A Reuters report published October 2, 2026, says EU governments were discussing a French proposal to release 50 million barrels of diesel, alongside a separate proposed release of 50 million barrels of crude oil by International Energy Agency (IEA) members. The European Commission’s update that day said EU diesel supply remained stable for the time being, but prices were high. It did not confirm the proposal or its quantities.
What is being proposed?
Reuters, citing two people familiar with the matter, reported that France had proposed a coordinated release with two distinct parts:

What has the EU confirmed?
In its October 2, 2026 update, the European Commission said: “EU diesel supply remains stable for the time being, but prices remain high, reflecting global market tightness.” It also said the IEA had briefed the EU Energy Union Task Force on the status of the collective action to release oil stocks launched in March 2026. The Commission had said on September 28 that EU supply remained stable despite high diesel and jet-fuel prices, emergency stocks were at a high level and available in case of disruption, and European refineries were running near maximum capacity. Read the September 28 update.
Why is the United States pressuring Europe?
The Reuters report says Washington urged France and Germany to release stocks and reported a possible U.S. threat to ban diesel exports. Those are claims attributed to the news report; the Commission’s October 2 update did not confirm them as formal U.S. measures or terms of an EU decision.

As context, Reuters linked market strain to Gulf supply shortages associated with the Middle East war, damage to Russian refineries from Ukrainian attacks and Russia’s resulting export ban, and China’s decision to halt October fuel exports while building domestic stocks. These are reported causes, not details independently established by the Commission’s update.
How EU emergency stocks work
EU countries are required to hold emergency stocks of crude oil and/or petroleum products equivalent to at least 90 days of net imports or 61 days of consumption, whichever is higher. The legal framework provides procedures for releasing stocks in a serious shortage and requires coordination. The Commission says withdrawals should generally follow consultation between it and member states, except in a very urgent situation. The Commission’s oil-stock framework and the EU summary of Directive 2009/119/EC describe those rules.

This minimum preparedness requirement does not establish how much diesel is currently available for release. Nor does the existence of the EU framework mean the reported French proposal has been authorized. EU national stocks and IEA-coordinated action are related through coordination, but remain distinct parts of the reported plan.

The Commission’s assessment is that supply was stable for the time being while prices remained high amid global market tightness. No verified price-effect estimate or specific diesel market total is provided in the cited accounts, so a price drop cannot be promised from the reported proposal.
