Kerala Chief Minister V. D. Satheesan has called for two or three model plants for plastic waste disposal and four or five plants to convert regular waste into power. The proposal is an announcement, not confirmation that the projects have been funded, tendered or scheduled. Reports also give different timelines: PTI said one to two years, while The New Indian Express reported two to three years.

What plants did Satheesan propose?

Satheesan made the remarks on Oct. 2, 2026, while inaugurating the Local Self-Government Department’s five-year “Nirmalam – A New Era of Clean Keralam” campaign. As reported by PTI, he called for two distinct groups of model facilities:

  • Two or three plants for plastic waste disposal.
  • Four or five plants to convert regular waste into power.

These are proposed targets, not a confirmed count of projects under construction. The PTI account does not identify locations, operators, technologies, capacity or a construction schedule. It also does not specify what “regular waste” would include or how it would be prepared for energy conversion. PTI report carried by Hindustan Times, Oct. 2, 2026.

When could the plants be ready?

The published timelines differ, and neither report establishes a confirmed commissioning date.

Report Reported horizon What it establishes
PTI, carried by Hindustan Times, Oct. 2, 2026 Within one or two years Satheesan’s stated ambition, as reported by PTI; not a confirmed project schedule.
The New Indian Express, Oct. 3, 2026 Two to three years A different reported horizon; not a confirmed project schedule.

The one-to-two-year wording appears in a quotation attributed to Satheesan: “Within one or two years, no one should need to travel to Indore or anywhere else to study waste management. We should have an even better system,” he said. The difference between the two reports should not be read as evidence that a formal schedule has been adopted.

How the proposal fits Kerala’s existing waste system

Kerala’s Economic Review 2024 describes a collection and sorting chain for non-biodegradable plastic: Haritha Karma Sena members collect it from homes and establishments, material collection facilities sort it, and resource recovery facilities further separate or process it. Separated plastic may be recycled, sent to cement kilns or energy plants, or used in road works. The review provides background on existing handling routes; it does not say how those systems will supply or connect to the newly announced plants. Kerala State Planning Board, Economic Review 2024.

The announcement distinguishes plastic disposal from converting regular waste into power. It does not name the process or technology for either group, so it is not possible to determine whether the proposed facilities would extend existing routes, replace them or handle different material.

What the Nirmalam campaign targets

PTI reported that the five-year Nirmalam campaign aims to make Keralam completely waste-free by March 30, 2031. Satheesan described it as an action plan with targets and timelines divided into three phases. That campaign target is separate from the plant-count proposal: the report does not say that the plants alone will deliver the waste-free goal.

At the inauguration, Satheesan also described his vision as “a place cleaner than any global destination, where no litter is visible anywhere,” according to the PTI report carried by Hindustan Times.

Does an older Kerala order set the plan for these plants?

No. A 2018 Kerala Local Self Government Department order proposed 5 MW solid-waste-to-energy plants under a design, build, finance, operate and transfer public-private partnership. It described a transparent tender for a qualified concessionaire and a service area covering local bodies within roughly 25–35 km. That order is historical policy context; it does not establish that the plants announced in 2026 are the same projects or will use that procurement model.
