Japan added Garantex Europe OU—listed under the alias “Garantex”—to its Ukraine-related sanctions list on October 2, 2026. Under measures announced pursuant to Japan’s Foreign Exchange and Foreign Trade Act, payments and specified capital transactions involving listed Russian entities and individuals are subject to a permission system. The notice identifies the legal entity, but does not say that every Garantex-branded business or all of its assets worldwide are restricted.

What Japan listed

The Ministry of Foreign Affairs’ Appendix 1 identifies Garantex Europe OU as entry number 402 and gives “Garantex” as its alias. The appendix is the government’s record of the designation: it establishes that named entity and alias, not a blanket listing of every company or service using the Garantex brand. What restrictions apply to the listed entity

Japan’s notice says payments to listed Russian entities and individuals require permission. It also subjects capital transactions with them to a permission system, including transactions under deposit, trust, and money-loan contracts. Because Garantex Europe OU is in the official list, it is covered by those listed-entity measures. The notice describes permission requirements; it should not be read as saying that every transaction is automatically prohibited or that all assets worldwide have been frozen. When the measures were announced

The Ministry announced the measures on October 2, 2026, under the Foreign Exchange and Foreign Trade Act. The notice does not state a separate transition period for Garantex Europe OU’s listed-entity restrictions. A transition provision in the announcement concerns certain services and obligations involving designated vessels; it should not be applied to Garantex’s restrictions. Other measures in the same package

The Garantex designation was one part of a broader announcement. Japan said the package included measures covering 33 Russian entities and nine individuals, export-related prohibitions involving four entities in countries other than Russia and Belarus, service and certain capital-transaction restrictions involving 35 named vessels, and additional prohibitions on exports to Russia of items that could enhance Russian industrial capabilities. These package-wide figures describe the scope of the announcement, not the impact of the individual Garantex listing. Ministry of Foreign Affairs announcement.

Japan’s stated reason for the package

Japan said the measures were introduced in view of the international situation surrounding Ukraine, to contribute to international efforts toward peace and a solution to the issue, and in line with measures taken by other major countries. The reviewed announcement and appendix do not give a separate Garantex-specific explanation for the listing. Ministry of Foreign Affairs announcement; Appendix 1.
