Is the Dutch Tax Authority Dropping Microsoft 365? What Its On-Premises Review Means

No—not yet. As of the Dutch government’s June 11, 2026 update, the Belastingdienst is reassessing its Microsoft 365 plans and examining an on-premises scenario before taking further rollout steps. The government has not announced that Microsoft 365 is cancelled, selected an on-premises system, or chosen open-source software as its replacement.

What the June 2026 update actually says

State Secretary Eelco Eerenberg said the Belastingdienst would revisit choices made in 2025 because datacenter capacity and the market’s offerings had changed. The agency will work out an on-premises scenario before proceeding with further Microsoft 365 rollout steps. That is a renewed assessment, not a completed decision to abandon Microsoft 365.

The government’s longer-term aim is for the Belastingdienst, Customs (Douane), and Benefits (Dienst Toeslagen) to have a more autonomous and sovereign digital solution when a proven alternative suitable for those organizations is available. The June statement does not name a replacement supplier or say when a switch will happen. The parliamentary letter of June 11, 2026 and the government’s announcement describe a review, not a final transition.

What Microsoft 365 was meant to cover

The proposed move concerns staff workplace and office-automation tools. In October 2025, the government announced a Microsoft 365 workplace modernization covering the Belastingdienst, Customs, and Benefits, with a stated planned scope of 46,000 employees across those services. That is the scope announced in 2025, not a current audited headcount.

The same announcement said applications and data for core tax assessment and collection would remain in the agency’s own datacenter in Apeldoorn. The planned office-software transition therefore should not be described as moving all tax systems or data into Microsoft’s cloud. The October 2025 announcement sets out that distinction.

Why the position shifted

In February 2026, the government said earlier technical choices left no short-term alternative to Microsoft 365. Exploratory discussions had not identified a fully integrated European alternative, and it estimated that designing and implementing a suitable replacement workplace would take at least several years. That was an estimate, not a fixed migration schedule. The February parliamentary answers explain the position at that time.

By June, the government said increased datacenter capacity and changes in available market offerings justified reopening the question and assessing an on-premises option. This does not establish that the earlier obstacles have been solved; it explains why the government is checking whether circumstances now permit another approach.

Is open source the replacement?

No open-source office suite or other replacement for Microsoft 365 has been selected in the official updates. The government’s broader software policy says open source should be the default for new software development unless there are weighty reasons to choose otherwise. The Belastingdienst already has an Open Source Program Office, which is expected to expand. That policy is not the same as choosing open-source workplace software for this transition. The June letter describes the open-source policy alongside, rather than as the outcome of, the M365 review.

What the government will have to weigh

The June scenario work is not reported as complete, so the official record does not establish a winning option. It identifies practical tests that matter to any decision:

  • Security and maturity: an alternative must be proven and suitable for the agencies’ requirements.
  • Functional fit and integration: workplace tools must work across the organizations and with their existing systems.
  • Reliability and continuity: services must remain dependable during normal operation and any transition.
  • Control and dependency: the government is seeking more independent digital choices and less dependence on non-autonomous suppliers, while assessing how systems and data are accessed and controlled.
  • Infrastructure and capability: an on-premises option depends on datacenter capacity and the ability to operate and manage the workplace internally.
  • Time and transition complexity: February’s estimate was at least several years for a suitable replacement workplace; the government has not published a revised schedule.

The government has also cautioned against treating sovereignty as absolute. Eerenberg wrote, “Volledige digitale autonomie is geen realistisch streven” (“Full digital autonomy is not a realistic ambition”). Security, reliability, and continuity remain requirements, not trade-offs that can simply be set aside. The June letter sets out that constraint and the broader autonomy strategy, including stronger in-house development and management, investment in datacenter capacity, consideration of European suppliers, and greater use of open source.

What the political deadline does—and does not—mean

A 2025 parliamentary motion called for sovereign European ICT before the end of 2026. That date was a requested deadline in a motion, not a confirmed delivery date or proof that a transition plan had been adopted. The executive’s June 2026 position describes further investigation and a future switch when a proven, suitable alternative becomes available. The motion should be read separately from the government’s implementation position.

What to watch next

The concrete next question is whether the on-premises scenario proves viable and what the government decides before further Microsoft 365 rollout steps. The official updates cited here do not report a completed scenario study, a final cancellation, or a chosen replacement. The government’s stated goal is greater digital autonomy for the three services, but it has not declared that Microsoft 365 will be replaced by on-premises or open-source software.
