Is Sucralose Safe to Consume? What Evidence, Exposure Limits, and Cooking Uncertainty Mean in 2026

For food uses currently authorised in the European Union, the latest evidence supports sucralose’s safety. In February 2026, the European Food Safety Authority (EFSA) retained an acceptable daily intake (ADI) of 15 milligrams per kilogram of body weight per day and reported that estimated EU exposure was below that level in every population group. The US Food and Drug Administration (FDA) lists a lower ADI of 5 mg/kg body weight per day for the United States.

Those numbers are conservative, lifetime-average regulatory benchmarks—not recommended amounts to consume. They also do not answer the separate question of whether non-sugar sweeteners are useful for controlling weight. That is the focus of the World Health Organization’s conditional dietary advice.

What the latest safety assessment actually says

EFSA’s re-evaluation, published on 17 February 2026, covered sucralose (food additive E 955) in uses already authorised in the EU. The panel integrated toxicological, exposure, animal and human evidence and retained the existing ADI of 15 mg/kg body weight per day. Its exposure estimates remained below that value for all EU population groups assessed. You can read the regulator’s summary at EFSA’s February 2026 announcement and the full opinion in the EFSA Journal.

“Safe” here has a defined scope. The conclusion applies to the currently authorised food uses and the exposure patterns EFSA evaluated. It does not automatically approve every proposed new use, a new formulation or every possible processing condition.

The proposed bakery extension is a narrower uncertainty

EFSA could not confirm safety for a proposed extension into additional fine bakery wares. The concern was not ordinary consumption of authorised sucralose products; it was uncertainty about possible transfer of chlorine to organic molecules during prolonged, high-temperature baking. EFSA said that uncertainty could not be dismissed without restrictions on baking time and temperature. This is a limitation on that proposed extension, not evidence that all current uses become unsafe when a food is heated.

What an ADI means—and what it does not mean

An acceptable daily intake is a conservative estimate of how much of a substance a person could consume every day over a lifetime without appreciable risk, based on toxicological evidence and built-in safety factors. The FDA explains the concept on its sweeteners information page. An ADI is therefore:

  • Not a target: nobody needs to reach the limit, and staying below it is not a dietary goal.
  • Not a cliff edge: it is not a point at which harm suddenly begins the next day.
  • A lifetime-average benchmark: regulators use it to judge chronic exposure, not to prescribe a daily serving.
  • Jurisdiction-specific: different authorities can set different values after reviewing evidence and applying their own assessment frameworks.

Body weight matters because the limit is expressed per kilogram. For illustration only, a 60 kg adult would have a US regulatory benchmark of 300 mg per day (5 × 60) and an EU benchmark of 900 mg per day (15 × 60). Those calculations are not personal allowances or recommendations; actual intake depends on the amount of sucralose in each product and the person’s total consumption.

United States and European Union limits compared

The two values most often seen online come from different regulators and should not be blended into one universal number.

Jurisdiction and regulator ADI What the value covers How to interpret it
United States — FDA 5 mg/kg body weight per day FDA’s assessment of sucralose for authorised US food uses Use this figure when discussing the US regulatory context; it is not a suggested intake.
European Union — EFSA 15 mg/kg body weight per day EFSA’s 2026 re-evaluation of currently authorised EU uses EU exposure estimates were below this value in all population groups assessed.

The difference does not demonstrate that one region is “right” and the other “wrong,” nor does it mean an individual should consume up to the larger number. It reflects each authority’s assessment and the scope of the uses it regulates.

What the FDA reviewed

The FDA says it reviewed more than 110 studies before authorising sucralose, including investigations of possible toxic effects, reproductive and nervous-system effects, carcinogenicity, metabolism and human clinical-trial data. The number of studies is not, by itself, proof that every conceivable outcome has been ruled out; it describes the evidence base considered in the FDA’s regulatory process.

For the US context, the agency lists an ADI of 5 mg/kg body weight per day. The FDA also gives a practical illustration: a 60 kg (132 lb) person would reach that ADI at about 23 packets of a sucralose tabletop sweetener, assuming each packet provides sweetness equivalent to two teaspoons of sugar (about 8 g). This is an exposure calculation with stated assumptions, not an amount the FDA recommends consuming. Packet formulas and serving sizes can differ, so a label is more useful than counting packets alone.

What human evidence and confidence grades show

In its 2026 opinion, EFSA reported that human studies involving intakes of up to 3 mg/kg body weight per day were well tolerated in studies lasting from months to years. That finding is reassuring for the exposures studied, but it should not be inflated into proof that every possible dose, duration, outcome or population has been studied equally.

