It is not automatically a good climate investment: the result depends on what happens to the captured CO₂, the full cost to taxpayers, the project’s readiness, and who carries the long-term risks.
What public funding can pay for
Carbon capture, utilisation and storage (CCUS) is a chain, not a single machine. A facility must capture CO₂, move it, and either use it in a product or store it. A capture plant without a viable destination, transport route and responsible operator may not deliver its promised climate benefit.

Grants and demonstrations
Competitive grants can help meet the upfront cost and technical or commercial risk of first-of-a-kind projects. They can also support shared CO₂ transport and storage infrastructure that individual emitters might not build alone. The International Energy Agency (IEA) says grants can play an important role in early deployment, while warning that they can weigh heavily on public budgets and work best alongside a durable operating framework.
Tax credits and other operating incentives
Performance-linked incentives can make revenue depend on capturing, using or storing CO₂. In a 2024 report, the US Department of Energy described section 45Q credit values of $60 per metric ton for qualifying CO₂ captured and sent to utilization or secure geological storage in conjunction with enhanced oil recovery, and up to $85 per metric ton for geological storage not associated with enhanced oil recovery. Those report-era values were for qualifying projects meeting prevailing-wage and apprenticeship rules; the report said projects had to begin construction by the end of 2032 and could claim the credit for the first 12 years of operation. These are US policy details as described in 2024, not confirmation of current law or eligibility.

- Compatible with Tesla Model Y Accessories 2021 2022 2023 2024 2025 2026 2027 — legacy all trims; Juniper Premium & Performance; not the 2026 Standard base model. Replacement front intake filter kit for the vehicle's HVAC system (under the hood, inside the frunk) — not the in-cabin filter. For Model Y only.
- Traps dust, pollen, and PM2.5 — HEPA melt-blown layer captures fine particles, activated carbon reduces common cabin odors for fresher air.
- Multi-layer filtration in sequence — PET pre-filter traps larger debris, HEPA melt-blown captures fine dust and pollen, activated carbon reduces odors, PET support layer keeps structure stable. Each layer does one job, so nothing gets through unfiltered.
- No airflow compromise — precision-folded pleats maximize filtration area without restricting HVAC airflow, so cooling and heating stay crisp.
- 4-pack complete set — Includes 2 HEPA Filter 2 Carbon Filter, all 4 filters mount at the same time.
Shared infrastructure, research and risk-sharing
Publicly supported pipelines, storage hubs and geological surveys can help coordinate multiple emitters and reduce uncertainty about potential storage resources. Hubs may spread costs and serve smaller emitters, but they also create dependencies: a delayed pipeline or unavailable storage site can affect every connected project. Governments may also define liability and share risks that private companies are reluctant to carry. Resource assessment takes time, and a mapped geological resource is not necessarily developable.
Why the project pipeline is not proof of delivery
There is real investment activity, but announcements and financing decisions should not be confused with operating facilities or verified climate results. The IEA’s 2026 financing summary reported that CCUS investment had grown more than 15-fold since 2020 to over USD 5 billion in 2025, and that more than 30 projects reached final investment decision in the preceding two years. It also reported that around 90% of projects announced for 2035 had not yet reached final investment decision. These are global financing and project-status measures, not evidence that every project will be completed or perform as intended.

A separate US snapshot illustrates the difference between operation and a conditional development pipeline. The Congressional Budget Office (CBO) reported 15 operating US carbon capture and storage facilities in December 2023, with capacity equal to 0.4% of annual US CO₂ emissions. It also counted 121 additional facilities in construction or development; if completed, their capacity would equal 3% of current annual US CO₂ emissions. That 3% figure was a conditional estimate, not capacity already operating.

When capture or use actually helps the climate
Check the full lifecycle
Captured CO₂ is not automatically avoided CO₂. The climate balance depends on emissions from the energy used to capture and process it, upstream supply, transport and the eventual destination. A useful claim needs a clear counterfactual: what would have happened without the project, and what higher-emissions activity does it displace?

Distinguish utilization from durable storage
Using CO₂ in a product can delay its release rather than prevent it. Its benefit depends on the CO₂ source, the product displaced, the energy and materials required, how long the carbon remains retained, and whether the market is large enough to use the captured volume. The IEA’s CCUS topic material identifies these lifecycle conditions as central to evaluating utilization.
Geological storage can provide durable containment, but only if the site is suitable and operators assess, monitor and verify it. Permits, monitoring plans and long-term responsibility matter; so do rules for who is liable if storage fails or a project changes hands. The IEA’s 2022 storage analysis described seven dedicated commercial-scale storage sites injecting around 10 million tonnes annually as its baseline. Its figure of 5.9 gigatonnes stored annually in 2050 belongs to the IEA Net Zero Emissions by 2050 Scenario, not a forecast or current capacity.

What the public bill includes
Grants are visible budget costs, but public support can also take the form of tax credits, appropriations for research, infrastructure spending and guarantees or other risk-sharing. Comparing only grant checks can therefore understate the public commitment. CBO’s December 2023 report gave these US federal figures:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute| Support measure | Amount and period | What the figure means |
|---|---|---|
| Regular federal appropriations for CCS research and related programs | USD 5.3 billion over 2011–2023 | Nominal dollars appropriated, as reported by CBO. |
| Advance appropriations for CCS programs under the Infrastructure Investment and Jobs Act | USD 8.2 billion over 2022–2026 | An appropriation period; this does not mean all funds had been spent by CBO’s report date. |
| Reduced federal revenue from expanded section 45Q credits | About USD 5 billion over 2023–2027 | A Joint Committee on Taxation projection reported by CBO, not an amount already paid. |
These are different measures and periods, so they should not be added together and described as cash already spent. The broader policy question is whether the climate and learning benefits justify the full public commitment compared with other uses of the same money.

How to judge a carbon-capture proposal
Apply the same questions to each proposal. The criteria below synthesize issues raised by the IEA, CBO and US Department of Energy; they are not a standardized scorecard or universal ranking.
| Test | Questions to ask |
|---|---|
| Climate result | How many tonnes are expected to be avoided or durably removed? Who will independently measure and verify the result? |
| Lifecycle integrity | What emissions come from energy, upstream supply, transport and end use? Is the CO₂ stored durably, or does its use displace a higher-emissions product? |
| Full public cost | What is the total public commitment, including tax expenditures and infrastructure support? What is the public cost per verified tonne? |
| Alternatives | Are lower-cost or more mature ways to cut emissions available at this facility or in this sector? What might the same funds achieve elsewhere? |
| Learning and additionality | Is this a first-of-a-kind project or a meaningful demonstration that could reduce risk for later projects? Would it proceed without public support? |
| Delivery readiness | Are permits, offtake, transport and storage arrangements in place, with accountable milestones? |
| Risk allocation | Who bears construction, demand, cross-chain disruption, leakage and long-term liability risks? |
A proposal that scores well on ambition but lacks a secured CO₂ destination, credible offtake or a way to verify lifecycle reductions is not yet a demonstrated public benefit. The IEA’s 2026 financing analysis also points to uncertain financing and weak offtake for hydrogen or carbon-removal products as risks that can contribute to cancellations. Permitting, local opposition, regulation, pipeline access, storage capacity, capture costs and competing clean-energy technologies can also shape whether projects proceed.
