Keyboard Accessibility Testing Tools Compared: Browser Audits and Manual Testing

Browser audits can find some accessibility issues, but only hands-on keyboard testing shows how focus and controls work during real interaction.

Use browser-based accessibility audits to find some detectable problems quickly, then test the page yourself with a keyboard. Automated tools can flag certain markup and guideline issues, but they cannot prove that every control is reachable, focus moves sensibly, or a dialog works correctly in use. A reliable review combines automated checks, hands-on keyboard testing, and—when in scope—assistive-technology testing.

What browser accessibility tools can—and cannot—tell you

Automated audits are useful for surfacing issues that can be checked against rules. They are not a substitute for operating a page. Chrome’s guidance is explicit: DevTools cannot determine whether someone can navigate a page with a keyboard, so you need to try it yourself. Chrome DevTools accessibility reference

Use scan results as leads to investigate. Verify each finding in context, and do not treat a clean report as proof of accessibility or a tool’s output as a complete conformance determination. Different browser plugins can identify different issues; available guidance does not establish a controlled accuracy ranking that would justify naming one tool the most accurate.

How the main browser tools compare

Tool Where it fits What to keep in mind
axe DevTools The UK Department for Work and Pensions (DWP) documents running the extension in Chrome DevTools. The W3C WAI tool listing describes it as supporting in-browser automated, semi-automated, and manual evaluation, with reporting and WCAG 2.0, 2.1, and 2.2 coverage. DWP accessibility testing guidance · W3C WAI evaluation tools A scan still needs human review; verify findings rather than assuming they are all genuine or that no unreported problem exists.
ARC Toolkit DWP documents using the Chrome extension from the DevTools panel and recommends it alongside axe and WAVE because plugins can find somewhat different things. DWP accessibility testing guidance The cited guidance does not provide a controlled head-to-head accuracy comparison.
WAVE WebAIM offers a URL-based evaluator and Chrome, Firefox, and Edge extensions. An extension can help inspect protected, local, or dynamic pages that a public URL evaluator may not be able to access. WAVE says it aims to identify many WCAG errors and facilitate human evaluation. WAVE Web Accessibility Evaluation Tool Interpret results yourself; a WAVE report is not a full conformance determination.
Lighthouse and the DevTools Accessibility tab Chrome DevTools includes Lighthouse accessibility audits. Its Accessibility tab can show the accessibility tree, ARIA attributes, and computed properties. Chrome DevTools accessibility reference Convenient if you already work in Chrome DevTools, but it cannot establish whether keyboard navigation works in practice.

Choose according to your page and workflow: whether the tool can inspect the page in its real context (public, authenticated, local, or dynamic), which browser you use, whether you need a scan or guided review, and how clearly findings support follow-up. More than one plugin may provide complementary leads, but running several scans does not replace keyboard operation.

How to test a page using only a keyboard

Start at the beginning of a representative page or task and put the mouse aside. Use Tab to move forward and Shift+Tab to move backward. Use Enter or Space where appropriate to operate controls; use arrow keys for widgets that implement arrow-key navigation. Test real journeys, not only a static landing page.

  1. Reach and operate every control. Move through links, buttons, fields, menus, and other interactive elements. Check that each can be reached and used without a pointer.
  2. Track visible focus. At every step, confirm you can tell which control currently has focus.
  3. Check the order. Follow the task with Tab and Shift+Tab. Focus should progress in a logical order that matches the content and task.
  4. Look for traps. Confirm you can move into and out of components and continue through the page.
  5. Try the skip link. Where needed, check that a skip link appears at the appropriate point and moves focus past repeated content.
  6. Exercise dialogs and pop-ups. When one opens, check that focus stays within it while it is open, then returns appropriately after it closes.
  7. Check for accidental activation. Merely moving focus to a link or form control should not unexpectedly activate it or submit a form.

DWP associates these practical checks with WCAG 2.1.1 Keyboard, 2.1.2 No Keyboard Trap, 2.4.1 Bypass Blocks, 2.4.3 Focus Order, 2.4.7 Focus Visible, and 3.2.1 On Focus. DWP accessibility testing guidance

A practical workflow for teams

  1. Audit representative pages and states. Run one or more browser tools on the pages and interface states people actually use, including important dynamic flows.
  2. Verify each finding. Inspect the affected control in context; do not accept an automated warning or a clean scan without checking what it means for a user.
  3. Complete the keyboard checks. Manually test important journeys, including menus, dialogs, forms, and custom widgets. Browser and operating-system behavior can vary, so test the actual environment and interaction.
  4. Keep automation in the delivery process, not in place of review. Add automated checks to development or acceptance tests and continuous integration where useful, while retaining manual checks. DWP’s process also calls for assistive-software testing. DWP accessibility testing guidance
  5. Record reproducible evidence. Note the page and state, browser and tools, steps taken, findings, and how each was verified. DWP recommends retaining manual and assistive-software test results as evidence. DWP accessibility testing guidance

When to add assistive-technology testing

Keyboard-only operation answers whether a person can use the interface without a mouse; it does not cover every interaction with assistive software. If screen-reader use is within scope, test it as a separate layer rather than treating a browser audit or keyboard pass as a substitute. DWP recommends browser tools, manual testing, and assistive-software testing as parts of its accessibility process. DWP accessibility testing guidance
