Use Argo CD ApplicationSets to generate and maintain many Argo CD Applications; use Kargo to control how application and configuration changes are promoted through stages. They are complementary, not competing fleet managers. An ApplicationSet renders Applications from cluster, list, or Git inputs, and Argo CD reconciles those Applications. Kargo groups artifact revisions into Freight, evaluates stage progression, and changes the desired state in Git or an Argo CD Application; Argo CD then performs reconciliation and deployment.
The practical choice is therefore architectural. Choose ApplicationSets when the hard problem is repeating an Application definition across clusters. Add Kargo when the hard problem is deciding which revision may move from test to UAT to production, under which checks and authorizations. Kargo’s documented Quickstart uses both tools together.

ApplicationSet and Kargo at a glance
The two controllers sit at different layers of a GitOps system. ApplicationSet is an Argo CD resource-generation mechanism. Kargo is a promotion controller that coordinates changes between lifecycle stages.
| Decision axis | Argo CD ApplicationSet | Kargo |
|---|---|---|
| Primary job | Generate and maintain Argo CD Application resources from templates and generator inputs. | Promote artifact revisions and desired-state changes through application lifecycle stages. |
| Main inputs | Explicit lists, Argo CD registered clusters, and Git files or directories. | Stages, Warehouses, artifact revisions, Freight, and promotion processes. |
| Immediate output | One or more Argo CD Applications, each with a rendered destination and source. | Promotion changes to the desired state represented in Git, or an authorized Argo CD Application update. |
| Who deploys to Kubernetes | Argo CD, by reconciling each generated Application. | Not Kargo itself; a GitOps agent such as Argo CD performs reconciliation. |
| Variation model | Generator data and template parameters vary Applications by cluster, tenant, or repository content. | Stage-specific progression determines which revision is eligible for the next environment. |
| Fleet topology concern | Where Argo CD control planes and registered destination clusters are located. | Where Kargo controllers run, how they connect to control planes, and how credentials are distributed. |
| Security boundary | Who may create or change an ApplicationSet and therefore cause Applications to be generated. | Which stages are explicitly authorized to update particular Applications. |
That distinction prevents a common design error: treating ApplicationSet as a release-promotion engine or treating Kargo as the component that directly applies manifests to every cluster.

What Argo CD ApplicationSets actually do
They turn one template into many Applications
The ApplicationSet controller watches an ApplicationSet custom resource and automatically generates Argo CD Application resources from it. The template defines the common source, destination, project, and synchronization settings; generator output supplies the values that differ for each generated Application.
Each resulting Application has its own target destination. Argo CD then reconciles that Application against the Kubernetes cluster and repository revision specified by the rendered template. In other words, ApplicationSet multiplies the control-plane objects, while Argo CD remains the deployment and drift-reconciliation engine.
List, Cluster, and Git generators solve different inventory problems
- List generator: you provide records such as a cluster name and server URL. The controller creates one Application per record. This is useful when the fleet inventory is deliberately curated and the values are already known.
- Cluster generator: the controller uses clusters registered with Argo CD. Adding or removing a registered cluster can therefore change the set of generated Applications, subject to the generator’s selectors and template.
- Git generator: repository files or directories become generator elements. A repository layout can describe environments, tenants, or services, and the ApplicationSet template turns those elements into Applications.
The generator is the source of multiplicity; the template is the source of consistency. Editing the template propagates template changes to generated Applications. That is powerful for fleet-wide policy changes, but it also means a poorly scoped template change can affect every selected cluster.

An ApplicationSet can create Applications for development, UAT, and production, but its core job is still generation. It does not by itself provide Kargo’s stage and Freight model for selecting an artifact revision and moving it through a controlled sequence. You can update a generator input or template and let Argo CD reconcile the resulting Applications, but that is different from an explicit promotion workflow with stage authorization and verification.
Generation rights are a security decision
Argo CD’s ApplicationSet documentation warns that allowing developers to create ApplicationSets has security implications. A person who can create or alter an ApplicationSet may be able to cause Applications to appear in destinations or projects that the person could not otherwise manage. Treat ApplicationSet creation, generator inputs, repository write access, and Argo CD project permissions as one combined authorization surface.
What Kargo adds to a multi-cluster workflow
Promotion is the central abstraction
Kargo’s core concepts organize delivery around stages and promotion. A Warehouse watches artifact repositories. New artifact revisions are grouped into Freight, which represents a candidate set of versions. A promotion process then propagates an approved revision from one stage to another, applying the stage’s configured process and checks.
Kargo’s own boundary is explicit: Promotions are different from deployments. Promotions focus on propagating changes to the desired state of each stage in your application’s lifecycle. The job of deploying — making the actual state of a Kubernetes cluster reflect the desired state — is left to a GitOps agent like Argo CD.
Kargo can change a Git revision or update an authorized Argo CD Application, but it does not replace the reconciler that makes Kubernetes match that desired state.

