Using Coresignal data can be lawful, but it is not automatically compliant. Coresignal says it collects publicly available, business-related information and excludes private, sensitive, and login-protected data. Those practices may reduce risk, yet your organisation still needs its own documented purpose, lawful basis, transparency notice, minimisation, security, retention limits, rights procedures, and contract review.
A public profile, a scraping permission, or a vendor’s compliance programme is not a complete legal defence. The relevant question is whether your specific processing of the data is justified and controlled under the laws that apply to your organisation, users, and markets.

The short answer: legality depends on your use
There is no universal yes-or-no answer to the question “Is using Coresignal data legal?” The same record can be lawful for one purpose and unlawful for another. A business-development team using limited professional details to identify potential clients faces a different analysis from a company using inferred traits to make employment, credit, insurance, or eligibility decisions.

Those controls do not transfer responsibility for your processing. You must be able to explain what you are doing, why each field is needed, which lawful basis supports it, how people are informed, how long records remain in your systems, and how requests to correct or delete data are handled.

What Coresignal says it collects—and what it excludes
Coresignal says it “only collect[s] publicly available data that companies and individuals disclose to the general public to facilitate their business and profession-related interests.” It also says it does not need to log in to collect public information and does not scrape private data or material inside login-secured areas.
Its stated scope is business and professional information. The privacy policy lists possible fields such as a person’s name, public-profile URL, job title, industry, work experience, education, awards, certifications, organisations, publications, skills, country, interests, websites, summaries, and publicly available contact information.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteCoresignal says it excludes private individual data and sensitive categories such as social-security numbers, home addresses, telephone numbers, geolocation, biometric data, and photos, as well as material non-public information from secured areas. You should still verify the actual fields in the dataset, because a field can become sensitive or high-risk when combined with other information or used to infer a protected characteristic.
| Data question | What Coresignal says | What the customer must verify |
|---|---|---|
| Source access | Public online sources and media; no login to access public data | Whether each source was genuinely public in the relevant jurisdiction and at the time of collection |
| Professional fields | Name, role, experience, education, skills, organisations, publications and similar details | Which fields are necessary for your purpose and whether combinations create profiling risk |
| Excluded information | Private, sensitive, login-protected and specified high-risk data | Whether imports, enrichment or your own joins introduce excluded or sensitive information |
| Contact details | Publicly available contact information may be included | Whether outreach rules, consent requirements or marketing restrictions apply to your use |
Why “public” does not mean “free to use”
Information visible on a website can still be personal data when it identifies a living individual. Public availability may affect the balancing of interests, expectations and transparency, but it does not remove duties under privacy law. European data-protection authorities have specifically warned that contractual permission to scrape does not itself establish that the resulting processing complies with applicable data-protection and privacy laws.
That warning matters in two directions. First, a website operator’s terms or a supplier agreement may address access rights without answering whether your later use is fair and lawful. Second, a person’s decision to publish a professional profile does not necessarily mean they expect their details to be copied into every database, combined with other sources, scored, sold onward, or used for automated decisions.

Your analysis should therefore focus on the complete processing chain: collection, enrichment, storage, matching, analysis, sharing, outreach, deletion and any decision made from the record.
GDPR questions a customer must answer
1. What exact purpose are you pursuing?
Write a specific purpose before importing data. “Sales and marketing” is usually too broad to guide minimisation or retention. A clearer statement might identify business-account research, verification of a corporate contact, recruitment sourcing, fraud investigation, or another defined activity. Separate purposes require separate assessments; do not reuse one broad justification for unrelated projects.
Document who will use the data, what action the data enables, and what would happen if the data were unavailable. This record helps you test necessity and explain the processing to an individual or regulator.
2. Which lawful basis supports that purpose?
Coresignal identifies legitimate interest as the basis for its own processing of public web data. A buyer must perform and document its own assessment rather than inherit that conclusion. A legitimate-interest analysis normally needs three parts: a genuine interest, necessity of the processing for that interest, and a balancing assessment that considers people’s rights and reasonable expectations.
Depending on the activity and jurisdiction, another lawful basis may be more appropriate. Do not assume that obtaining a contract with Coresignal creates consent, or that consent can be implied from a public profile. If your processing involves direct electronic marketing, employment decisions, special-category information, or a regulated sector, additional rules may apply.

Prepare a privacy notice that explains the categories of data, purposes, lawful basis, sources, recipients, retention period, rights and contact route. If you did not collect the information directly, explain that it came from public online sources or a data provider and state when the notice is supplied, subject to any narrowly applicable legal exception.

Transparency must match reality. If your system derives seniority, likely interests, company affiliation or other scores, describe the logic and consequences in understandable terms rather than listing only the original fields.
4. Is every field necessary and proportionate?
Use field-level minimisation. For a company-identification task, a person’s name, role, employer and public professional URL may be enough; importing every biography field simply because it is available is difficult to justify. Disable fields that do not support the stated purpose, and prevent users from adding sensitive information in free-text notes.
Assess combinations as well as individual fields. A country, education history, publication record and employment timeline may reveal more than any one item alone. Establish rules for rejecting records that appear to contain private addresses, personal phone numbers, health information or other sensitive material.
5. How will you maintain accuracy?
Public information can be outdated, copied incorrectly or attached to the wrong person. Record the source and collection date where practical, run duplicate and identity checks, and provide a correction route. Do not treat a supplier’s database as authoritative merely because it was collected from public pages.
For high-impact uses, require human review and independent verification before taking action. A stale job title may be inconvenient in prospecting but materially harmful in recruitment or risk assessment.
6. Could the processing involve profiling or automated decisions?
Using records to rank, score, classify or predict people can create obligations beyond ordinary contact management. Identify whether a person is profiled, whether a decision has legal or similarly significant effects, and what human intervention and explanation rights are available. Prohibit uses that your governance review cannot adequately explain or challenge.

