Após essa análise, decidimos, neste momento, dar uma pausa em nosso projeto competitivo de CS2 e avaliar novas oportunidades.” In English: recent changes to the competitive model and the country’s commercial and regulatory environment led the organization to reassess its plans; it decided, at that time, to pause its competitive CS2 project and consider new opportunities. The organization named both competitive changes and the national commercial and regulatory environment. That supports describing the betting crackdown as part of the context it cited, but not as the sole cause of its decision.

What does Brazil’s betting measure cover?
Brazil’s Ministry of Finance says Provisional Measure 1.394/2026, dated September 25, 2026, prohibits nationwide the operation, offering, intermediation, and advertising of fixed-odds betting lotteries. The measure covers sports betting and online games, including offers by operators based abroad to people located in Brazil. It does not cover other lottery modalities authorized by law. This scope matters: the measure is not a ban on every form of lottery, nor does it establish that regulation alone explains either esports development. Keyd Stars cited the broader commercial and regulatory environment; reporting reviewed for LOUD does not confirm the organization’s reason.

What transition schedule did the government publish?
The Ministry of Finance described the following schedule for the measure. These are government-published dates and may be affected by subsequent implementation or updates, so check the ministry’s current notices for the latest status.

What do the enforcement figures show?
Brazilian government figures are dated snapshots, and the reported totals describe different stages rather than a single count that can be added together.
- September 27: The Ministry of Justice and Public Security said 506 suspected irregular betting sites had been taken down following the measure. Ministry report.
- September 29: The ministry said 5,209 betting-related domains had been targeted for removal: 1,386 indicated by the National Secretariat for Digital Rights and 3,823 by the Secretariat of Prizes and Betting. By that date, Anatel had ordered 2,387 removals. A target, an order, and a site reported taken down are distinct enforcement stages. Ministry report.
Did Brazil’s crackdown cause both Counter-Strike developments?
That conclusion is not supported by the available reporting. Keyd Stars explicitly connected its pause to both changes in the competitive model and the country’s commercial and regulatory environment. For LOUD, HLTV reported the roster’s contract status, but the material does not confirm the organization’s reason. The timing places the stories alongside the regulatory change; timing is not proof of a shared cause.
