Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteA slow connection does not, by itself, prove your internet provider is throttling you. To investigate, look for a repeatable pattern, compare the affected service with general connectivity, test Wi-Fi against Ethernet, and check your plan terms and provider notices. A VPN comparison may offer a clue, but it cannot prove the cause or the provider’s intent.
What ISP throttling means—and what it does not
In ordinary use, ISP throttling means a provider deliberately slows or degrades traffic based on a characteristic such as the content, application, or service involved. In its 2024 Open Internet order, the U.S. Federal Communications Commission (FCC) describes throttling in terms of conduct that could impair or degrade a user’s ability to access content of their choosing, while also qualifying the rule for reasonable network management. That is a U.S. regulatory description, not a universal legal definition. Read the FCC’s 2024 order.

A provider-specified speed tier or a speed reduction disclosed in your plan after reaching an allowance is a different issue from targeting particular traffic. The FCC’s 2023 proposal discusses that distinction, but it is a proposal, not proof of current law on its own. See the FCC proposal.

Several other causes can look like throttling: peak-time congestion, a weak Wi-Fi connection, a router or device limitation, an outage, or a bottleneck at the remote service. A speed test alone cannot identify which cause applies, and the information available here does not establish that a particular ISP is throttling any individual subscriber.

How to investigate a suspected slowdown
- Describe the pattern. Record which activity is slow, when it happens, which devices are affected, and whether other household activity is using the connection. A repeated problem with one service is more informative than a one-time impression.
- Separate Wi-Fi from the broadband connection. Compare a device on Wi-Fi with a device connected by Ethernet, if available. If the issue appears only over Wi-Fi, investigate the wireless connection or router first. This comparison can help isolate a home-network problem; it cannot show that the ISP acted intentionally.
- Repeat general speed tests under comparable conditions. Use the same test and, where possible, the same test server. Try more than one time of day and note download speed, upload speed, latency, time, device, connection type, and server. Results can vary with the home network, test endpoint, and test method.
- Check the affected activity as well as general connectivity. Compare the slow service with general tests at roughly the same time and on the same device and connection. A difference may justify further questions, but does not prove the ISP targeted that service.
- Optionally compare with and without a VPN. Repeat the same activity with other conditions as similar as practical. A change in performance is only suggestive: a VPN also changes the route and endpoint and adds overhead, so it may improve or worsen results without revealing why. Comparitech includes this comparison in its consumer diagnostic guidance, but it is not controlled or regulatory proof. See Comparitech’s guide.
- Review your service terms and notices. Check your speed tier, allowance or fair-use terms, outage notices, and the provider’s network-management disclosure. These may explain a plan-based speed change or a temporary service issue without implying traffic-specific throttling.
- Contact the provider with your records. Share dates and repeated results, then ask whether an outage, congestion, plan term, equipment issue, or network-management policy explains the pattern.
What each comparison can—and cannot—tell you
| Comparison | Useful for | Does not establish |
|---|---|---|
| General speed test vs. affected service | Seeing whether broad connectivity and one activity perform differently under similar conditions. | That the ISP deliberately targeted the service. |
| Wi-Fi vs. Ethernet | Checking whether local wireless conditions may be contributing. | Intentional ISP action. |
| Without vs. with a VPN | Noting whether performance changes when the route and endpoint change. | Why performance changed, or whether the provider throttled traffic. |
| One test time vs. repeated times | Distinguishing a one-off result from a recurring pattern. | Whether a time-based pattern comes from congestion or deliberate traffic management. |
| Your results vs. plan terms and provider notices | Checking for disclosed speed conditions, allowances, outages, or management policies. | A complete explanation if the pattern remains unexplained. |
How to interpret speed-test results
A single result is a snapshot, not a diagnosis. Record the conditions along with the numbers: a test over Wi-Fi at a busy hour is not directly comparable to one over Ethernet at a quieter time. Repeat measurements make a pattern easier to assess, but even a persistent shortfall does not reveal intent by itself.
The FCC’s Thirteenth Measuring Broadband America Fixed Broadband Report used data collected in 2022 from 12 ISP/technology configurations. Eight met or exceeded advertised download speeds; the other four measured between 86% and 90% of advertised download speed. Those are aggregate sampled results reported by the FCC in 2024—not a measurement of an individual subscriber, and not evidence that a shortfall was intentional throttling. Read the FCC report.

How to escalate in the United States
If the provider cannot explain a repeatable problem, U.S. subscribers can submit a complaint through the FCC’s consumer complaints portal. The FCC’s internet complaint issue descriptions include speed issues. Keep your dated results and the provider’s response available when describing the problem. These complaint routes and regulatory references are U.S.-specific; other countries have their own rules and regulators.
