How sweepstakes fit into the definitions
The same section defines a sweepstakes as a chance-based game, contest, advertising scheme, plan or other promotion where consideration is not required to enter or become eligible for a prize. The distinction makes the actual entry mechanics relevant: a platform’s use of the word “sweepstakes” does not, by itself, determine its legal classification.
The statutory prohibition and its limits
Ohio Revised Code § 2915.02 prohibits establishing, promoting or operating, or knowingly facilitating, a game of chance conducted for profit or a scheme of chance, subject to conduct expressly permitted by law. The section also covers certain sweepstakes conducted using terminal devices at facilities in Ohio, including registration requirements for covered operators. SpinQuest identifies Social Gaming Room LLC as the promoter. Its rules describe Sweep Coins as entries for Promotional Play that may be redeemable for prizes and cash.
