Is Self-Hosted OpenVPN Free? Licenses and the Real Cost to Run It

Self-hosted OpenVPN can be free software, but it is not automatically free to operate. OpenVPN Community Edition (CE) has no license fee because it is an open-source project. You still need a reachable server, internet bandwidth, electricity or hosting, and time for configuration, security updates, user management, monitoring, backups, and troubleshooting.

OpenVPN Access Server is a separate commercial product. Its permanent free allowance covers two simultaneous VPN connections; more connections require a subscription. OpenVPN’s current published Growth example is $7 per connection per month when billed annually, or $70 per month for 10 connections. Your total budget therefore depends on which edition you choose and where you run it.

What “free” means with self-hosted OpenVPN

There are two different questions hidden in “Is self-hosted OpenVPN free?” The first is whether you pay for the VPN software. The second is whether operating the service costs anything. Those answers are different.

  • Community Edition software: $0 license fee. It is open source and maintained by a global community.
  • Access Server software: $0 for up to two simultaneous connections, with a subscription required above that allowance.
  • Infrastructure: You supply or rent the computer, public network access, storage, and power.
  • Operations: Someone must install updates, manage credentials and certificates, review logs, maintain firewall rules, and recover from failures.

A home server may avoid a monthly hosting bill, but it still uses hardware and electricity. A cloud virtual machine avoids buying a server, but it introduces a recurring instance charge and possibly bandwidth or egress fees. “Free VPN software” is therefore best understood as “no software license fee,” not “zero total cost.”

OpenVPN Community Edition: the no-license-fee route

What you receive

Community Edition (CE) is OpenVPN’s free, open-source project. You can install it on infrastructure you control and configure the VPN yourself. The absence of a license invoice makes CE attractive for a personal lab, a household server, or an organization that has Linux and networking expertise.

What you must provide

CE does not remove the work involved in running a secure remote-access service. The operator is responsible for the complete deployment, including:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Installing the server and client components.
  • Creating and protecting authentication material, keys, and certificates.
  • Defining which users or devices may connect and what they can reach after connection.
  • Configuring the host firewall, routing, and any router port-forwarding or access-control rules.
  • Applying operating-system and OpenVPN updates.
  • Monitoring availability and connection failures.
  • Maintaining backups and a documented recovery procedure.
  • Revoking credentials promptly when a device or user should no longer have access.

CE can be the lowest-cash-cost option when you already own a suitable computer and have the skills to administer it. It is not the lowest-effort option. If administrator time is scarce, that time becomes a meaningful operating cost even though the package itself is free.

OpenVPN Access Server: free for two simultaneous connections

The permanent free allowance

Access Server is OpenVPN’s commercial, administration-focused product. OpenVPN’s installation documentation states: “When you install Access Server without a subscription license, it allows two simultaneous VPN connections.” Its pricing information describes this as free forever for up to two connections and says no credit card is required.

“Simultaneous” is the key qualification. The allowance concerns connections active at the same time, not necessarily the number of people or devices you can create in the system. If a third device needs to be connected while two others are already online, the deployment exceeds the free allowance.

When a subscription is required

Deployments that need more than two concurrent connections require a paid Access Server subscription. The currently published Growth example is $7 per connection per month on annual billing. OpenVPN shows $70 per month for 10 connections under that example. Enterprise pricing is custom.

  • 【Keep your Internet Safe】IPv6 supported. OpenVPN & WireGuard pre-installed, compatible with 30+ VPN service providers. Cloudflare encryption supported to protect the privacy.

Those figures describe the Access Server license, not your server, internet service, electricity, cloud storage, or administration. A paid license can simplify management, but it does not replace the underlying infrastructure budget.

