JERA, Dell Technologies and RHAELM have signed an MoU to develop an AI infrastructure model in Japan, starting with a planned project at JERA’s Chiba Thermal Power Station. JERA says the project could have up to 400 MW of power capacity, more than US$15 billion in expected capital deployment and operations targeted around 2028. A separate report’s much larger $140 billion, 3–4 GW, five-year framing is a potential ambition—not a confirmed investment commitment or construction plan.

What the companies have announced

The October 1, 2026 announcement from JERA describes an MoU among JERA, Dell Technologies and RHAELM to develop a standardized model for AI infrastructure in Japan. The model is intended to integrate energy supply, electrical infrastructure, cooling, facilities and AI compute. Its first named project is planned at JERA’s Chiba Thermal Power Station. JERA’s announcement frames the Chiba development as a project, while the broader agreement is an agreement to develop a model—not approval or financing for every future site.

The companies’ roles reflect that integrated approach:

  • JERA brings energy capabilities including LNG procurement, shipping, import and regasification, power generation and site capabilities. The Chiba proposal is planned to use behind-the-meter power from an operating generation asset.
  • Dell Technologies is to provide standardized rack-scale compute through the Dell AI Factory.
  • RHAELM is responsible for project development and delivery, integrating the power and site capabilities with the compute platform.
  • Apollo intends to act as RHAELM’s strategic investment and financing partner for the first project. The announcement does not establish that the project’s full financing is closed.

What is planned for Chiba

JERA’s October 1 release gives the Chiba project a scale and target schedule, but these remain announced expectations rather than operating results or a confirmed opening date.

Measure JERA’s announced figure What it means
Power capacity Up to 400 MW Capacity associated with the planned Chiba project; it is not a statement that 400 MW is already built or operating.
Expected capital deployment More than US$15 billion (2.3 trillion yen) JERA says this covers land, power infrastructure, construction and AI compute for Chiba.
Operations target Around 2028 A target for operations to begin, not a confirmed start date.

The US$15 billion-plus figure is the expected total deployment for the Chiba project, not a disclosed amount already spent. The release does not break out individual costs for land, power, construction or compute.

Where the $140 billion and 3–4 GW figures come from

TechRadar’s October 5, 2026 report describes a potential plan to build 3–4 GW of AI data-center capacity over five years and estimates a possible total value of $140 billion. It derives that total from an estimated $35–45 billion per gigawatt. Those figures belong to TechRadar’s broader framing; JERA’s October 1 announcement does not state a $140 billion commitment, a 3–4 GW buildout or a five-year timetable. TechRadar’s report also presents the wider ambition, not proof that funding or construction for that scale has been secured.

VEVOR 6U Wall Mount Network Server Cabinet, 14.8'' Deep, Server Rack Cabinet Enclosure, 200 lbs Max. Ground-Mounted Load Capacity, with Locking Glass Door Side Panels, for IT Equipment, A/V Devices
  • Space Saving: Maximum depth: 14.8". Use the wall mount network cabinet to maximize available space for retail locations, classrooms, back offices, network cabinets, and other locations where space is limited.
  • Fast Heat Dissipation: The server cabinet is designed with vents to optimize airflow and avoid critical IT equipment overheating. Heat sink holes in the top, bottom, and rear panels are more conducive to heat dissipation.
  • Sturdy Construction: Robust welded frame construction for durability and long service life. With 100 lbs wall-mounted load capacity and 200 lbs ground-mounted load capacity, you can place multiple devices in the server rack cabinet as needed.
  • High Security: The locked glass door ensures the security of data and equipment. Wall mount rack enclosure server cabinet is ideal for use in public places such as offices, effectively protecting the security of your devices.
  • Hassle-free Installation: Fully adjustable square-hole mounting rails of the wall mount server cabinet facilitate device installation. Wiring holes on the top, bottom, and rear panels provide you with easy cable routing.

JERA instead says the parties intend to explore other JERA sites, with an ambition to support multi-gigawatt-scale AI infrastructure capacity across Japan in the 2030s. It says they may explore other markets over time. That is distinct from a committed 3–4 GW program across Japan and Asia within five years.

What “speed to power” means here

“Speed to power” is the project’s rationale for locating AI compute at an operating power station. Using an existing generation asset behind the meter is intended to shorten the path to electricity compared with a conventional grid-connected development, potentially bringing compute capacity online years earlier. That is the companies’ intended advantage, not a measured or demonstrated schedule saving for the Chiba project.

JERA’s Global CEO and Chair Yukio Kani described the goal as helping AI infrastructure come online faster with access to large-scale, reliable energy in a complex, fuel-constrained market such as Japan. Dell’s Arthur Lewis, President of its Infrastructure Solutions Group, said national-scale AI infrastructure needs a foundation designed for control, flexibility and growth from the outset. These statements explain the companies’ rationale; they do not establish independent findings about reliability, emissions, efficiency or economic returns.

What is confirmed—and what remains uncertain

  • Confirmed as an announcement: the parties signed an MoU to develop a standardized infrastructure model, and Chiba is the first named project.
  • Announced project expectations: up to 400 MW, more than US$15 billion in expected capital deployment and an operations target around 2028, all as stated by JERA on October 1, 2026.
  • Not established by the announcement: a closed financing package for the full project, an operating facility, a confirmed 2028 opening, or authorization and funding for additional sites.
  • Wider estimates: the $140 billion total, 3–4 GW scale and five-year horizon are reported by TechRadar, not specified in JERA’s release.

The practical way to assess future updates is to distinguish announced capacity from capacity under construction or operating, and a target date from a confirmed commissioning date. For this announcement, the Japan-wide multi-gigawatt ambition belongs to the 2030s; the Asia-wide 3–4 GW/five-year formulation is the secondary report’s account of potential scale.