EFSA did not assign one blanket confidence level to every conclusion. It reported moderate confidence for conclusions about cardiovascular outcomes and glucose and insulin homeostasis, high confidence for some other findings, and low confidence for a signal concerning altered thyroid function that came from a single study. Different confidence grades mean the evidence is stronger for some questions than for others. They do not convert the low-confidence signal into an established harm, and they do not justify claiming that every possible effect has been definitively excluded.

Does cooking with sucralose make it unsafe?

Current EU-authorised uses remain covered by EFSA’s safety conclusion. The specific high-temperature issue arose when EFSA assessed a proposed expansion into more fine bakery wares. Under prolonged, high-temperature conditions, the panel could not rule out formation or transfer of chlorinated organic compounds without controls on baking time and temperature.

That distinction matters when interpreting headlines. The finding does not say that adding an authorised sucralose product to a drink, yogurt or other existing use suddenly becomes unsafe because it is warm. It says that a new category of prolonged, high-heat bakery use required more restrictions or evidence before safety could be confirmed. Products intended for baking should be used according to their label directions and the authorisation that applies in the country where they are sold.

Safety is different from whether sweeteners help with weight

The World Health Organization’s advice addresses a different question: whether people should use non-sugar sweeteners to control body weight or reduce the risk of noncommunicable diseases. In 2023, WHO issued a conditional recommendation against using non-sugar sweeteners for those purposes. The recommendation considers observed long-term associations, possible confounding and uncertainty; it is not a finding that sucralose is toxic.

WHO states that its guidance is not a toxicological assessment and does not replace ADIs set by JECFA or other authoritative bodies. Its guideline says:

“The guidance in this guideline is not based on toxicological assessments of the safety of individual non-sugar sweeteners and is therefore not intended to update or replace guidance on safe or maximal levels of intake established by the Joint Food and Agriculture Organization of the United Nations (FAO)/WHO Expert Committee on Food Additives (JECFA) or other authoritative bodies.”

The recommendation also does not apply to people with existing diabetes: “The recommendation does not apply to individuals with existing diabetes.” WHO’s separate healthy-diet advice says free sugars should provide less than 10% of total daily energy, with 5% or less potentially providing additional benefits; it says reductions should be achieved without relying on non-sugar sweeteners. That is general dietary guidance, not a sucralose-specific safety limit. See WHO’s guideline announcement, the full non-sugar-sweeteners guideline and its healthy-diet fact sheet.

How to judge your own exposure without guessing

Start with the product label

Look for sucralose in the ingredient list and note the serving size. A packet, tablet, powdered blend or ready-to-drink product may contain other ingredients that affect sweetness and weight, so the package’s serving information is more reliable than assuming every packet has the same concentration.

Add sources across the day

ADI comparisons concern total exposure from all foods and drinks, not one item in isolation. If you use several products containing sucralose, count them together. Occasional intake and a chronic lifetime-average estimate are not the same thing, which is why a single unusually high day cannot be interpreted as a sudden toxicity threshold.

Keep the regulator and country attached to the number

Use 5 mg/kg body weight per day when discussing the FDA’s US benchmark and 15 mg/kg body weight per day when discussing EFSA’s EU benchmark. Do not present either figure without naming the jurisdiction, and do not turn the higher EU value into a personal target.

Separate safety from dietary purpose

If your question is “Can I consume this without exceeding a regulator’s chronic-exposure benchmark?”, the ADI and product label are the relevant tools. If your question is “Will replacing sugar with a non-sugar sweetener help me lose weight or prevent disease?”, WHO’s conditional recommendation addresses that broader dietary-purpose question, which has a different evidence base.

When individual advice is appropriate

Regulatory ADIs are population-level benchmarks, not personalised treatment plans. A clinician or registered dietitian can help interpret labels if you have a medically prescribed diet, a condition affected by gastrointestinal or metabolic symptoms, or concerns about a particular product or exposure pattern. Do not change prescribed diabetes treatment or another medical plan solely because of a general sweetener recommendation.

Bottom line

For currently authorised EU food uses, EFSA’s February 2026 assessment supports sucralose safety and retained an ADI of 15 mg/kg body weight per day, with estimated exposure below that level across EU population groups. The FDA’s US ADI is 5 mg/kg body weight per day. Both are conservative lifetime-average benchmarks, not goals. EFSA’s unresolved question concerns a proposed prolonged, high-temperature bakery extension, while WHO’s advice concerns using non-sugar sweeteners for weight control—not whether sucralose is toxic.
