The Immigration Services Agency (ISA) describes an income consideration based on the annual income of a household, compared with the average income of Japanese households of a corresponding size. The ISA revised its guideline on October 1, 2026.
What the revised income guideline says
The ISA’s description asks whether household annual income has continuously reached a level above the average for Japanese households of a similar size. It is therefore not a single personal-salary threshold that applies identically to every applicant.
For this purpose, the household is described as people who share both a residence and household finances. Income from members of that same financial household is combined. The ISA’s description also distinguishes an adult or other person who is no longer supported by their parents: that person’s income is considered separately from the parents’ income.
The available ISA description does not provide verified yen thresholds by household size or a complete calculation method. It would be misleading to substitute a guessed amount or treat one household’s circumstances as a universal cutoff.

Which applications are affected, and when
Jiji Press reported on October 1, 2026, that the income provision applies to applications filed on or after April 1, 2026, that are still unprocessed. The report says other new requirements take effect in April 2027. These dates describe reported transition rules; applicants should check the complete current ISA guideline and transition text for their particular case.
The ISA’s English guide describes a separate change from April 1, 2027: a three-year period of stay will no longer be treated as the longest period of stay. It also describes limited transitional treatment for certain people who hold a three-year period of stay on March 31, 2027 and receive a decision during that period, for their first application. The guide’s retrieved description does not establish that this treatment applies to every applicant.

What the pension provision means
Jiji Press reported that expected future pension benefits will be considered against a benchmark associated with 30 years of participation in Japan’s employees’ pension program, or kosei nenkin, at the applicant’s current income level. This is a comparison involving projected benefits. The report does not say applicants must already have made 30 years of pension contributions.
The wider permanent-residency requirements still matter
The revised income consideration sits within a broader guideline framework. The ISA continues to refer to good conduct, sufficient assets or skills to maintain an independent livelihood, and whether granting permanent residence serves Japan’s national interest.

In principle, the ISA guideline calls for 10 years of continuous residence in Japan, including at least five continuous years under a qualifying work or residence status. The guideline excludes specified statuses from that qualifying period. Applicants must also properly meet public obligations, including taxes, public pension and health-insurance premiums, and required notifications.
Permanent residence is permission granted by the Minister of Justice under Article 22 of Japan’s Immigration Control and Refugee Recognition Act. The ISA says it has no restriction on activities or period of stay compared with other statuses, which is why applications receive careful review.

How to assess your own situation
- Identify the relevant household. Work out who shares both your residence and household finances, and whether any adult is no longer supported by their parents.
- Check the application timeline. Note the filing date and whether the application is still unprocessed, then compare those facts with the reported April 1, 2026 transition for the income provision.
- Review your pension record and outlook. The reported benchmark concerns projected employees’ pension benefits at current income, not simply the number of years already paid.
- Check residence and compliance history. Review continuous residence, qualifying work or residence years, tax and public-insurance payments, and required notifications against the full ISA guideline.
- Confirm the rules for your case with the ISA or a qualified immigration professional. The reported descriptions do not settle every household, dependency, exemption, or calculation scenario.
