Effective IT hiring starts with the work to be done, not a wish list of credentials or technologies. Define the role’s outcomes, assess candidates against relevant tasks, keep essential requirements while removing weak proxies, and decide whether a skill gap is better solved by recruiting or developing current staff. Measure what happens after each change so hiring activity can be judged by results.

How should you define an IT role before recruiting?

Write down the outcomes the person must deliver, then identify the capabilities needed to deliver them. Separate essentials from preferences: an essential capability is one the employee must have on day one to perform safely or effectively; a preference is something useful that can be learned or is not central to the work.

For example, a role responsible for maintaining a cloud service may need practical ability to diagnose incidents and manage access controls. A particular degree, employer history, or tool brand may not be necessary unless it predicts a genuine requirement of that job. Spell out what can be learned after hiring.

Keep distinct workstreams distinct. Combining several specialties into one vacancy can produce an unrealistic “unicorn” profile and shrink the viable pool. The cybersecurity workforce analysis from ISC2 recommends clearer role-specific recruiting and developing existing staff as alternatives to searching for one person who covers every need. ISC2’s April 2026 analysis focuses on cybersecurity, but the role-design lesson is useful when any IT job description accumulates unrelated responsibilities.

Turn outcomes into a clear job description

  • Describe the work and expected outcomes in plain language.
  • List only capabilities needed to do that work, distinguishing day-one requirements from skills that can be learned.
  • Explain how success will be assessed, where practical.
  • Review degree, certification, years-of-experience, and tool-specific requirements: retain them when they are genuinely necessary, not simply because they appeared in an earlier posting.

How can you assess candidates fairly and consistently?

Choose selection steps that reflect the role’s actual work, then use the same criteria for comparable candidates. A practical assessment might ask candidates to explain how they would handle a representative task, interpret a relevant scenario, or discuss a work sample. The format should fit the role; the cited sources recognize performance-based assessment as a workforce-management resource area but do not establish one assessment type as best for every IT job.

Before interviews begin, define what a strong answer demonstrates. For a troubleshooting task, criteria might include a sound diagnostic sequence, attention to risk, and clear communication—not whether the candidate uses the interviewer’s preferred phrasing. Keep questions and scoring anchored to the stated capabilities, and provide reasonable access accommodations where needed.

Compare assessment options against the job

Decision factor Question to ask
Task match Does the step test a capability the employee will actually use?
Consistency Can the same prompt and criteria be applied across candidates?
Candidate access Does the format let qualified people demonstrate skill without unnecessary barriers?
Time and cost Is the signal worth the effort for the hiring team and candidate?
Signal quality Does the result distinguish job-relevant capability rather than polish or familiarity with a test format?
Development value Can the result help shape onboarding or identify skills to build after hiring?

There is no single assessment method established here as universally superior. NIST NICE’s employer resources cover performance-based assessment and hiring as parts of workforce management, rather than prescribing a universal test. NIST NICE Workforce Management

How can skills-first hiring widen the pool without lowering standards?

Skills-first hiring means evaluating job-relevant capability directly instead of treating a degree, credential, or previous job title as an automatic substitute for evidence. It does not mean waiving a requirement that is genuinely necessary. Where a degree or a fixed number of years does not predict performance in the role, consider widening eligibility and using a consistent assessment to test the underlying skill.

The OECD’s 2024 report discusses how skills-first approaches can expand access for candidates without traditional qualifications and how strict entry requirements can constrain entry-level technology pools. OECD, “Bridging Talent Shortages in Tech”. Separately, Singapore’s Ministry of Manpower reported that academic qualifications were not the main determinant in hiring for 79.6% of vacancies in Singapore in 2025. That figure covers all Singapore vacancies, not IT vacancies alone; the ministry also noted employers’ reported links between broadened criteria, faster hiring, broader talent access, and employee performance. Singapore Ministry of Manpower, Job Vacancies Report 2025.

