Indonesia did not impose a permanent blanket ban on owning or using every iPhone 16. In October 2024, it blocked domestic marketing and sales because Apple had not secured the required TKDN certification and had unresolved investment commitments. Personal imports were treated differently from commercial resale. Apple later announced official Indonesian availability for the iPhone 16 family from April 11, 2025, so the old “iPhone 16 is banned” headline is no longer an accurate description of the current market.
What was actually prohibited?
The 2024 restriction targeted the domestic sale and marketing of the iPhone 16 series. Indonesia’s Ministry of Industry said the phones lacked the required Tingkat Komponen Dalam Negeri (TKDN) certification and linked certification to Apple meeting its investment commitments. The ministry’s statement distinguished commercial distribution from personal imports: phones brought by passengers, crew members or through postal channels could enter for personal use under the stated conditions, but they were not to be resold.

That distinction matters. Calling the measure an ownership ban suggests that every individual with an iPhone 16 was breaking the law, which is broader than the official explanation. Contemporary reporting also described the restriction as a block on domestic sales and marketing, not a prohibition on the phone’s hardware or on all private possession. Why TKDN mattered
TKDN is Indonesia’s domestic-content and certification framework for products sold or used commercially in the country. Depending on the applicable product rules, compliance can involve local components, manufacturing, research and development, or recognized investment mechanisms. Certification is a market-access requirement; it is separate from whether an individual’s phone can technically turn on, connect to Wi-Fi or be carried into the country.

Some 2024 reports referred to a 40% threshold, but that figure should not be applied indiscriminately to every iPhone 16 model or certification route without checking the relevant regulation and calculation method. The reliable point for consumers is simpler: without the required certification, Apple and authorized sellers could not lawfully offer the new lineup through the normal Indonesian domestic channel.
Timeline: from launch block to official availability
- September 10, 2024: Apple introduced the iPhone 16 and iPhone 16 Plus globally, featuring the A18 chip and Camera Control. (Apple newsroom)
- October 2024: Indonesian officials said domestic iPhone 16 sales and marketing could not proceed without TKDN certification and fulfillment of the relevant investment commitment.

Apple’s Indonesian availability announcement covered the entire family:
- iPhone 16
- iPhone 16 Plus
- iPhone 16 Pro
- iPhone 16 Pro Max
- iPhone 16e
The original dispute should not automatically be extended to every Apple product or accessory. This article concerns the iPhone 16 family specifically.

Can a traveler bring an iPhone 16 into Indonesia?
During the 2024 restriction, the Ministry of Industry said passenger, crew and postal imports could be brought in for personal use if they were not resold. That did not create a general right to import phones for a business or marketplace operation.
Tourists and returning residents should still check current Indonesian customs and IMEI procedures before travel. Requirements can depend on the import circumstances, and the available statements do not establish one universal current tax, exemption, fee or registration deadline for every traveler.
IMEI, network service and legal sale are different questions
Three issues are often confused:
- Technical operation: whether the device supports the relevant cellular bands and can connect to a network.
- IMEI recognition: whether Indonesian networks recognize the device’s identifier under applicable registration rules.
- Import and sale legality: whether the phone entered the country and was sold through a lawful channel.
An overseas iPhone may have compatible hardware yet still face an IMEI or customs issue. Conversely, an active IMEI does not automatically turn a phone imported for personal use into a lawful commercial product. Indonesian officials discussed deactivating IMEIs when personal-import devices were proven to have been resold; they did not announce that every foreign-bought iPhone 16 would be automatically disabled. Can you buy an iPhone 16 in Indonesia now?
Yes, through the official domestic channel. Apple’s Indonesian purchase page currently lists iPhone 16 models among the iPhones available in the country and directs buyers to Apple Authorized Resellers. (Apple Indonesia: Where to Buy)
An authorized Indonesian-market unit generally offers the clearest purchase provenance, local documentation and warranty path. It may cost more than an imported listing, but a low marketplace price can conceal import, IMEI, warranty, authenticity or resale risks.

How to assess an imported or marketplace unit
If you are considering a foreign-market, used or “inter” phone, check all of the following before paying:
- Exact model number and region configuration, including physical-SIM and eSIM differences.
- IMEI information and whether the seller can document the import and registration history.
- Original receipt, written warranty terms and the identity of the actual warranty provider.
- Whether the phone is new, refurbished, carrier-restricted, financed or reported lost.
- A return period long enough to test Indonesian cellular service.
- Customs or tax documentation where relevant.
Be cautious with listings that promise only “IMEI aman” or use unusually cheap “import” and “ex-inter” wording without documentation. Do not rely on IMEI-modification or network-bypass services; they create legal, security and reliability risks.
Which buying route makes the most sense?

For a lower-cost official option, the iPhone 16e is part of Apple’s Indonesian lineup announcement. (Apple’s iPhone 16e announcement) An older iPhone bought through an authorized Indonesian channel may also be better value than a gray-market iPhone 16 if warranty and network certainty matter more than having the newest generation.
What changed after the dispute?
Apple’s April 11, 2025 Indonesian availability announcement is the clearest public marker that the earlier official-sales block had been resolved sufficiently for authorized distribution. As of August 2026, describing the iPhone 16 as categorically banned in Indonesia is therefore outdated. The remaining practical question for an imported phone is not the old headline, but its specific IMEI, customs, warranty and seller history.
