Is North Carolina’s Growing Sports-Betting Market Straining Addiction Support?

North Carolina’s betting market and demand for gambling support have both grown, but the available figures do not show that the state’s treatment system has exceeded capacity. The evidence points to a real question about whether support is keeping pace—not a documented statewide service failure. Hotline calls are not the same as unique callers, diagnoses, or unmet treatment needs.

What has changed since online sports betting began?

Legal online sports wagering in North Carolina began on March 11, 2024. In June 2025, the N.C. Department of Health and Human Services (NCDHHS), citing the N.C. State Lottery Commission, reported that bettors placed more than $6.1 billion in paid bets during the market’s first 12 months.

Separately, NC Health News reported in March 2026 that state data showed calls to North Carolina’s problem-gambling hotline more than tripled between 2021 and 2025. The report summary available here does not give the underlying call totals, so the trend should not be converted into an exact count or percentage increase.

These measures describe different things: wagering volume reflects money bet, while hotline calls reflect contacts with a support service. Neither alone measures how many people developed gambling disorder or could not obtain care.

Does the evidence show that support is under strain?

Not conclusively. Rising calls alongside rapid betting growth make service capacity a reasonable concern, but the available reporting does not establish that referrals are going unfilled or that treatment providers are overwhelmed. It also does not establish how much legal sports betting contributed to the increase in calls.

The evidence summarized here contains no current figures for hotline answer or abandonment rates, referral completion, treatment wait times, provider caseloads, available appointments, or unmet need. Without those measures, “under strain” is a question to investigate, not a demonstrated system-wide capacity failure.

To determine whether demand is outpacing support, the state program and providers would need to report comparable measures over time, including:

  • Calls offered, answered, and abandoned, using consistent definitions and time periods.
  • Referrals made and the share of people who connect with a treatment provider.
  • Wait times and available appointments, broken down by location and in-person or telehealth care.
  • Current provider caseloads and whether funding or network size has changed as demand has risen.

What support does North Carolina describe?

NCDHHS says the North Carolina Problem Gambling Program supports prevention, education, outreach, and treatment services statewide. Its fiscal year 2024–25 plan described a no-cost, confidential, 24/7 helpline with language access in English, Spanish, and hundreds of other languages. The plan said master’s-level clinicians could support and assess callers and refer them to no-cost treatment options.

That same plan described more than 70 providers offering in-person or telehealth clinical treatment, as well as remote treatment options and peer support. These are program details from the 2024–25 plan, not a verified count of providers or available appointments in October 2026. Check current availability directly with the program.

Support route What it offers What to confirm
Helpline and referral The state program lists 877-718-5543. The 2024–25 plan described the service as free, confidential, 24/7, and multilingual, with clinician support and referrals. Confirm current hours, language access, and referral options with the program.
Clinical treatment The state plan described treatment through in-person and telehealth providers, with no-cost options. Ask about current openings, cost, modality, and availability in your area.
Peer support NCDHHS materials describe peer support among the available services. Ask the program what peer-support options are currently available and how to access them.

If gambling is causing harm, call the NC Problem Gambling Helpline at 877-718-5543 to ask about current support and referrals. If you need help in another language, ask what language-access options are available when you call.

How much does the hotline trend tell us about gambling harm?

It shows increased contact with the hotline, based on the state data reported by NC Health News; it does not tell us how many distinct people called, why each person called, or whether callers received treatment. A caller might seek information or help for someone else, and repeat contacts are possible. Those are reasons not to equate call growth with a matching increase in diagnoses or unmet clinical need.

NCDHHS reported in 2024 that estimates put gambling-related problems at approximately 5.5% of North Carolina adults and 10% of youth. The department also said each affected person may have another seven to 20 people in their family or community affected. These are department-reported estimates; the press release did not explain the methodology or measurement date, so they should not be read as current prevalence measurements.

What responsibilities do betting operators have?

The regulator’s responsible-gaming information says licensed operators must verify that users are at least 21, train employees, include gambling-addiction information in betting advertising, and provide responsible-gaming tools. Examples include reality checks and links to support resources. These safeguards are part of the operator framework; they do not, by themselves, establish whether state treatment services have enough capacity.

What is known about funding?

NC Health News reported in 2026 that $2 million per year was allocated to gambling-addiction education, prevention, and treatment. That figure is an allocation reported for those purposes, not a verified total for the entire support system. The available information does not show how funding changed over time or how it compares with the cost of current demand.

What should readers take from the numbers?

North Carolina saw more than $6.1 billion in paid bets during the first 12 months of legal online sports wagering, and state data reported by NC Health News show hotline calls more than tripled from 2021 to 2025. Together, those figures justify asking whether support is keeping pace. They do not prove that treatment capacity has been exceeded or establish that betting legalization caused the hotline increase.
