What Karnataka’s Borewell Suraksha Abhiyan will do
Minor Irrigation Minister Ajay Dharam Singh said the initial phase would verify failed and defunct borewells drilled under his department, then ensure that unsafe sites are properly secured and closed. The Ground Water Development Directorate has been directed to prepare an action plan covering identification, verification, safe closure, coordination and monitoring. Department secretary Rajesh Amminabhavi and Directorate officials are to prepare the detailed framework.

First phase: Minor Irrigation Department borewells
The initial focus is on failed and defunct borewells drilled under the Minor Irrigation Department. The campaign’s stated aim is to find unsafe ones and have them secured and closed; the announcement does not establish how many sites will be covered or when this phase will finish.

Later phase: broader public and government coverage
The government plans to involve other departments, local bodies and agencies in a later phase to identify and secure unsafe borewells in public places and other areas. This is a planned expansion, not evidence that all departments or locations are already covered.

The government is exploring a WhatsApp number and a web-based reporting mechanism. Under the proposal, residents might submit a photograph and location, with geotagging and tracking potentially following a report through verification and closure. Neither channel has been confirmed as live, and no number, link or launch date has been announced. Residents should not treat the proposed system as an operational emergency or reporting service.
What is not yet known about implementation?
The announcement provides no count of unsafe or abandoned borewells, budget, staffing plan, closure target, implementation deadline or progress figures. It also does not specify closure standards or give a public reporting contact. Some borewells may be missing from official records, including sites drilled without adequate reporting, but no estimate of their number is available. The scope and results will depend on the detailed framework and subsequent implementation.