7. What security controls protect the data?
Limit access by role, encrypt data in transit and at rest where appropriate, log exports, separate production data from development copies, and set controls for bulk downloads. Train users not to copy records into personal spreadsheets or unapproved messaging tools. Your security standard should reflect the sensitivity created by the dataset and the consequences of unauthorised disclosure, not merely the fact that the original pages were public.

8. How long will you keep your copy?
Set a retention period linked to the purpose, then enforce it technically. Expire records that have not been used or validated, remove obsolete enrichment, and include backups and downstream systems in deletion planning. A continuing subscription is not a reason to retain every historical record indefinitely.
What Coresignal’s retention statement means for customers
Coresignal’s privacy policy says: “Your Data shall be kept for no longer than five (5) years from the latest collection from publicly available sources or the termination of your relationship with us.” It also allows longer retention where required for legal obligations or claims.
That is Coresignal’s own policy, not an automatic retention entitlement for your organisation. Your copy may need a shorter period because your purpose ends earlier, or a different schedule because sector rules require documented records. Put the schedule in your internal policy, configure deletion jobs, and require suppliers and downstream processors to delete or return data when the relationship or purpose ends.

Coresignal says it uses contractual clauses with customers and service providers where required. Ask for the actual clauses and allocation of responsibilities. A contract should also address incident cooperation, regulator inquiries, audit rights and what evidence is available to demonstrate compliance.

Rights requests and opt-outs: build an operational path
Coresignal describes channels for access, rectification, erasure, restriction and opt-out requests. If you hold imported, enriched or derived records, you need your own searchable inventory. A person should not have to identify every internal database, spreadsheet or vendor copy that contains their information.
- Receive and verify the request. Record the date, identity-verification result and requested right without collecting unnecessary additional information.
- Search all representations. Look for the original record, transformed fields, suppression lists, exports, CRM entries, analytics tables and active campaign audiences.
- Coordinate with suppliers. Forward the request through the agreed route and track the response rather than assuming a vendor action removes your copies.
- Apply the result consistently. Correct inaccurate fields, restrict processing while a dispute is assessed, suppress opted-out contacts, or delete records where applicable.
- Document the outcome. Keep evidence of searches, decisions, exceptions and notifications while avoiding retention of unnecessary personal data.
Deletion can be technically complex when a record has been used to create aggregate reports or model features. Define in advance which derived artefacts are deleted, anonymised or retained under a documented exception.
International transfers and geographic scope
Before loading data into a service, map where it is collected, hosted, accessed by support staff and backed up. If data moves across borders, identify the transfer mechanism and any supplementary security measures required by the applicable regime. Do not assume that a supplier’s global availability means every transfer is authorised for your organisation.
Geography also affects expectations and notice. A processing activity involving people in the European Economic Area may require a different assessment from one limited to another jurisdiction. Record the locations of data subjects, your establishment, recipients and decision-makers, then obtain jurisdiction-specific advice where the consequences are significant.
Common assumptions that fail a compliance review
- “It was public, so privacy law does not apply.” Public professional information can still identify a person and trigger privacy duties.
- “Coresignal has a lawful basis, so ours is covered.” The provider’s purpose and your purpose are separate assessments.
- “A website allowed scraping.” Access permission does not settle fairness, transparency, minimisation or later use.
- “The five-year period is our retention rule.” The stated period belongs to Coresignal’s policy; set a schedule for your own systems.
- “We only use the data internally.” Internal sharing, profiling, exports and decisions are still processing activities that require governance.
- “No sensitive field means no sensitive risk.” Combining ordinary fields or adding your own enrichment can create sensitive inferences.
- “A deletion request to the supplier finishes the job.” You must locate and act on copies and derivatives under your control.
A practical go/no-go decision framework
Proceed only when the answers below are documented and consistent:
- The purpose is narrow, legitimate and necessary.
- The selected lawful basis is supported by a written assessment specific to your use.
- A transparency notice covers source, purposes, recipients, retention and rights.
- Fields are minimised, sensitive categories are blocked, and accuracy checks are defined.
- Profiling and automated-decision impacts have been assessed and approved.
- Access, security, retention and deletion controls operate in every system receiving the data.
- Rights, opt-outs and correction requests have an owner, deadline and auditable workflow.
- The contract clearly covers roles, permitted use, onward sharing, subprocessors, transfers, incidents and deletion.
- A documented review will occur when the purpose, dataset, jurisdiction or law changes.
If any item is unresolved, pause the deployment or reduce the dataset and purpose until the gap is closed. The defensible position is not that public data is always legal; it is that your particular processing is necessary, transparent, proportionate, secure and controllable.
