Metro entry and exit gates at 12 stations were later reported reopened that day. The available reports do not establish whether the prohibitory order or traffic advisory continued on October 3.
Why were restrictions announced?
The proposed protest called for Chief Election Commissioner Gyanesh Kumar’s removal or resignation. Organizers alleged irregularities in the Election Commission’s Special Intensive Revision (SIR) of electoral rolls; those allegations are not adjudicated by the reports cited here.
Hindustan Times reported that police had not granted any organization permission to protest at Jantar Mantar. Its report said the All India Students’ Association (AISA) planned a protest and that the Indian Youth Congress had sought permission, which was denied. A separate contemporaneous report described a broader call involving AISA, AAP, NSUI and IYC.
What did the Section 163 order restrict?
Delhi Police said the order applied across the New Delhi district. As reported by police, it prohibited the following without prior written permission:

These are the restrictions and warning reported for October 2, not individual legal advice. DCP Sachin Sharma said permission had not been granted for a protest or march at Jantar Mantar and urged people to comply with the order.
Which roads were affected?
The Delhi Traffic Police advisory for October 2 named Connaught Place, Patel Chowk, GPO, Tolstoy Marg, Jantar Mantar Road, Parliament Street and adjoining roads. It said traffic could be diverted from Connaught Place toward Patel Chowk, while traffic from Patel Chowk toward GPO could be regulated or diverted.
