What is Washington’s Space Council?
Established by executive order in September 2026, the Washington Space Council is a 23-member advisory body. Members represent commercial space, aerospace and advanced manufacturing, higher education, labor, research, local government and the legislature. The state Department of Commerce provides staffing and logistical support, and the council sends findings and recommendations to the governor through advisory reports. Its membership includes Ralph and representatives associated with Blue Origin, Stoke Space, SpaceX, Amazon Leo, Interlune, Starfish Space and Gravitics, along with universities, labor groups and state government. That mix gives local government and industry a place in the same advisory forum; the official description does not give the council regulatory, permitting or spending authority.
What will the council examine?
The council’s remit spans the conditions that shape the industry’s prospects in Washington, from workforce and research to infrastructure and potential launch activity. Commerce lists these areas of work:

- Assessing Washington’s position relative to other leading states and nations.
- Identifying barriers to industry growth and opportunities to address them.
- Evaluating workforce, education and research needs.
- Assessing infrastructure and supply-chain capacity.
- Examining requirements and opportunities for Washington-based commercial launch capabilities and related infrastructure.
These are subjects for assessment and recommendations, not a list of projects already authorized. The council’s official description calls for advisory reports to the governor; it does not announce a specific appropriation or approved launch facility.
Why is Kent’s mayor on it?
Ralph says Kent wants both to retain aerospace businesses already operating in the city and to attract new ones. She sees a state-level forum as a way to raise the practical conditions that can influence a company’s expansion or investment decision. “For Kent, the opportunity is enormous,” she said in an interview with the Bellevue Reporter.

Kent is home to Blue Origin and Stoke Space, whose executives Michael Edmonds and Andy Lapsa are also council members. Ralph’s appointment therefore brings a local-government perspective alongside industry participants, but the council is not itself a decision-making body for individual companies or city projects.
What does the Kent Valley need to attract space companies?
Ralph’s priorities are local enablers: the infrastructure and workforce that businesses need at the sites where they operate. She identifies roads and freight mobility, water and sewer service, reliable energy, available industrial land and workers prepared for new jobs.

Those local needs connect to, but are distinct from, the council’s statewide work. A useful way to understand the relationship is:

How many aerospace jobs are in Kent?
Ralph cited nearly 9,700 aerospace-manufacturing employees in Kent and $6.2 billion in direct economic output. For the wider Kent Valley, she cited more than 34,000 direct aerospace-manufacturing workers, nearly 56,000 jobs supported and $29.8 billion in total economic output. These figures were reported in the Bellevue Reporter in 2026 and are attributed to Ralph; the article does not identify the underlying dataset, definitions or methodology, so they should not be read as independently verified counts.
For statewide context, Gov. Bob Ferguson’s September 29, 2026 announcement said Washington has more than 90 space companies and more than 13,000 workers, with approximately $4.6 billion in annual economic activity and $1.6 billion in annual payroll. The governor’s office also said approximately two-thirds of the world’s operational satellites are built in Washington. What happens next?
The council’s role is to assess Washington’s competitive position and needs, then deliver recommendations to the governor. For Kent, the central question is whether statewide planning can account for the roads, freight links, utilities, land and workforce that Ralph says local employers need. The announcement establishes a forum for that discussion, not a commitment to any particular action.
