A VPN is useful when you want to encrypt the connection between your device and a VPN server, especially on an untrusted network, and prevent your ISP or a public-Wi-Fi operator from reading the content of that tunnel. It is not an anonymity switch: the VPN provider becomes another party you must trust, while websites can still identify you through accounts, cookies, fingerprints, or information you submit. In 2026, age-assurance rules in the United States and United Kingdom add compliance requirements, but they do not make VPNs illegal or give them a blanket exemption from those rules.
What your ISP can see with and without a VPN
When you connect directly, your ISP carries your traffic and can observe connection metadata. HTTPS protects the contents of a properly secured website session, but it does not hide the fact that your device is communicating or all of the surrounding metadata.

A correctly implemented VPN encrypts traffic from the device to the VPN server. The ISP can still see that a VPN connection exists and may observe timing, volume, and other metadata, but it normally cannot read the contents inside the tunnel. The public-Wi-Fi operator gets the same protection benefit for that device-to-server leg.

The VPN provider can potentially observe or log traffic, DNS requests, connection times, or account details according to its technology and policies. Check its logging and retention terms, jurisdiction, app permissions, protocol support, and leak-protection features rather than assuming every VPN offers the same privacy.

Why a VPN does not make you anonymous
The Federal Trade Commission warned in 2018 that “A VPN app generally isn’t going to make you entirely anonymous.” A website can still associate activity with you when you sign in, complete a form, accept cookies, or present a distinctive browser or device fingerprint. It can also see the VPN server’s address instead of your home address; that is concealment of the connection’s source, not deletion of your identity.

Is public Wi-Fi safe in 2026?
Usually, for ordinary browsing, because most modern websites use HTTPS. The FTC’s guidance is not a guarantee that every hotspot or service is trustworthy. Fake network names, look-alike login pages, scams, outdated software, weak passwords, and non-encrypted services remain practical risks.

Before connecting
- Install operating-system, browser, and security-software updates.
- Use a strong, unique password for every important account and enable multifactor authentication.
- Confirm the network name with the venue instead of trusting a similarly named hotspot.
- Disable automatic connection to open networks.
While using the hotspot
- Open sites only over HTTPS and check the browser’s security indicator before entering credentials.
- Start your VPN before handling sensitive traffic if you want the additional device-to-server encryption layer.
- Do not follow suspicious links, install unexpected software, or download files from untrusted prompts.
- When finished, disconnect and remove the network from the device’s saved connections if you will not use it again.
A VPN supplements HTTPS and basic security hygiene; it does not replace either one.

United States: limited COPPA enforcement position
In a February 25, 2026 policy statement, the FTC described a narrow position for age-verification data used solely to determine age under the Children’s Online Privacy Protection framework. The conditions include purpose limitation, prompt deletion, security safeguards, notice, restricted disclosure, and reasonable accuracy. This is not a general permission to collect children’s identity data, and it does not turn a VPN into a way around a service’s lawful age checks.

United Kingdom: Ofcom requirements and the government’s VPN position
Ofcom’s guidance, updated in September 2026, calls age assurance “a cornerstone of the Online Safety Act and the basis for children’s online safety.” Relevant services must use highly effective age-assurance methods while complying with data-protection law. Serious noncompliance can attract a maximum fine of up to 10% of qualifying worldwide revenue or £18 million, whichever is greater.
The UK government’s July 2026 response, following more than 116,000 consultation responses, says: “We will not ban or age-gate VPNs.” The government is studying circumvention and expects providers to adopt safer practices, including making products less accessible to children without parental consent. That statement does not promise that a VPN will prevent an individual service from requiring age assurance or other lawful checks.

Ofcom cites older, pre-rule Internet Matters data indicating that around one in ten under-18s used VPNs. It says further evaluation is needed; the figure is not a current estimate of children using VPNs to avoid age checks, and no reliable causal growth figure has been established.
When a VPN is worth using

Choosing a service or VPN router
Check the service first
- Read the logging and retention policy and identify the provider’s legal jurisdiction.
- Review required app permissions and supported protocols and encryption.
- Look for a kill switch and leak-protection controls, then verify that they work on your operating system.
- Confirm the number and type of supported devices, router compatibility, and any stated limits.
- Treat speed claims cautiously: no provider-specific speed result or price is established here, so verify current terms before subscribing.
- Prefer providers that can meet age-assurance and child-safety obligations without collecting unnecessary identity data.
Set up whole-home coverage with a VPN router
- Confirm that the router supports the VPN protocol required by your chosen service and has a clear firmware-update policy.
- Check that it supports WPA2 or WPA3 and can run the provider’s configuration on the hardware.
- Update the firmware, replace default administrator credentials, and create a unique Wi-Fi password.
- Import the provider’s configuration, enable the tunnel, and test several connected devices.
- Verify what happens if the tunnel fails; use an available kill-switch or fail-closed setting if you need traffic blocked rather than sent directly.
- Review connected-device and DNS behavior after setup, then repeat the checks after major firmware or provider changes.
Common mistakes to avoid
- Assuming the VPN provider is automatically more trustworthy than the ISP.
- Turning off HTTPS warnings because a VPN is active.
- Logging into sensitive accounts and then claiming the session is anonymous.
- Using an outdated phone, browser, router, or security application.
- Describing a VPN as a lawful method to bypass age-assurance requirements.
Use a VPN when its added encryption and ISP or hotspot privacy address a real risk. Keep HTTPS, updates, strong passwords, multifactor authentication, and scam awareness in place, and assess the provider’s data practices as carefully as the network you are trying to avoid.
