Oregon’s law does not give SpinQuest a clear legal green light. Can you play SpinQuest in Oregon?
SpinQuest’s retrieved Sweepstakes Rules and Terms and Conditions do not name Oregon in their list of excluded U.S. states. However, the rules also say participation is void where prohibited or restricted by law and place responsibility on participants to determine whether participation is lawful where they live. The rules are not a regulator finding, license, or legal opinion about Oregon.

So there are two different questions: SpinQuest’s rules appear not to expressly exclude Oregon, but the reviewed state sources do not confirm that SpinQuest itself may lawfully operate there. Check the live rules before relying on the eligibility list, since terms can change.

How Oregon law defines gambling
Under ORS 167.117(7), gambling generally involves staking or risking something of value on a contest of chance or a future contingent event outside the person’s control, with an understanding that someone will receive something of value depending on the outcome. The statute also sets out exceptions, including certain business transactions, narrowly conditioned token contests, social games, and specified charitable games. Whether an activity falls within the definition or an exception depends on its facts.

The statute defines “casino game” to include roulette, blackjack, poker, craps, and baccarat. That classification does not by itself resolve whether a particular service or activity is authorized or comes within an exception.
What Oregon’s 2025 Attorney General opinion says—and does not say
On November 13, 2025, Oregon Attorney General Dan Rayfield issued Opinion 8297 in response to the Oregon State Lottery. It says private online sports betting offered to Oregonians is gambling under Oregon law if the other elements of the offenses are met. It also concludes that putting traditional casino games online does not, by itself, take them outside the gambling definition; its answers concerning fantasy sports and esports betting likewise do not change the legal result.

The opinion is significant state guidance, but it is not a statute or a court judgment, and it does not rule on SpinQuest. The Oregon DOJ explains that Attorney General opinions are not new laws; they state the government’s position and the Attorney General’s best view of what a court would likely decide on the question asked. Opinion 8297 also says it does not address whether gambling is specifically authorized by law, certain federal-law questions, or tribal gaming under compacts. The rules say Sweep Coins cannot be purchased directly. They describe free ways to obtain them, including a postal request, and say Sweep Coins may also be offered as a bonus with certain Gold Coin purchases. Oregon’s general gambling definition and Opinion 8297 are relevant context, but the reviewed government sources do not analyze how these specific mechanics fit Oregon’s definition or its exceptions. That leaves SpinQuest’s Oregon legal status unresolved in these sources.

- State legal guidance: Oregon law broadly defines gambling, and Opinion 8297 says online delivery does not automatically exempt traditional casino games from that definition.
- SpinQuest-specific certainty: the reviewed sources contain no Oregon approval or ruling applying the law to SpinQuest’s particular model.
Do not use a VPN or location-spoofing tool to get around a geographic restriction. SpinQuest’s terms prohibit evading restrictions, and technical access does not change what Oregon law permits.
