The UK Health Security Agency (UKHSA) assessed the risk of plague to the wider UK population as “very low” on 6 October 2026, after reports that a woman had died in Russia’s Irkutsk region. The report does not confirm that plague caused her death. UKHSA said it was seeking information through International Health Regulations channels about reported containment measures.
Is there a risk of plague in the UK?
UKHSA’s reported assessment on 6 October 2026 was that “the public health risk from plague to the wider UK population currently remains very low.” Chris Lewis, the agency’s director of global health protection, made the statement in response to reports of emergency containment measures in Irkutsk region, south-eastern Siberia.

Lewis said UKHSA was “seeking information through the International Health Regulations channels to further understand the circumstances and verify the accuracy of these reports.” The assessment concerns the wider UK population; it does not establish what caused the woman’s illness or death. Has plague been confirmed as the cause of the woman’s death?
No confirmation is established in the available incident reporting. The deceased was identified as an employee of the Irkutsk Anti-Plague Research Institute of Siberia and the Far East. The report says Russian authorities found no evidence that her illness was caused by pathogens she worked with, while media reports suggested she may have died of pneumonic plague. Neither point confirms that diagnosis.

The reporting does not establish a laboratory accident, a confirmed Russian plague case, or an outbreak in the UK. UKHSA’s request for information reflects that it was still verifying the circumstances at the time of its statement. What is plague, and how can it spread?

Pneumonic plague affects the lungs and can spread between people through respiratory particles. That makes close exposure to someone with pneumonic plague a public-health concern; it does not mean that every pneumonia or every exposure is plague.
How is plague diagnosed and treated?
Laboratory testing is required to confirm plague. WHO says early diagnosis and antibiotic treatment can save lives. Suspected cases and potentially exposed contacts are handled through clinical and public-health systems, not self-diagnosis or self-treatment. What does Russia’s plague listing mean?
UKHSA’s 2026 country-specific risk table lists zoonotic plague in Russia. This is broad country-level context, not evidence that the woman’s illness was plague, that she acquired an infection at work, or that plague spread to the UK. The UKHSA country-risk page should not be read as a finding about this individual incident.

WHO’s fact sheet, dated 29 September 2026, says plague’s incubation period is one to seven days. It gives a case-fatality ratio of 30% to 60% for bubonic plague and says untreated plague case fatality across the severe forms described can range from 30% to 100%. These are general disease figures; they are not estimates of risk in the UK or of the outcome in Irkutsk.