Stages represent lifecycle intent
A stage gives a promotion workflow a named point in the lifecycle, such as test, UAT, or production. The stage can be associated with a particular desired-state location and with the checks that must succeed before progression. This lets operators ask a release question—“which Freight is allowed into production?”—rather than only an inventory question—“which Applications exist?”
Freight separates artifact selection from cluster inventory
ApplicationSet answers where Applications should exist and how their definitions vary. Kargo answers which artifact revisions should be promoted. Keeping those concerns separate is useful when the same service runs in many clusters but must advance through environments as one release, or when different clusters intentionally consume different promotion paths.
Using Kargo with ApplicationSets
The documented Quickstart pattern
Kargo’s Quickstart demonstrates a combined design. An ApplicationSet uses a List generator to create Applications for test, UAT, and production. Each generated Application is associated with a Kargo stage through the kargo.akuity.io/authorized-stage annotation. Kargo then promotes changes through those stages, while Argo CD synchronizes the Git revisions represented by the Applications.
- The ApplicationSet template defines the common Argo CD Application shape and the List generator supplies the stage-specific records.
- The generated Applications identify their destinations and desired-state sources for the three lifecycle stages.
- Kargo observes available artifacts through its Warehouse and groups revisions into Freight.
- A promotion process selects a Freight and updates the desired state for the next authorized stage.
- Argo CD detects the changed Git revision or Application specification and synchronizes the target cluster.
- Health and verification results determine whether the promotion can proceed according to the configured process.
The example begins with stage branches absent and Applications out of sync; Kargo creates the stage changes on the first promotion. That is an example implementation pattern, not a requirement that every installation use branch-per-environment Git. Your desired-state layout can differ as long as the promotion process and Argo CD source are aligned.

Kargo’s Argo CD integration describes an argocd-update promotion step that can update an Application, including its desired revision. Before Kargo may update an Application, that Application must explicitly authorize a Kargo stage with the kargo.akuity.io/authorized-stage annotation.
Model this annotation as an access-control boundary, not as decorative metadata. In a multi-tenant Argo CD installation, it prevents a promotion process for one stage from implicitly claiming every Application with a similar name. Review who can set, change, or remove the annotation, and treat changes to it as privileged configuration.
Fleet topology when several Argo CD control planes are involved
Central control plane with a local controller
Kargo’s architecture guide describes a Kargo control plane running in a Kubernetes cluster with most Kargo components and data. A small or test installation can run a single controller in that cluster. This is the simplest operational shape when one Argo CD control plane serves the relevant fleet.

Distributed controllers for larger environments
For larger environments, Kargo controllers can be distributed as agents across clusters and connect back to the central control plane. The documented model typically places a controller alongside each Argo CD control plane. In an enterprise with multiple Argo CD control planes, the guide describes a one-to-one proportion between those Argo CD instances and Kargo controllers.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Topology | Where Kargo work runs | Operational implication |
|---|---|---|
| Small or test installation | A single controller in the Kargo control-plane cluster. | Fewer components and simpler credential distribution. |
| Multiple Argo CD control planes | Distributed controllers associated with the respective Argo CD control planes and connected to central Kargo services. | Centralized observability with per-control-plane connectivity and credentials. |
Central visibility versus privileged access
The distributed design aims to retain centralized observability without giving one central Kargo process privileged access to every cluster. That reduces the blast radius of a central credential, but it creates real provisioning work. The architecture guide calls for a control-plane service account for each controller and distribution of tokens and configuration to the relevant clusters.
Those steps are non-trivial. At significant scale, automating service-account creation, token delivery, rotation, and controller registration becomes a platform-engineering project of its own. The guide suggests that large operators consider a hosted control-plane option such as Akuity Platform for Kargo control planes and distributed-controller provisioning; evaluate that suggestion against your organization’s residency, compliance, and operating-model requirements.
Which approach fits your requirement?
Choose ApplicationSet first when inventory and consistency are the problem
- You need the same service definition rendered to many registered clusters.
- Differences are primarily destination, tenant, repository path, or other template parameters.
- Argo CD already provides the synchronization, health, and rollback workflow you require.
- Release movement is handled by an existing process outside the cluster fleet, and you do not need Kargo’s stage and Freight abstractions.
In this case, keep the ApplicationSet template narrow and make generator data the explicit source of variation. Use selectors and Argo CD Projects to prevent an inventory change from expanding access unintentionally.
Add Kargo when progression and approval are the problem
- A revision must move through named stages rather than being independently selected in each cluster.
- You need Warehouses and Freight to group artifact versions into promotable candidates.
- Promotion should be conditional on health or verification results.
- You operate multiple Argo CD control planes and want a central promotion view with controllers placed near those planes.
Keep ApplicationSet responsible for creating the stage Applications. Let Kargo own promotion decisions and desired-state updates, and let Argo CD continue to reconcile.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Use both when fleet generation and release progression are coupled
The combined pattern is strongest when every lifecycle stage has a repeatable Application shape but the revision cannot advance without an explicit promotion. ApplicationSet handles the “where and how many,” Kargo handles the “which revision and when,” and Argo CD handles the “make the cluster match.”

