Whether that is fair value depends mainly on whether you want the new story, the new mode, or both—not on features arriving in the free October patch.

What is free, not part of the paid upgrade
Sony announced that patch 2.0 would be available October 1, 2026 globally, and October 2 in some territories, including Asia, Australia, and New Zealand. The publisher says the patch adds Beauty of Yōtei mode, new Watanabe Mode tracks, and quality-of-life features for existing owners regardless of whether they buy the upgrade.

Is the price fair for your situation?
There is no objective value rating established by the official product information: Sony describes what is included, but the cited sources do not give expansion playtime or independent review results. Use the content you actually want as the deciding factor.

The US Store listing says, “PS Plus required for online play.” This applies to online play, including Legends; the listing does not say a PS Plus subscription is required for all single-player upgrade content.
