Choose the visa category that matches your program—not the one that seems more convenient. F-1 is generally for academic study at a school approved by the Student and Exchange Visitor Program (SEVP). J-1 is for participation in a Department of State-designated exchange visitor program. Your school or exchange sponsor determines which route applies and issues the required eligibility document.
The differences affect your application, employment, dependents, post-program plans and, for some J-1 visitors, a two-year home-country physical-presence requirement. This guide reflects U.S. government guidance available in October 2026; consular procedures and individual decisions can change.

The short answer: F-1 for academic enrollment, J-1 for a designated exchange
An F-1 student is admitted to pursue a full academic course of study at an SEVP-approved institution. The F category covers university and college programs, high school, private elementary school, seminary, conservatory and other academic institutions, including language-training programs.
A J-1 exchange visitor enters through a designated exchange program. Possible categories include college or university students, secondary-school students, interns, trainees, scholars, teachers, au pairs and other exchange participants. The program’s category and sponsor control what activities are permitted.

You generally cannot choose between F-1 and J-1 independently. An SEVP-approved school issues F-1 documentation when it admits you as an academic student. A designated exchange sponsor issues J-1 documentation when it accepts you into an eligible exchange program. If an institution offers both an academic admission and an exchange placement, ask its international office which record will support your specific activity.
F-1 and J-1 compared
| Decision point | F-1 student | J-1 exchange visitor |
|---|---|---|
| Primary purpose | Academic study at an SEVP-approved school, including degree, secondary, private elementary, seminary, conservatory and language-training programs. | Participation in a designated exchange program, such as college or university study, secondary exchange, internship, training, teaching or research. |
| Issuing organization | The SEVP-approved school records your enrollment in SEVIS and provides Form I-20. | A Department of State-designated exchange sponsor administers the program and provides Form DS-2019. |
| Extra program document | Form I-20 is the core eligibility document. | Certain J-1 intern and trainee applicants also require Form DS-7002. |
| Application path | School admission, SEVIS registration, Form I-20, DS-160, fee, interview and supporting evidence under the relevant consular instructions. | Acceptance by a qualifying sponsor, sponsor-controlled program process, DS-2019 and the embassy or consulate’s category-specific instructions. |
| Employment | Limited on-campus work may be allowed; off-campus work and practical training require separate eligibility and authorization. | Activities are tied to the exchange category and sponsor. There is no general J-1 work permission outside the approved program. |
| Dependents | A spouse and unmarried minor children may seek F-2 visas, each with an individual I-20. | A spouse and unmarried children under 21 may seek J-2 status when the exchange category permits it, each with a separate DS-2019. |
| After the program | F-1 students generally have 60 days after the Form I-20 program end date, including authorized practical training, to depart or take another permitted step. | Some J-1 visitors are subject to a two-year home-country physical-presence requirement. Other departure timing depends on the category and circumstances. |
How to determine which visa you need
- Identify the actual activity. Is it a degree or other academic course at a school, or a sponsored exchange such as an internship, research placement, teaching assignment or cultural program?
- Ask the institution or sponsor which category it supports. The school’s designated school official (DSO) handles F-1 records. A J-1 responsible officer or sponsor handles exchange records.
- Check the document you receive. Form I-20 points to the F-1 route. Form DS-2019 points to J-1. Some J-1 intern and trainee cases also use DS-7002.
- Review consequences before paying fees or booking travel. Compare employment limits, dependent eligibility, program flexibility and the possibility of a two-year home-country requirement.
Do not ask a school to issue a different form simply because you prefer its work rules. The form must accurately reflect the activity and the institution’s authorization.
F-1 application process
The U.S. Department of State directs prospective F-1 students to begin with an SEVP-approved school. The school decides admission, registers the student in SEVIS and issues Form I-20. The student then follows the U.S. embassy or consulate’s process.
- Apply to an SEVP-approved school. Meet its academic, language and financial requirements and obtain an admission decision.
- Receive Form I-20. Check your name, program dates, educational level and financial information. Contact the DSO immediately if anything is wrong.
- Complete the required SEVIS steps and fee. Keep confirmation records with your immigration documents.
- Submit Form DS-160. Use the instructions for the embassy or consulate handling your application.
- Schedule and attend the interview when required. Bring the passport and supporting records listed by that post. Procedures, appointment availability and interview requirements vary by location.
- Prepare evidence for likely questions. The State Department identifies academic preparation, intent to depart after the course and the ability to pay educational, living and travel costs as relevant considerations.
Admission to a school does not guarantee visa issuance. A consular officer makes the visa decision under applicable law, and later U.S. Customs and Border Protection (CBP) decides whether to admit you at the port of entry.
J-1 application process
J-1 applicants must use a qualifying exchange program administered by a Department of State-designated sponsor. The sponsor is not merely a source of paperwork: it oversees the exchange, confirms your category and remains your primary program contact.
- Find the correct designated sponsor and category. A university student exchange, secondary-school placement, internship, trainee program and research appointment have different eligibility rules.
- Complete the sponsor’s screening and placement process. Requirements can include academic records, language ability, insurance, funding, a host placement and category-specific background information.
- Receive Form DS-2019. Review the category, sponsor, program dates and funding details. Intern and trainee applicants should also determine whether Form DS-7002 applies.
- Follow the sponsor’s consular instructions. Complete the required online application and any fee or interview steps specified by the relevant embassy or consulate.
- Keep the sponsor informed. Changes to a host site, duties, funding, dates or address may require sponsor approval before they occur.
Because J-1 procedures differ by category and location, a generic checklist cannot replace the sponsor’s instructions. Ask the sponsor which documents to carry and what activities are authorized before you travel.

