The main reason some players will dislike it
Repeated open-world activities

In practical terms, the game repeatedly asks you to work through similar criminal operations while weakening rival control of the city. That is a live storefront snapshot, not a permanent score, critic rating or objective quality index. Choose it if you value story and atmosphere
