently verify age. |
| Keep or recreate an account | eSafety found most previously active under-16s could retain or recreate accounts | Deactivation is not durable if a platform cannot reliably detect the same user again. |
| Use another person’s identity or help | Identified as an occasional workaround in the evidence | Identity-based checks can shift the burden to parents, older friends or borrowed credentials. |
| Use a VPN | 2.6% of intended users in the AIC survey | VPN use was a small planned route in this age-restriction survey, not the dominant one. |
These are self-reported intentions and observations, not a measurement of every child’s behaviour. They nevertheless point to a design problem: if the check is only a birth-date field, changing the date is enough; if an account can be recreated without effective identity or age assurance, removal may be temporary.

Do social-media bans work?
They can change behaviour at the margin. The fall from 52.4% to 42.1% in Australian under-16 account ownership shows that some users stopped holding accounts, at least during the first three months. A rule can also make platforms invest in age assurance, reduce routine exposure for children who comply and give families a clearer legal boundary.
But account eligibility is only one outcome. The BMJ policy analysis framework identifies four questions that should be tracked together:

- Enforcement completeness: How many accounts are blocked, and how many are retained or recreated?
- Circumvention friction: How difficult is it to use a false age, another person’s identity or another service?
- Privacy and fairness: What personal information does age assurance require, and do errors fall more heavily on particular groups?
- Behavioural substitution: Does a child move to another platform, a different account type or an unmoderated service?
The available Australian figures answer only part of that list. They show a measurable decline in account ownership, not the long-term effect on harmful-content exposure, migration to other services or the performance of any particular commercial age-check system.
A VPN is not a universal age-ban bypass
Ofcom reported in 2026 that 25% of children had used a VPN in the previous six months. That figure needs context: the reported reasons included privacy and access to geo-blocked content, not only evading age checks. It cannot be read as “25% of children are using VPNs to defeat the ban.”

A VPN changes the apparent network location. It does not automatically change a stored date of birth, pass an identity check or create an account on a platform that requires evidence of age. It can sometimes complicate location-based enforcement, but the evidence here does not establish it as a reliable or appropriate method for bypassing age restrictions. Parents should not present a VPN as a safe workaround, and platforms should not assume that blocking or detecting VPN traffic solves age assurance.

Why parental controls help—and why they are porous
Ofcom found that 77% of parents reported using device-management tools such as parental controls and screen-time limits. Those controls can restrict app installation, set time windows and make it harder to create accounts casually. A household-managed router is another possible layer, although no evidence establishes that a specific router defeats a determined workaround.

Controls are not a substitute for supervision or conversation. In the same Ofcom reporting, 16% of 13–17-year-olds said they knew how to get around parental controls and age checks, and 5% said they had done so in the previous year. The gap between knowing a workaround and using one is important, but both figures show why a single technical setting cannot carry the whole burden.
A practical household response
- Use layered settings. Turn on the platform’s family or supervision features, device-level app-install approval and operating-system screen-time limits. Check them after major software or account changes.
- Secure the parent account. Use a separate passcode that children do not know, and review which adults or devices can approve an installation or reset restrictions.
- Discuss false ages and borrowed identities. Explain that entering an adult’s details can expose that person’s account and does not make an unsafe interaction safe.
- Look for account recreation. New usernames, unfamiliar email addresses and sudden activity on a previously removed service can indicate that an account was reopened rather than that the original control failed mysteriously.
- Focus on exposure, not only eligibility. Ask what content, contacts or messages the child can access, and provide a way to report harassment, grooming or dangerous material.
What policymakers should measure next
The first Australian numbers justify evaluating the policy, not declaring victory or failure. Regulators should publish age-assurance error rates, the number of accounts blocked versus recreated, how often users are asked for identity documents and whether enforcement pushes children toward less moderated services. They should also distinguish a one-time reduction in account ownership from a sustained reduction in harmful exposure.
Platforms face a similar obligation. A system that rejects legitimate users, collects excessive identity data or can be defeated by a changed birthday may score well on paper while failing families in practice. Better enforcement is not synonymous with more surveillance; it requires proportional checks, clear appeals and deletion limits for any age evidence collected.
The problem worth solving
Children finding simple workarounds is a symptom of incomplete enforcement, not evidence of an unstoppable hacker contest. The useful response is to improve age-assurance quality, measure real-world safety outcomes and give families practical layered controls. If the only success metric is whether a child can hold an account, policymakers may celebrate a number that says little about what the child is actually seeing or who can contact them.