Visa, status and admission are different decisions
A visa is a travel document used to request entry at a U.S. port of entry. It does not itself guarantee admission or determine every condition of your stay. CBP makes the admission decision when you arrive.

Your immigration status is the classification under which you are admitted, such as F-1 or J-1. The school or sponsor record, admission notation and authorized activity must remain consistent with that status. A visa can expire while a person remains lawfully in status, and a valid visa does not authorize activity outside the person’s status or program.
Before departure, verify that your passport, visa (if required for travel), Form I-20 or DS-2019 and any dependent documents are consistent. At the port of entry, answer questions accurately and retain the admission record issued to you.
Working and practical training
F-1 on-campus employment
U.S. Immigration and Customs Enforcement guidance generally allows an eligible F-1 student to work on campus up to 20 hours per week while school is in session. Full-time on-campus work may be possible during qualifying school breaks. The limit and exceptions depend on the student’s circumstances and the school’s rules.
Speak with your DSO before accepting a job. Confirm that the employer and location qualify as on-campus employment, that you are maintaining status and that your schedule complies with the applicable limit. Starting work first and asking later can create a status problem.
F-1 off-campus work and practical training
Off-campus employment is not automatically available after enrollment. It is subject to separate eligibility, timing and authorization requirements. Practical training, including Optional Practical Training (OPT), must be related to the student’s course of study and requires the applicable authorization.

Do not work for an off-campus employer, begin an internship or treat an unpaid position as automatically permissible without DSO guidance. The fact that an opportunity is connected to your major does not by itself authorize it.
J-1 employment and training
J-1 permission is category-specific. A student exchange participant, intern, trainee, scholar and teacher do not share identical work rules. Activities must fit the approved exchange program and be supervised through the sponsor.
Obtain written confirmation from your responsible officer or sponsor before accepting paid work, changing duties, adding a second site or extending training. Do not treat a J-1 visa as a general work permit, and do not assume that an activity allowed for one J-1 category is allowed for another.

F-2 dependents
An F-1 student’s spouse and unmarried minor children who will live in the United States may apply for F-2 visas. The school issues an individual Form I-20 for each dependent. Request the dependent documents early and provide accurate passport and relationship information.
F-2 planning is separate from the student’s own application. Confirm the school’s financial-document requirements and the consular post’s instructions for each applicant.
J-2 dependents
A J-1 participant’s spouse and unmarried children under 21 may apply for J-2 status when the exchange category permits dependents. The sponsor issues a separate Form DS-2019 for each eligible dependent.

