JERA, Dell Plan $15B AI Data Center in Japan; $140B Rollout Unconfirmed

JERA, Dell Technologies and RHAELM plan to develop an AI data center at JERA’s Chiba Thermal Power Station, with project capital deployment expected to exceed US$15 billion (¥2.3 trillion). The planned site is designed for up to 400 MW of power capacity and targets operations around 2028. JERA’s announcement does not confirm a $140 billion national investment total: it describes possible expansion and a multi-gigawatt ambition for the 2030s, not a funded rollout at that value.

What is planned for the Chiba site?

In an announcement dated October 1, 2026, JERA, Dell Technologies and RHAELM said they had signed a memorandum of understanding to develop a standardized model for large-scale AI infrastructure in Japan. Their proposed framework combines power generation, electrical infrastructure, cooling and computing rather than treating each data center as a separate design and delivery project. JERA’s announcement describes the Chiba facility as the model’s first project.

JERA and RHAELM are jointly developing the project at JERA’s Chiba Thermal Power Station. Dell is working with them on the standardized compute model, including pre-integrated, rack-scale AI infrastructure. Apollo Global Management intends to serve as RHAELM’s strategic investment and financing partner for this first project. The announcement is an MoU and a plan; it does not mean the facility is already built or operating.

How much will the data center cost?

JERA expects total capital deployment for the Chiba project to exceed US$15 billion (¥2.3 trillion). That estimate covers land, power infrastructure, facility construction and AI compute. It is a project-wide figure, not a disclosed price for Dell hardware or a confirmed hardware order.

The $140 billion figure in the broader framing is not stated in JERA’s announcement. The company describes exploring other JERA sites and supporting multi-gigawatt-scale capacity in Japan during the 2030s, but gives no $140 billion national investment total. Without an attributable estimate and its scope—such as which sites, costs and time period it covers—the figure should not be treated as confirmed or committed investment.

How large is the project, and when could it open?

The planned Chiba project has power capacity of up to 400 MW, equivalent to 400,000 kW. JERA calls it potentially Japan’s largest single-site AI infrastructure deployment; that is the company’s characterization, not an independently verified ranking. Operations are targeted for around 2028, which is a goal rather than a guaranteed opening date. Jiji Press reporting carried by Nippon.com independently summarized the project’s approximate $15 billion scale, capacity of up to 400,000 kW and expected timing.

Why build an AI data center at a power station?

The Chiba plan is designed to use power from JERA’s operating generation asset through a behind-the-meter arrangement. In this approach, the project pairs its computing site with generation and electrical infrastructure at the power-station location rather than relying solely on a conventional grid connection. JERA and its partners say this could make capacity available years earlier than a conventional grid-connected development, but their announcement does not provide an independent or quantified schedule comparison.

At a June 2026 press conference, it cited the time grid connections can take in Japan and noted a separate memorandum with Yokohama concerning a data-center investment site. That context helps explain the company’s strategy; it does not establish the cost or funding of the Chiba project’s possible expansions. JERA’s June notice covers that separate context.

What would the partners contribute?

  • JERA: The Chiba location and power-generation capabilities, as well as work on applying the integrated model at other sites.
  • RHAELM: Joint development of the first project with JERA and leadership of project delivery.
  • Dell Technologies: Work with the partners on standardized, rack-scale AI compute infrastructure.
  • Apollo Global Management: Intended strategic investment and financing partner to RHAELM for the Chiba project.

Dell Infrastructure Solutions Group President Arthur Lewis described the approach as a foundation for control, flexibility and growth. That is a company executive’s view of the model, not independent evidence of the project’s eventual scale or schedule.

Could the model expand across Japan?

JERA and RHAELM say they intend to explore using the model at additional JERA sites and state an ambition to support multi-gigawatt-scale AI infrastructure capacity in Japan during the 2030s. This is an expansion ambition, not a published list of approved sites, a construction schedule or proof of fully funded investment. The Chiba project’s expected capital deployment above $15 billion should therefore be kept distinct from any possible future national build-out.
