For banking or checkout, use cellular data or a trusted private network if you can. Public Wi-Fi is usually safe for ordinary browsing today because encryption is widespread, the Federal Trade Commission says, but the FBI and CISA advise avoiding it for sensitive financial activity. If you must transact on public Wi-Fi, use the bank or retailer’s genuine app or website and protect your account; HTTPS and a VPN help in specific ways, but neither proves a site is legitimate or guarantees safety.
Why the advice sounds contradictory
Modern encryption has reduced the risk of routine snooping on public Wi-Fi. The FTC said in February 2023 that connecting through public Wi-Fi is usually safe because encryption is widespread. That is a broad assessment of everyday connections, not a recommendation to enter financial credentials on any hotspot.

For sensitive activity, the FBI advises avoiding public Wi-Fi for banking or shopping, and CISA’s travel guidance recommends cellular data when a transaction cannot wait. The practical distinction is the sensitivity of the action: browsing is not the same as signing in to a bank or submitting payment details.
Choose the connection before you transact

The decision depends on whether you trust the network, whether the connection to the site is encrypted, whether you have the genuine bank or merchant, how sensitive the action is, and whether cellular data or a trusted network is available. Official guidance does not provide a reliable percentage for an individual’s odds of account compromise on public Wi-Fi.

If you have to use public Wi-Fi
- Open the right destination. Use the bank’s or retailer’s official app, a bookmark you saved, or an address you enter yourself. Do not follow unexpected email or text links.
- Check the browser connection. Confirm the page uses HTTPS and watch for it throughout the session. HTTPS encrypts data between your browser and that site; it does not establish that the site is honest. Scammers can run encrypted fake sites, so a lock icon is not proof of legitimacy.
- Secure the account. Use a unique, strong password and enable multifactor authentication (MFA), also called two-factor authentication. Keep your device, browser, and apps updated. The FBI recommends strong passwords and turning on two-factor authentication where available.
- Finish cleanly on shared equipment. Do not save your credentials on a shared computer, and log out when you are done.
What a VPN does—and does not do
A VPN can encrypt traffic between your device and the VPN server, adding protection on an open network. It also makes the VPN provider a party to trust. FTC guidance on VPN apps cautions users to examine privacy practices and data sharing; a VPN does not make you anonymous, verify a bank or retailer, or make a fraudulent destination safe.
If you choose a VPN, assess its permissions, encryption claims, transparency, and whether it shares data with third parties rather than relying on a blanket promise that it is “secure.” A VPN is an extra layer, not a substitute for using the genuine site and protecting your account.