Broaden criteria selectively

  • Check whether a degree, certification, or tenure threshold is required for the work or merely familiar shorthand.
  • If it is not essential, remove it or mark it as preferred, then assess the capability directly.
  • Preserve safety, legal, operational, and technical requirements that are truly necessary.
  • Use the same evidence-based criteria for candidates from different education and career paths.

Should you hire externally or develop someone already on the team?

Compare the time and risk of each route against the urgency of the work. External hiring can be appropriate when the capability is needed soon and cannot reasonably be built in time. Internal development may be a better option when the skill can be taught, the need is durable, or recruiting for several specialties in one person would be unrealistic.

Factor External hire Internal development
Urgency Can bring an existing capability into the role after recruitment and onboarding. Requires time to train and build proficiency.
Scarcity May be difficult if the skill is scarce in the relevant labor market. Can build capability without requiring one candidate to cover multiple specialties.
Continuity May address a gap, but recruitment and transition still take time. Can preserve organizational knowledge, while drawing capacity away from current work.
Future usefulness Assess whether the capability will remain relevant as technology changes. Training can be aligned to evolving needs, but requires sustained support.

What do current cybersecurity figures say—and not say—about IT hiring?

Cybersecurity illustrates how specialist demand can shift, but its figures should not be treated as a measure of every IT occupation or as proof of a single global talent shortage. Geography, role type, and time period matter.

The UK Department for Science, Innovation and Technology’s 2026 report estimates a UK cyber workforce of 145,900 in 2025 and approximately 10,200 annual entrants or replacements needed to meet 2026 demand. The workforce figure is an experimental estimate; the report removed its earlier workforce-gap estimate because it depended on assumptions and available data had limitations. UK Cyber Security Skills in the Labour Market 2026.

UK cybersecurity measure Reported value and context
Online postings across all cyber roles 66,964 postings in 2025; up 10% from 2024, following a 41% decline in the prior year.
Core cybersecurity postings 2,911 per month on average in 2025.
Wider cyber-enabled postings 2,669 per month on average in 2025.

These UK posting measures show a modest rebound in 2025 after an earlier drop, while the longer trend remained below prior highs. They describe cybersecurity and cyber-enabled roles in the UK, not all IT openings worldwide. The same report estimates the workforce and annual entry/replacement need using different measures, so those numbers should not be read as a direct vacancy count.

Other cybersecurity surveys point to different kinds of workforce pressure, not interchangeable market measurements. ISC2’s April 2026 analysis of its 2025 study says 95% of respondents reported at least one organizational cybersecurity skills need, and 59% described the deficiency as critical or significant. These are respondent survey figures, not estimates of the share of all employers. ISC2 analysis. A separate SANS Institute and GIAC Certifications report in March 2026 found that 60% of 947 global respondents—primarily cyber and information-security leaders—cited skills gaps as their top workforce challenge, compared with 40% citing headcount shortages. That sample is cybersecurity-focused and should not be generalized to all IT employers. SANS Institute and GIAC Certifications, 2026 Cybersecurity Workforce Research Report.

How can you tell whether a hiring strategy is working?

Set a baseline and define a small set of role-specific measures before changing the process. Review results consistently; a faster hire is not necessarily a good hire if the person cannot perform or leaves quickly.

  • Candidate conversion: how candidates move through each stage, using a consistent definition for each stage.
  • Time to fill: the interval from a defined opening date to an accepted offer or start date—choose one definition and keep it.
  • Assessment performance: results against the job-related criteria established before selection.
  • Quality of hire: agreed indicators of performance after a defined onboarding period.
  • Retention: whether new hires remain through a comparable period.
  • Internal development: whether training results in demonstrated capability and usable capacity.

Use the measures to locate friction and make targeted changes: for instance, revise a requirement if it excludes capable candidates without improving job performance, or adjust an assessment if it consumes time without adding useful signal. A January 2025 U.S. Government Accountability Office review found that five selected federal departments had not evaluated whether their cybersecurity workforce mitigation actions were effective, leaving them unable to determine whether those actions addressed identified problems. This is a federal cybersecurity finding, not a benchmark for private employers, but it demonstrates why intervention without evaluation makes impact difficult to establish.
