De Soto households could receive an annual credit of up to $1,000 under a community-relief plan announced by Digital Realty on October 9, 2026. The proposal describes utility and property-tax credits—not unrestricted cash checks—and would run for as many as 10 years. The City of De Soto and Digital Realty are still working out eligibility, timing and administration.
What Digital Realty announced
Digital Realty said it is committing $20 million to community relief connected to Astra North, its planned data-center development at Astra Enterprise Park. As part of that commitment, the company said it is partnering with De Soto to finalize credits of up to $1,000 per household each year for 10 years, based on current population estimates.

The wording comes from Digital Realty’s October 9 company announcement. “Up to” establishes a ceiling, not a guaranteed payment for every household. The announcement also identifies the benefit as utility and property-tax credits. It does not promise a check that residents can spend without restriction.
The $20 million figure is the company’s total community-relief commitment. The announcement does not publish a breakdown showing how much of that amount would fund household credits, and it does not provide a final household count.

What Astra North is supposed to be
The City of De Soto describes Astra North as the first phase of Digital Realty’s proposed digital-infrastructure campus at Astra Enterprise Park. The city’s concept covers approximately 280 acres and could include up to nine data-center buildings totaling about 3 million square feet.

Employment estimates

The city’s broader data-center overview lists Digital Realty’s project as having been introduced to the City Council, while cost estimates and the timeline remain unfinalized publicly. That status matters because the household-credit announcement does not establish a construction start, operating date or first-payment date.

How Kansas’ data-center incentive law fits in
Kansas Senate Bill 98, enacted in 2025, created a state and local tax-exemption framework intended to attract qualifying data centers. The Kansas Department of Commerce says a participating company must invest at least $250 million in eligible data-center costs within five years after operations begin, satisfy job requirements and adopt a comprehensive water plan. The framework can provide exemptions for up to 20 years.
The enrolled bill covers exemptions related to construction or remodeling, data-center equipment, eligible project costs and certain labor costs, subject to statutory definitions and other requirements. Those tax provisions are separate from Digital Realty’s proposed household credits: qualifying for a state incentive would not, by itself, tell a resident whether that person receives a utility or property-tax credit.

Do not confuse Astra North with the Beale proposal
De Soto’s data-center overview also discusses a separate Beale project and describes a proposed payment-in-lieu-of-taxes structure and estimated local revenue for that development. Those figures should not be assigned to Digital Realty or Astra North unless a later city document explicitly connects them.

- A formal city or developer implementation notice. This should identify the administering agency, application or enrollment process and the documents residents must provide.
- The household definition. Officials need to state whether renters, homeowners, landlords, multifamily units and people who move during a credit year are treated differently.
- The credit mechanism. A utility credit could reduce a qualifying bill, while a property-tax credit could appear through a tax statement or local-tax process. The announcement does not yet specify which bills, taxing jurisdictions or billing cycles are covered.
- Trigger dates and conditions. Residents should look for language tying credits to council approval, project financing, construction, operations or another milestone.
- Annual amount calculations. Because the proposal says “up to” $1,000 and references current population estimates, the final amount may depend on the approved budget, eligible household count or other rules.
- Public approval documents. Council resolutions, development agreements or budget documents may establish obligations that are not contained in the initial company release.
Why the distinction between a credit and cash matters
A credit generally offsets a specific charge rather than creating unrestricted income. For example, a property-tax credit may reduce the amount shown as due, while a utility credit may be applied by a utility provider or local program administrator. Until De Soto publishes the mechanics, residents cannot assume the benefit can be received as cash, transferred between households or used for any bill they choose.

The proposal also does not establish whether every eligible household receives the same amount. “Up to $1,000” could mean a uniform maximum, a lower standard amount, or a calculation that varies by household or bill. Only the final program rules can resolve that.