1. Map control planes, stages, and destinations
Inventory each Argo CD control plane, the clusters it manages, and the lifecycle stages that should exist in that plane. Decide whether a stage is represented by a Git path, branch, or another desired-state location. Do not assume the Quickstart’s branch layout is mandatory.

2. Define the ApplicationSet contract
Choose the generator that matches your source of truth: List for a curated set of records, Cluster for Argo CD’s registered-cluster inventory, or Git for repository-driven discovery. Define one template contract for source, destination, project, and synchronization behavior. Test a template change against a limited selector before applying it to the whole fleet.
3. Create stage ownership explicitly
For every Application that Kargo may update, set the authorized-stage annotation to the intended Kargo stage. Review the annotation in code review and restrict who can modify it. An Application that lacks the annotation should not be treated as available for Kargo-driven promotion.

4. Configure artifact observation and promotion
Configure Warehouses to watch the artifact repositories relevant to the service, then define how revisions are grouped into Freight. Build promotion processes that identify the source and destination stages, apply the desired-state update, and include the health or verification conditions required by your release policy.
5. Place controllers according to your trust boundary
For one control plane or a test environment, a single Kargo controller may be sufficient. For multiple Argo CD control planes, plan the distributed-controller topology, service accounts, token handling, network paths, and rotation procedures before onboarding production stages.
6. Observe the first promotion end to end
Start with a non-production stage. Confirm that Kargo sees the expected Freight, that the promotion changes only the authorized desired-state location or Application, and that Argo CD reports the resulting sync and health status. Then test a failed verification and an unauthorized Application update so operators know the expected failure signals before production use.
Security and failure modes to plan for
An ApplicationSet unexpectedly targets too many clusters
Check the generator input, cluster registration labels, and template selectors. A Cluster generator can expand when a newly registered cluster matches its selection rules. Reduce the selector scope, separate tenants into distinct ApplicationSets, and review Argo CD Project destination permissions.
A template change changes every generated Application
This is normal propagation behavior. Use version control and review for the ApplicationSet itself, stage broad changes through a limited generator set, and inspect the generated Applications before widening the selection.
Best Value
Kargo refuses to update an Application
Verify that the Application has the exact kargo.akuity.io/authorized-stage annotation expected by the promotion process and that the Kargo controller has access to the relevant Argo CD control plane. An authorization mismatch should be treated as a configuration or tenancy problem, not bypassed by granting broader cluster privileges.
Promotion succeeds but the cluster remains out of sync
Kargo’s responsibility ends at the desired-state change. Inspect the Git revision or Application specification that Kargo changed, then inspect Argo CD’s repository access, target destination, sync status, health conditions, and any resource-level error. A successful promotion is not proof that Kubernetes has converged.
Distributed controllers cannot connect or authenticate
Check the controller’s service account, token and configuration distribution, network route to the central control plane, and credential rotation state. Because each controller represents a control-plane trust relationship, repair the affected controller’s credentials rather than granting the central service account access to every cluster.

Version and documentation considerations
ApplicationSet behavior and Kargo integration details can vary with the Argo CD and Kargo versions you run. The linked ApplicationSet page is maintained in the Argo CD project’s master documentation path, so confirm generator fields, security behavior, and compatibility against the version-pinned documentation for your installation. Likewise, check the Kargo Quickstart, architecture, and Argo CD integration pages that match your deployed release before copying resource names or promotion-step settings.
Bottom line: design them as layers
ApplicationSets are the fleet-expansion layer: they create and maintain the Argo CD Applications that describe where workloads belong. Kargo is the promotion layer: it selects and advances artifact revisions through authorized stages and changes the desired state. Argo CD is the reconciliation layer: it applies that desired state and reports whether the cluster converged.
If you only need repeatable multi-cluster Application definitions, ApplicationSet is the focused solution. If you need controlled, observable movement from test to UAT to production, add Kargo. If you need both, follow the documented combination and preserve the authorization, topology, and credential boundaries that make the layers safe to operate.
