The 3GPP standard warns that some implementations can expose sensitive information or security-related operations through AT commands. That is a reason for caution, not proof that enabling this Samsung setting automatically exposes sensitive commands on every device.
What are 3GPP AT commands?
AT commands are a standardized way for software to communicate with cellular equipment. The ETSI-hosted 3GPP TS 27.007, Release 18, version 18.8.0 (January 2025) specifies commands for cellular user equipment. It is a technical standard, not a guide to Samsung’s Developer options or to a particular phone’s switch.

The specification cautions that some implementations may transfer sensitive information in clear or make security-sensitive functions accessible through AT commands. Its examples include passwords, subscriber identities such as IMSI, call details, location, IMEI, SIM/UICC access, and security-related parameters. The standard says those examples are not a comprehensive list.

Does enabling the Samsung setting expose sensitive data?
The available documentation does not establish what the “3GPP AT commands” switch changes on each Samsung model, firmware version, or carrier variant. Samsung’s Developer options instructions explain how to access Developer options generally, but do not document this individual switch or specify which commands it makes reachable.

So neither “it is safe on every Samsung phone” nor “turning it on automatically exposes your data” is supported by these sources. The standards warning describes possible risks in some implementations; it does not measure the risk of this specific setting on a given phone. The ETSI work-programme catalogue also lists Release 19 TS 27.007 version 19.6.0 as finalized, but that listing alone does not establish whether the Release 18 warning changed or persisted in Release 19.
When should you leave it off or enable it?
For routine phone use
Leave the setting off if you do not have a specific, documented task that requires AT-command access. You do not need it for ordinary phone use, and ordinary USB tethering is a separate consumer feature; the Samsung documentation cited here does not say this switch is required for tethering.

For a documented modem task
If a legitimate diagnostic or development task requires it, first confirm that the instructions apply to your exact Samsung model, firmware, and carrier variant. Review the actual command list and understand whether commands only read information or can change modem or SIM state. Use a computer you trust, and do not run command strings copied from untrusted instructions. These precautions follow from the standard’s described information and control risks; they are not a claim that the switch has been tested on your phone.

How to make the decision
- No specific task or instructions: Keep the setting disabled.
- Task documented for a different phone or software version: Do not assume it applies; seek instructions for your exact device combination.
- Task documented for your device: Verify the command source and purpose, use a trusted host, and enable access only as needed for that task.