Community Edition versus Access Server

Decision point Community Edition Access Server
Software license Free and open source Free for up to two simultaneous connections; subscription above that
Administration Hands-on configuration and maintenance by the operator Web administration layer and business-oriented controls
Scaling cost No OpenVPN license fee, but infrastructure and labor still scale Connection-based subscription; the published Growth example is $7 per connection per month with annual billing
Support model Community resources and your own expertise Paid connection scaling and official support options
Self-hosting Run on infrastructure you control Run on infrastructure you control
Best fit People comfortable managing certificates, routing, firewalls, and updates Teams that value a central web console and a supported business workflow

Both editions can provide a self-hosted VPN. The practical choice is whether you want maximum control with more manual work (CE), or a commercial management layer with a defined free allowance and subscription scaling (Access Server).

Every cost category in a self-hosted deployment

1. Software licensing

For CE, the license line is $0. For Access Server, it is $0 through two simultaneous connections and recurring subscription pricing above that. Keep the edition and connection limit written into your budget so a growing deployment does not accidentally exceed the allowance.

2. Compute and storage

OpenVPN documents deployment targets that include Linux systems, VMware ESXi, Hyper-V, AWS, Azure, Google Cloud, DigitalOcean, Oracle Cloud, IBM Cloud, Docker, and Raspberry Pi. You can therefore use several kinds of host:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Existing desktop or server: No new purchase if the machine is already available, although it still consumes power and needs maintenance.
  • Virtual machine: Useful when you already operate a hypervisor such as VMware ESXi or Hyper-V. The incremental cost is the host’s capacity and administration.
  • Cloud instance: A rented virtual server gives you a public hosting location, but the provider’s instance, storage, transfer, and egress rates apply.
  • Dedicated small computer: A Raspberry Pi is a supported target. The purchase price, storage media, power adapter, replacement risk, and electricity are part of the real cost.
  • Container deployment: Docker can fit environments that already have container operations, but the underlying host and its maintenance remain necessary.

OpenVPN does not publish one universal compute price because these choices differ by region, specification, utilization, and provider. A “free” CE installation on an unused computer and a continuously running cloud instance are both self-hosted, but they have very different invoices.

3. Internet service and bandwidth

A home deployment needs an internet connection that permits the server to be reached from outside. Depending on your provider and network design, you may need a public address, a router rule, or another method of making the service reachable. Your existing broadband plan may be enough, but data caps, upload speed, changing addresses, or inbound filtering can affect usability.

  • Commercial-grade Security Anywhere – Protect your home network with AiProtection Classic, powered by Trend Micro. And when away from home, ASUS Instant Guard gives you a one-click secure VPN.

A cloud deployment usually supplies public reachability more conveniently, yet outbound transfer and other network charges can apply. Cloud pricing is provider-dependent, so treat bandwidth as a separate line from the server’s hourly or monthly charge.

4. Hardware and electricity

Running a server at home has a capital cost if you must buy a computer, drive, power supply, or backup hardware. It also has a recurring electricity cost and a failure risk. A low-power board can reduce consumption, but it does not make the hardware, storage, or replacement parts free.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Administration and support time

Plan for time spent on patching, certificate and key rotation, onboarding and offboarding users, investigating failed connections, reviewing logs, testing backups, and responding to security incidents. In a household, that may be occasional personal time. In a business, it may be an administrator’s billable workload or an internal staffing cost. Access Server’s management interface can reduce manual effort, but it does not eliminate the need for an accountable operator.

How much does OpenVPN cost on a VPS?

The answer depends on four separate prices: the VPS instance, storage, network transfer or egress, and the OpenVPN edition. With CE, there is no software license charge, so the VPS and its associated usage are the main direct expenses. With Access Server, add the connection subscription once you need more than two simultaneous connections.

Before selecting a VPS, check:

  • Whether the instance has a public address and permits the required network traffic.
  • How inbound and outbound transfer are metered and what happens after an allowance is exhausted.
  • Whether snapshots and backups cost extra.
  • Which region will host the server and how that affects latency and data-governance requirements.
  • Whether the provider’s acceptable-use policy permits your intended VPN use.
  • How you will recover access if a firewall change locks you out.

Do not confuse the VPS bill with a consumer VPN subscription. A VPS-hosted OpenVPN server is your own endpoint and your own administrative responsibility; a subscription VPN is a different service model.