J-2 is not available in every J-1 category. Ask the sponsor before making travel or housing commitments, especially for programs with special age, placement or funding rules.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsThe J-1 two-year home-country physical-presence requirement
Some, but not all, J-1 visitors become subject to a requirement to spend a total of two years physically present in their home country or countries of last legal residence before receiving certain U.S. immigration benefits. The requirement can affect future immigration options and is not the same as an ordinary end-of-program departure date.
The Department of State identifies several possible bases:
- Government funding: U.S. or foreign-government funding can trigger the requirement when it meets the applicable rules.
- Specialized knowledge or skills: A field appearing on the applicable Exchange Visitor Skills List can be a basis.
- Graduate medical education or training: Certain J-1 physicians in U.S. graduate medical education or training are covered.
The Skills List is time-sensitive. The Department states that its 2024 list applies to exchange visitors admitted in J status or obtaining J status on or after December 9, 2024. A person whose J status began before that date may be evaluated under prior list rules. Government-funding and graduate-medical-training bases can still matter independently.
Do not infer the answer from your nationality, job title or the fact that your program is short. Review the notation on your documents, identify every funding source and discuss the field and category with your sponsor. If the issue remains uncertain, the Department of State’s advisory-opinion process can provide an individual determination. A qualified immigration lawyer may be appropriate when future status, waiver eligibility or medical training is involved.

Program end dates and travel planning
For F-1 students, the general departure period is 60 days after the program end date on Form I-20, including authorized practical training. That period is not permission to start a new job or remain indefinitely; students must maintain status and take an authorized next step or depart.
Best Value
J-1 end dates and post-program periods depend on the exchange category, sponsor records and individual circumstances. Do not apply the F-1 60-day rule to a J-1 visitor. Ask the sponsor for the exact final date and any permitted post-program travel period.
Travel during a program can also require current signatures, valid documents and continued eligibility. Check with the DSO or sponsor before leaving the United States, particularly if a visa renewal or status change is pending.
Which route fits common situations?
You are enrolling in a U.S. degree program
F-1 is usually the relevant category when the school admits you for a degree or another full academic course of study. Confirm that the institution is SEVP-approved and obtain Form I-20.

Either category can appear in exchange arrangements, so the partner institutions’ agreement controls. If a designated exchange sponsor issues DS-2019, follow the J-1 route. If the U.S. school enrolls you as an F-1 student and issues I-20, follow that route.
You are joining an internship or trainee placement
J-1 is commonly used for designated intern and trainee programs, but category eligibility and sponsor approval are decisive. Determine whether DS-7002 is required and do not begin duties before the sponsor authorizes them.
You need practical training after academic study
F-1 may provide a route to authorized practical training tied to the course of study, subject to eligibility and authorization. Discuss timing and documentation with the DSO before accepting an offer.
You expect to immigrate or change status later
Neither category guarantees a future immigration benefit. A possible J-1 two-year requirement can add a significant constraint, so investigate it before accepting funding or a placement. Get case-specific advice rather than choosing a category based on a friend’s experience.

- Choosing the visa before the program: Start with the school admission or exchange placement and its issuing document.
- Calling the visa a work permit: Employment is limited under both categories and must match the authorized activity.
- Assuming all J-1 programs are alike: Rules differ by category, sponsor and participant type.
- Ignoring dependent restrictions: F-2 and J-2 use different documents, and J-2 is category-dependent.
- Assuming every J-1 visitor owes two years: The requirement applies only when a qualifying basis exists.
- Using the wrong end-date rule: The F-1 60-day period should not be transplanted to J-1 cases.
- Working while an application is pending: A pending request does not automatically authorize employment.
- Relying on old online advice: Fees, screening, interview availability and policy details change. Confirm current instructions with the school, sponsor and embassy or consulate.
Pre-departure checklist
- Confirm whether your activity is academic F-1 study or a J-1 exchange category.
- Verify that you received the correct Form I-20 or DS-2019, plus DS-7002 if applicable.
- Check passport validity, visa instructions and interview requirements for the responsible embassy or consulate.
- Prepare evidence of academic preparation, funding and your planned departure or program completion.
- Ask the DSO or sponsor in writing what employment, internship, training and travel are permitted.
- Request separate I-20s or DS-2019s for eligible dependents.
- If J-1, review funding, field and medical-training history for possible two-year coverage and seek an advisory opinion when necessary.
- Remember that CBP, not the visa foil alone, decides admission at the port of entry.
Where to get an answer for your individual case
For F-1 questions, start with the school’s DSO. For J-1 questions, contact the responsible officer or sponsor that issued your DS-2019. The U.S. embassy or consulate handles local visa procedures, while CBP handles admission at arrival. When a two-year requirement, waiver, status violation or future immigration benefit is involved, obtain advice from a qualified immigration lawyer in addition to agency or sponsor guidance.
