A September 2025 Texas Register notice does document Space Exploration Technologies, Inc.’s proposed expansion of the Starbase Launch Area in Cameron County. The roughly 21-acre project is intended to support higher launch cadence through vehicle and pad upgrades, possible test and staging areas, storage, access and other infrastructure. However, the notice does not mention 456 launches, identify that number as a company proposal or capacity estimate, or establish which authority is reviewing such a rate.
What the Texas filing actually says
The September 2025 Texas Register notice identifies Space Exploration Technologies, Inc. as the applicant for an expansion at the Starbase Launch Area in Cameron County, near Boca Chica. The proposed work covers approximately 21 acres and is tied to increased launch cadence.

The project description includes upgrades for vehicles and launch pads, along with potential test or staging areas, storage, access routes and support facilities. The notice also describes proposed permanent impacts to wetlands and wind-tidal flats, making environmental permitting a central part of the proceeding.
That is evidence of infrastructure planning, not evidence of a finalized annual launch target. The notice does not provide a baseline number of launches, a requested annual quota or a schedule showing 456 Starship flights.

Why the 456-launch figure remains unverified
The number 456 appears in the assignment’s headline, but the available official material does not substantiate it. No located filing or agency record attributes the figure to SpaceX, defines it as a Texas capacity estimate or explains whether it counts launches only.
- The reviewing authority for a 456-per-year proposal has not been identified in the available records.
- The procedural stage—application, draft environmental document, license action or decision—has not been established for that specific figure.
- It is unclear whether “456” would mean orbital launches, test flights, attempted launches, landings or another operational measure.
- No verified public statement from SpaceX or a named official explains the number.
Until a direct filing or agency record is found, 456 should be treated as an unconfirmed claim rather than an approved plan or settled SpaceX target.

How the FAA material fits in
The Federal Aviation Administration published a September 2021 draft Programmatic Environmental Assessment for the Starship/Super Heavy program at the Boca Chica Launch Site in Cameron County. That document is useful historical context because it shows that Starship operations have previously been examined through federal environmental review.
It does not, by itself, prove that a current review covers 456 annual launches. A draft assessment from 2021 should not be presented as the status of a later Texas application, nor as authorization for a particular launch cadence.
Rank #3

The FAA also has older Texas launch-site environmental material, including a final environmental impact statement. The available search results do not show that it addresses the 456 figure.
Do not confuse Texas with the Florida LC-39A review
In January 2026, the FAA issued a Final Environmental Impact Statement concerning operations at Launch Complex 39A in Florida. That action concerns a different site and a different proposal from the Starbase work in Texas.
Rank #4
- LAUNCH EFFECT WITH REAL MIST: This starship model combines a fine-mist humidifier and red LEDs at the base to recreate the visual drama of a rocket ignition sequence.
- DISPLAY AND FUNCTION IN ONE: Use it as a space model, atmospheric desk accent or compact personal humidifier in a study, office, dorm or creative workspace.
- SIMPLE WATER AND BUTTON OPERATION: Add water to the reservoir and activate the coordinated light-and-mist effect; clean the atomizing area regularly for consistent output.
- DETAILED 3D-PRINTED BUILD: A silver rocket body, dark heat-shield accents and a layered round base present recognizable launch-vehicle structure without requiring assembly.
- A GIFT FOR SPACE-MINDED PEOPLE: An engaging choice for students, engineers and space enthusiasts; it is a decorative humidifier model and does not produce propulsion.
A Florida environmental document cannot establish the status, capacity or environmental scope of a Texas launch-rate proposal. Any report about Starship cadence must identify the launch site, the responsible authority and the specific action under review.

What a definitive record would need to show
A reliable answer requires the document that introduces the 456 figure. Readers should look for a dated filing, permit application, environmental notice, license action or agency docket that states:
Best Value
- Durable Material: This 1/400 scale SpaceX Starship model is made from high-strength ABS plastic and zinc alloy thrusters. Lightweight yet durable, it’s perfect for desktop display

- Product History: The SpaceX Starship is a fully reusable spacecraft designed for missions to the Moon, Mars, and beyond. As the most powerful rocket ever built, it marks a major step toward making space travel more accessible
- Whether SpaceX or another party proposed the number, or whether it is an outside estimate.
- Which agency is reviewing it, such as a state permitting body or the FAA.
- Whether the document is a draft, application, notice, license, final decision or appeal.
- What the rate counts: launches, orbital attempts, tests, landings or another category.
- The period covered and the specific facilities included at Starbase.
- Any environmental limits, safety zones, infrastructure assumptions and mitigation requirements.
Those details matter because an infrastructure expansion designed to support higher cadence is not the same as permission to conduct that cadence. Launch licenses, environmental findings, range-safety requirements and state approvals can each impose separate conditions.
What the current evidence means for readers
The defensible conclusion is narrower than the headline: Texas records show proposed Starbase infrastructure work aimed at increasing launch cadence, while the FAA has historical environmental-review material for Boca Chica. The available records do not verify 456 Starship launches per year, identify a regulator currently reviewing that figure or show that such a rate has been approved.
Any stronger claim should wait for the direct filing or agency record that defines the number and its status.
