Playlist promotion can be worth paying for, but only when you are buying transparent audience marketing rather than a promised number of streams or a guaranteed playlist slot. Judge a campaign by whether it reaches listeners who fit your music, produces saves and follows, and builds repeat listening. A temporary play-count spike is not a reliable measure of success.
Spotify says services that guarantee streams, followers, or playlist placement for money are not legitimate. The safer alternatives are Spotify for Artists’ free editorial submission for unreleased music, Spotify’s own advertising and recommendation tools where you are eligible, and outside marketers that clearly explain their methods and reporting.

What “playlist promotion” can mean
The phrase covers three different activities. Treating them as interchangeable is the fastest way to misunderstand the cost, risk, and likely outcome.

Spotify for Artists lets an artist submit an unreleased track to Spotify editors. The submission supplies context about the song, release, and audience so editors can decide whether it fits an editorial playlist. It is a request for consideration, not advertising and not a placement reservation.

Spotify’s own campaign products
Spotify’s Campaign Kit describes platform-native products including Discovery Mode, Marquee, and Showcase. Discovery Mode can help expand reach in personalized playlists. Marquee and Showcase are sponsored recommendations. They are distinct from editorial selection and from an outside company selling a specific playlist position. Eligibility, markets, pricing or trade-offs, and reporting can vary, so the current terms shown in your Spotify for Artists account control what you can actually buy.
Third-party marketing or public relations
An independent promoter may pitch your release to media, curators, communities, or advertising audiences. That can be legitimate when the provider identifies the channels, explains how listeners are targeted, and reports what happened. It becomes a policy and financial risk when the provider sells a guaranteed stream count, followers, or playlist placement.
Are paid playlist-promotion services legitimate?
Spotify’s Artificial Streaming guidance states: “Any service that guarantees streams, Spotify followers, or playlist placement in exchange for money is not legitimate and should be avoided.” The warning applies even if a seller presents the guarantee as a “minimum,” a “network placement,” or a refund promise tied to a number.
Be cautious with services that say they can secure consideration for a fee but will not explain who listens, how tracks are selected, or where the audience comes from. Paying for an advertising impression or a transparent pitching service is different from paying for an outcome that the provider cannot ethically control. No legitimate marketer can promise that Spotify’s editors will choose a track or that real listeners will play it a specified number of times.
Spotify also says the only durable way to grow on the platform is to gain legitimate fans who engage with songs and invest in an artist. That makes audience quality more important than a large but unexplained total in the first few days.

How to use Spotify’s legitimate paths
Submit an unreleased track for editorial consideration
- Open Spotify for Artists and select the unreleased release you want to submit.
- Complete the editorial pitch fields with accurate genre, mood, language, instrumentation, location, and release information. Describe the song’s context rather than copying generic promotional language.
- Submit the pitch at least seven days before the release date. Spotify says this gives editors time to listen; it does not create an entitlement to selection.
- Plan for the release to succeed without an editorial add. Your own channels, live audience, mailing list, and other legitimate discovery sources should still have a role.
Only unreleased music qualifies for this editorial submission process. A late submission may miss the time editors need, and an on-time submission can still be declined.
Evaluate native campaign products separately
When your account offers Discovery Mode, Marquee, or Showcase, read the current eligibility and campaign terms before committing budget. Confirm the countries covered, the audience controls, the campaign duration, the billing or royalty trade-off, and which reports you will receive. Compare the resulting listeners with your existing audience rather than assuming every impression is an engaged fan.
Comparing the three routes
| Option | What it offers | What to verify first | Useful success evidence |
|---|---|---|---|
| Spotify for Artists editorial pitch | Free submission of an unreleased track for editorial consideration | Submit at least seven days before release; selection is not guaranteed | Whether the track and release plan fit the intended audience, independent of selection |
| Spotify campaign tools | Platform-native products such as Discovery Mode, Marquee, and Showcase | Eligibility, market availability, campaign terms, audience controls, and reporting in your account | Relevant listeners, saves, follows, repeat listening, and the cost or trade-off per engaged listener |
| Transparent third-party marketing | Promotion through disclosed channels such as pitching, media outreach, or advertising | Actual channels, targeting method, reporting format, references, and the provider’s policy on artificial activity | Audience fit and sustained engagement rather than a guaranteed play total |
What to measure instead of a raw stream count
Define the campaign’s job before you pay. A release intended to find fans in a particular city needs different evidence from one intended to test a new genre or sell tickets. Write down one primary objective and two or three supporting measures.
- Audience fit: Do the listeners come from the geography, language, age range, or genre community you intended to reach?
- Saves and follows: A save or artist follow signals more intent than a single autoplay.
- Repeat listening: Returning listeners and playlist replays indicate that the track held attention after discovery.
- Downstream action: Track profile visits, mailing-list sign-ups, ticket interest, merchandise sales, or other outcomes that matter to your career.
- Reporting quality: You should be able to see timing, sources, territories, and campaign spend or trade-offs clearly enough to make the next decision.
Set a comparison period before launch. For example, record your normal 28-day save rate and follower growth, then compare the campaign period with a similar post-release period. This will not produce a universal industry benchmark, but it prevents a promoter from presenting an impressive absolute number without context.

