Is Jodrell Bank closing? What the UK government’s ‘exploring’ statement means for the Lovell Telescope after 2028

Jodrell Bank Observatory is not closing. The UK government says the site has a secure future, but the operating future of its Lovell Telescope and the e-MERLIN radio-interferometry network is not yet settled. UKRI’s science funding agency, STFC, will stop funding e-MERLIN when its current contract ends in March 2028. The University of Manchester, which owns and operates the Lovell Telescope, is therefore seeking alternative arrangements.

What has actually been decided

UKRI and STFC have completed a prioritisation process and decided not to continue funding e-MERLIN after the existing operating contract expires in March 2028. That is a funding decision, not an announced closure of Jodrell Bank or a confirmed shutdown date for the Lovell Telescope.

In a written parliamentary answer dated 7 September 2026, the government said: “The Prime Minister has been clear that Jodrell Bank has a secure future.” A separate answer stated: “Jodrell Bank Observatory is not closing and remains an important UK science asset.”

Those assurances cover the observatory’s wider scientific, heritage and education role. They do not amount to a published replacement budget for e-MERLIN or a final post-2028 operating contract for the telescope.

Why the Lovell Telescope is at the centre of the issue

The Lovell Telescope is the world’s third-largest steerable radio telescope, according to the UK government. Manchester owns and operates it, while Jodrell Bank also hosts the international headquarters of the Square Kilometre Array Observatory (SKAO).

The observatory therefore combines several functions that are related but financially distinct:

  • Research infrastructure: the Lovell Telescope and the e-MERLIN network support radio astronomy and long-baseline observations.
  • International science: the SKAO headquarters gives the site a continuing role in a major global astronomy project.
  • Heritage: Jodrell Bank is a UNESCO World Heritage site.
  • Education and public engagement: the observatory operates as a destination for learning and science communication.

Government support for the site’s heritage or education mission does not automatically pay for the staff, maintenance, observing time and technical operations required for the full e-MERLIN programme. That distinction explains why ministers can promise a secure future for Jodrell Bank while the telescope’s detailed research model remains under negotiation.

What “exploring the future” means in practice

The 15 October 2026 Hansard debate focused on how the promised solution would be delivered. MPs asked ministers for detail on the funding and operating model. The minister reiterated that Jodrell Bank is an asset with a future, but the debate did not announce a completed package, a replacement amount or a timetable for signing a new operating agreement.

Manchester and its partners are exploring funding beyond 2028. Possible sources identified in the public discussion include government, universities, commercial partners and charitable support. Until those discussions produce a formal commitment, it is not possible to say that e-MERLIN will continue at its current scale.

What happens after March 2028?

Scenario What it would mean Status
Active scientific continuation Manchester secures replacement public, university, commercial or charitable support, allowing the Lovell Telescope and e-MERLIN to keep operating after the current contract. Possible, but no final package has been announced.
Reduced scientific activity The site remains open as a protected heritage and education asset, while telescope research time, staffing or network activity is reduced if the full replacement budget is not secured. Possible; the scale and terms are not yet stated.
Immediate closure in 2028 The observatory and telescope shut when STFC funding ends. Not the documented government position and should not be presented as a confirmed outcome.

The key deadline is therefore the end of the current e-MERLIN contract, not a government-declared closure date. The eventual outcome will depend on the operating plan Manchester and its partners agree before then.

How this relates to the UK’s other space investment

The government has announced £85 million during the current Spending Review period to enhance UK space-domain-awareness capabilities. That programme is separate from the Lovell Telescope funding question. The government says NSpOC, the UK’s space-domain-awareness organisation, does not currently use Jodrell Bank data and has no plans to do so.

Another frequently cited commitment is £327 million of UK government funding for the SKAO for 2021–2030. That supports the UK’s participation in the international observatory and should not be read as a replacement operating budget for e-MERLIN.

Funding already associated with Jodrell Bank’s international role

Contributor Amount Purpose and date
UK government £327 million SKAO commitment for 2021–2030.
UK government £85 million Space-domain-awareness capability during the current Spending Review period, stated in 2026; separate from e-MERLIN.
STFC £9.8 million Contribution to the SKAO headquarters building at Jodrell Bank in 2015.
University of Manchester £5.7 million Contribution to the SKAO headquarters building in 2015.
Cheshire East Council £1 million Contribution to the SKAO headquarters building in 2015.

These figures demonstrate long-term investment in the site and international astronomy, but none is identified as the post-March-2028 replacement for STFC’s e-MERLIN operating support.

Who owns the Lovell Telescope?

The University of Manchester owns and operates the Lovell Telescope. That ownership matters because Manchester and its partners must assemble the future operating model, even while central government discusses support for research, heritage and education.

What readers should watch for next

  • A named post-2028 operator or consortium for the Lovell Telescope and e-MERLIN.
  • A published funding amount, duration and source to replace the current STFC contract.
  • Details of whether operations continue at today’s observing capacity or at a reduced level.
  • Any distinction ministers make between money for heritage and education and money for active radio-astronomy research.
  • A timetable from Manchester, UKRI, STFC or government partners before the March 2028 contract end.

As of 15 October 2026, the defensible answer is straightforward: Jodrell Bank is not closing, and the government says it has a secure future. However, STFC funding for e-MERLIN ends in March 2028, and no replacement operating package has yet been announced. Claims that the Lovell Telescope definitely closes in 2028 go beyond the evidence currently available.