Can you run OpenVPN on a Raspberry Pi?

Yes. Raspberry Pi is listed by OpenVPN as a supported deployment target. It can be a practical home-hosting platform when you already have the board, reliable storage, a power supply, and a network that allows the server to be reached.

Budget for the complete platform rather than only the board:

  • Board and power supply.
  • Reliable storage media and a way to replace it.
  • Network equipment or router configuration for reachability.
  • Electricity for continuous operation.
  • Backup and recovery arrangements.
  • Your time to update the operating system and OpenVPN, manage credentials, and troubleshoot connectivity.

A Raspberry Pi can lower the purchase and power burden compared with a larger computer, but it does not remove any of the security or administration duties. Check the specific operating-system and OpenVPN support requirements for the model and distribution you intend to use before buying hardware.

Choosing the least expensive sensible design

Personal or household use

If no more than two devices need to connect at once and you prefer a guided administration interface, Access Server’s free allowance may fit. If you are comfortable with manual configuration and already own a machine, CE avoids a license fee without a connection allowance. In either case, verify that your home internet connection can accept remote connections and account for power.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Small team with more than two concurrent users

Compare the value of CE administration time with Access Server’s subscription. Access Server’s published Growth example provides a straightforward way to estimate the license portion: multiply the number of required connections by $7 per month when using annual billing, subject to the plan’s terms. Ten connections are shown as $70 per month. Add hosting, network, backups, and labor.

Organization requiring formal support

Access Server may be preferable when a web console, paid scaling, and official support options matter more than avoiding a license invoice. Enterprise pricing is custom, so obtain a quote for the required connection count and support scope rather than assuming the Growth example applies.

A practical budgeting worksheet

Write down these values before deployment:

  1. Edition: Community Edition or Access Server.
  2. Peak simultaneous connections: Count the maximum number of devices expected to be online together, not merely the number of accounts.
  3. Host: Existing computer, virtual machine, cloud instance, Docker host, or Raspberry Pi.
  4. Recurring hosting: Instance, storage, transfer, egress, backup, and electricity charges.
  5. One-time purchases: Hardware, storage, power equipment, and replacement parts.
  6. Administration: Estimated monthly time for updates, user management, monitoring, and incident response.
  7. Recovery: Backup media, snapshots, spare equipment, and the procedure for restoring service.

For Access Server, add the subscription only after determining the peak concurrent connection requirement. For CE, replace the license line with a realistic estimate of administrator time. This method prevents the common mistake of calling a deployment free because the installer itself costs nothing.

Common cost surprises and how to avoid them

Counting accounts instead of active connections

Access Server’s free allowance is limited by simultaneous connections. Track peak concurrent use and leave room for maintenance logins or overlapping sessions.

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring outbound transfer

Cloud providers may charge for data leaving the network. Estimate how much traffic will cross the VPN and read the provider’s current transfer rules before committing.

Using an unreachable home connection

A server behind carrier-grade address sharing, inbound filtering, or a restrictive router may not be reachable in the way you expect. Confirm the network path before purchasing hardware or spending time on configuration.

Treating updates as optional

An unpatched VPN host can become a security liability. Include a maintenance schedule, tested backups, and a way to revoke credentials when a device is lost or a user leaves.

Assuming the free edition includes support

CE relies on community resources and your own expertise. Access Server offers paid support options, but support does not make infrastructure or administration free.

The bottom line on self-hosted OpenVPN pricing

Self-hosted OpenVPN is free only in the narrow software-license sense. Community Edition costs nothing to license, while Access Server remains free forever for up to two simultaneous connections. Above that, the published Growth example is $7 per connection per month on annual billing, with a $70-per-month example for 10 connections.

The complete cost is the sum of licensing, compute, internet and bandwidth, hardware, electricity, backups, and administrator time. Choose CE when you want open-source control and can operate the service yourself. Choose Access Server when its administration layer and supported, connection-based scaling justify the subscription. In both cases, price the host and the work required to keep the VPN secure and available.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
