There is no evidence in the available polling that Brazilian voters broadly say President Luiz Inácio Lula da Silva is turning the country into “another Venezuela.” The phrase is better treated as campaign rhetoric unless tied to a named voter, interview, or survey. Brazil’s October 4, 2026 election is a close contest between Lula and Senator Flávio Bolsonaro, but polls on the race and public dissatisfaction with democracy do not establish that comparison.
What the “another Venezuela” claim does—and doesn’t—tell us
The headline wording presents a voter-wide sentiment, but the cited election poll and democracy survey do not ask whether Lula is making Brazil resemble Venezuela. Nor do they document that exact phrase in attributable voter interviews. Without that evidence, it should not be presented as a verified description of what Brazilian voters say.
There are legitimate ways to examine a comparison between countries, but each requires specifying the issue: electoral competition and transfers of power, institutional independence and constraints, economic conditions, or foreign-policy alignment. The available material describes Brazil’s campaign and public attitudes; it does not provide a balanced, like-for-like assessment of Brazil and Venezuela on those dimensions. A political attack or difference in foreign-policy outlook is not proof of national equivalence.
What the latest presidential polling says
A Datafolha poll published by Folha on October 2 put Lula at 45% and Flávio Bolsonaro at 40% of valid first-round votes. Its runoff simulation had Lula at 48% and Flávio at 45%; the report described that result as a statistical tie.

| Datafolha measure | Reported result | How to read it |
|---|---|---|
| First-round vote intention among valid votes | Lula 45%; Flávio Bolsonaro 40% | Excludes blank and null ballots and undecided voters; it is not an election result. |
| Runoff simulation | Lula 48%; Flávio Bolsonaro 45% | Datafolha called the difference a statistical tie. |
| Respondents who might still change their vote | 17% | A measure of stated potential change, not a prediction of how many will switch. |
The poll’s fieldwork ran September 29 through October 1, 2026. Datafolha interviewed 2,506 voters in 152 municipalities and gave a margin of error of two percentage points. First-round valid-vote figures, the separate runoff scenario, and actual votes on election day are different measures; the percentages should not be read as interchangeable.
When Brazil votes and what is on the ballot
Brazil’s general election is scheduled for October 4, 2026. If no presidential candidate wins more than half the vote, a runoff is scheduled for October 25. Voters also choose legislators and governors, so the election is not solely a referendum on Lula. Voting is mandatory. The Associated Press election overview outlines the contest and timetable.

Democratic dissatisfaction is not proof of a breakdown
Pew Research Center’s survey of 1,054 Brazilian adults, conducted February 20 to April 15, 2026, found that 37% were satisfied and 59% dissatisfied with the way democracy was working in Brazil. In the same survey, 68% had little or no confidence in elected officials to act in the public interest. These are measures of satisfaction and trust, not findings that democracy has ended or that Brazil has become Venezuela.
Pew’s historical comparison also shows why the date matters: dissatisfaction reached 83% in its 2018 measure, while satisfaction was 66% in 2013. Those older points provide context for changing views of democracy, not a direct forecast of the 2026 result. Pew’s Brazil democracy findings were collected before the final campaign stretch and did not ask respondents about the Venezuela comparison.

What is driving the campaign
The Council on Foreign Relations’ campaign overview identifies organized crime and drug trafficking, corruption, affordability, and sovereignty as salient issues. It reports that a September Quaest survey found 28% named violence as Brazil’s main problem. CFR also cites separate September findings that 33% said their income had not risen over the previous year, while 21% said it rose but failed to keep pace with living costs. Those figures are secondary reporting by CFR, not direct results from the underlying survey reports.
Foreign policy is another campaign dimension. CFR says Lula has emphasized sovereignty and closer relations with China, while Flávio Bolsonaro’s platform is more closely aligned with his father’s and favors a stronger relationship with the United States. The candidates’ positions on Cuba and Venezuela differ, but those positions do not establish that voters share a particular comparison of Brazil with Venezuela.

Why the contest can feel personal
Oliver Stuenkel, an associate professor of international relations at the Getulio Vargas Foundation in São Paulo, told CFR that Brazil’s weak party system rewards personalistic leadership and described the race as, in effect, a rematch of 2022 by proxy. He also said: “Most voters I speak to are motivated by their dislike or fear of the other side, rather than any specific policy issues.” That is his observation of people he speaks to, not a statistically representative national poll finding.
Le Millénaire’s October 1 analysis describes cost-of-living pressure and fatigue with polarization as factors that may limit the political benefit of improving indicators. It reports 43% tired of or uneasy about the political climate and 71% believing polarization directly affects the election, attributing the figures to ErreJota Notícias. These are figures relayed in analysis rather than primary survey results established here, and they do not substantiate the “another Venezuela” wording.

How to assess the claim responsibly
- Ask who is making it. An attributed campaign allegation, an individual voter’s comment, and a representative survey finding are not the same thing.
- Check what a poll actually asked. Vote intention, confidence in officials, and satisfaction with democracy cannot stand in for a question about Venezuela.
- Define the comparison. Specify whether the claim concerns elections, institutional checks, economic conditions, or foreign policy, then seek evidence for both countries on that same dimension.
- Keep dates and methods attached to numbers. The Datafolha figures are pre-election intentions, while Pew’s democracy results come from a survey conducted months earlier.