Why there is no universal “return per stream” calculation
Spotify’s royalty guide says fans do not pay per song and that no major streaming service pays a fixed rate per stream. Spotify uses a streamshare model: the service’s recorded-music revenue is allocated according to each rights-holder’s share of total streams. Your distributor agreement, label deal, publishing arrangements, territory, and other rights terms affect what reaches you.
Consequently, a promise such as “spend $500 and earn $1,000 from 100,000 streams” is not a sound forecast. Even legitimate streams do not have a single fixed payout, and artificial streams do not generate normal royalty value. Calculate a campaign against your defined business outcome, not an assumed universal per-play rate.

Ask for a method, not a slogan
Request a plain-language explanation of where discovery happens, how listeners are selected, which countries and genres are targeted, and what the provider controls. “We have relationships with every major playlist” is not a method. Ask whether the provider buys advertising, pitches human curators, contacts media, or uses another identifiable channel.
Inspect the reporting sample
Before paying, ask to see a redacted report from a previous campaign. It should identify dates, source categories, territories, spend or deliverables, and engagement indicators. A screenshot showing only a large stream total does not establish audience quality.

Check the contract language
Look for a precise list of deliverables, campaign dates, cancellation terms, data access, and a statement that the provider will not use bots, click farms, compromised accounts, or other artificial methods. Reject language that guarantees a playlist slot, a follower total, or a minimum number of streams.
Check independent experience
Ask artists what happened after the campaign ended: Did listeners return, save tracks, follow the artist, attend events, or respond to later releases? Reviews should describe methods and outcomes, not just repeat a stream screenshot supplied by the seller.
Patterns that may indicate artificial activity
Spotify identifies several patterns worth investigating:
- A sudden stream spike followed by a sharp drop.
- A spike from a location where the track had not previously been active.
- Most streams arriving from an unexpected source.
- A sudden, short-lived increase in followers.
None of these patterns by itself proves that an artist knowingly manipulated streams. They are prompts to examine the source and ask the promoter for an explanation. Compare the timing with campaign dates, inspect geographic and source data, and preserve invoices, messages, and reports.

What to do if activity looks wrong
- Pause further promotion and do not purchase another package to “balance” the numbers.
- Ask the provider, in writing, which channels generated the activity and whether any automated or incentivized listening was used.
- Contact your distributor or label with the evidence and request guidance.
- Report suspicious services or playlist activity through the channels Spotify provides to rights-holders and partners.
- Keep your own release notes so an unexplained spike can be distinguished from a legitimate press mention, viral post, or scheduled campaign.
Possible consequences of artificial streams
Spotify says confirmed artificial streams do not earn royalties and are excluded from public stream numbers and charts. Depending on severity, possible actions include removal from playlists, distributor warnings or fees, suspension or removal of music, and track removal from Spotify. These are potential policy outcomes, not an automatic penalty for every unusual graph.
The U.S. Copyright Office described streaming fraud on October 7, 2026, as including bot farms, click farms, playlist stuffing, and account hijacking. It noted that illegitimate plays dilute the royalty pool available to legitimately streamed works. That is the wider industry harm; Spotify’s specific detection and enforcement decisions remain governed by Spotify’s policies.
Timing: release campaigns and catalog tracks
Spotify for Artists reported in 2023 that 75% of a release’s first-year streams happen after the first month. That is platform-reported context from Spotify’s introduction of Showcase, not a forecast for an individual campaign. It does support planning beyond release week: a song can continue finding listeners if later promotion reaches an appropriate audience.
Spotify also reported that catalog music at least 18 months old represented a 155% larger portion of its Global Weekly Top Songs Chart in 2022 than in 2020. This indicates that older music can regain attention, but it is not evidence of a typical return from an independent playlist-promotion service. A catalog campaign should therefore use the same engagement tests as a new release.
A practical decision process
- State the goal: Choose discovery, saves, followers, repeat listening, ticket demand, or another measurable result.
- Choose the channel: Start with the free editorial pitch for an unreleased song, then examine native Spotify products or transparent outside marketing that fits your audience.
- Set a limited test: Define a budget, dates, territories, and a stopping rule before launch.
- Verify the method: Obtain written deliverables, targeting details, reporting examples, and the provider’s position on artificial activity.
- Watch quality signals: Review source, geography, saves, follows, repeat listening, and downstream actions during and after the test.
- Decide from evidence: Continue only if the campaign produced the intended audience response at a cost you can justify. A large play count without meaningful engagement is a reason to stop, not to scale.
How to promote music without buying fake streams
- Submit unreleased tracks through Spotify for Artists at least seven days before release.
- Use Spotify’s own campaign products only after confirming that your account, territory, and release qualify.
- Build a release plan around people who can become fans: existing listeners, relevant communities, local audiences, and media that covers your genre.
- Give every outside provider a written brief with the target audience and the engagement you want to see.
- Use unique links, release codes, or other first-party tracking where available so you can connect promotion with actions beyond Spotify.
- Review performance after the campaign ends; sustained listening matters more than a one-day peak.
The useful question is not simply whether promotion bought more plays. It is whether the money or trade-off created legitimate discovery that you can identify, learn from, and build on in the next release.
