Japan is developing plans for an automated freight corridor called the Auto Flow Road, with Tokyo–Osaka as the basic long-distance corridor under consideration. “Conveyor belt road” is a popular shorthand, not a commitment to build one continuous conveyor. The system is not operating end to end: Japan’s transport ministry is studying routes and connections, conducting trials and preparing implementation, with operation on suitable sections targeted for the mid-2030s.
What is Japan’s “conveyor belt road”?
The name refers to the Auto Flow Road (自動物流道路), a proposal to dedicate road space to automated freight movement. It is not necessarily a literal conveyor belt, nor does the name describe a finalized engineering design. The concept is to move goods through dedicated infrastructure using automated transport systems, rather than relying entirely on conventional trucks and drivers.

In an interview published on 2 November 2024, Yuri Endo, an official overseeing the effort at Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT), described the idea as “to create dedicated spaces within the road network for logistics, utilising a 24-hour automated and unmanned transportation system.” Associated Press

Is Japan building a road between Tokyo and Osaka?
Tokyo–Osaka is the basic long-distance corridor being considered, but that does not mean the final route has been approved. MLIT’s 2025 final summary calls for further work on route potential, connections and implementation. The official materials do not establish a final full-route alignment or complete engineering specification. MLIT project page MLIT, Final summary on the ideal form of the Auto Flow Road (31 July 2025)
That distinction matters: a corridor under consideration is not the same as a route with confirmed stations, construction contracts or a scheduled end-to-end opening. Early illustrations can communicate the concept, but they should be read as representations of a proposal rather than final construction plans.

How could the automated freight system work?
The defining feature is dedicated space within the road network for logistics, paired with automated freight movement. In the concept described by Endo, the system is intended to operate around the clock without onboard drivers. The detailed vehicles, handling arrangements, connections to existing freight facilities and operating procedures remain subjects for study and trials rather than settled specifications.
MLIT’s stated goals include easing pressure on conventional trucking and reducing greenhouse-gas emissions. Whether the system can deliver those benefits at scale will depend on its eventual design, operating model, connections and performance; the official materials reviewed do not establish achieved capacity, cost savings or emissions reductions.

What is the project’s status and expected timeline?
MLIT published its final summary on 31 July 2025. It sets a planning target of beginning operation on suitable sections by the mid-2030s, while calling for more work on implementation, trials, institutional arrangements and route potential. This is a government planning horizon, not a guaranteed opening date for the full Tokyo–Osaka corridor. MLIT final summary
The ministry’s project page describes continuing implementation planning and trials, alongside studies of potential locations and construction concepts. Taken together, these activities show a project moving through preparation—not a complete freight road already under construction from Tokyo to Osaka. MLIT Auto Flow Road project page

MLIT has also established an implementation consortium where public bodies and private firms interested in using or operating the system, or contributing relevant technologies, can discuss business models, trials, technology development and infrastructure. The consortium is a forum for implementation planning; its existence does not establish that a particular company has been chosen to build or operate the Tokyo–Osaka route. What remains undecided?
- Exact alignment: The final Tokyo–Osaka route and its connections have not been established in the official materials reviewed.
- Design: The final engineering specification and complete operating arrangements are not settled.
- Cost and funding: The reviewed official materials do not establish a confirmed construction budget or final project cost.
- Opening date: The mid-2030s target concerns suitable sections; a guaranteed end-to-end opening date has not been set.
- Results: No project performance figure is established as an achieved outcome while the system remains in development.
Why Japan is exploring the idea
Japan’s proposal treats road infrastructure as a potential platform for automated freight, rather than assuming all goods must move on conventional trucks. MLIT links the effort to logistics pressures and greenhouse-gas reduction; the ministry’s planning process will need to determine which sections are feasible and how they could connect with the wider freight network. For now, the value of those goals remains to be tested through design work and trials.
