In the United States, owning a DVD does not automatically make it legal to rip it. Ripping means making a digital copy from a disc, and the legal issue is not only whether that copy infringes copyright: if the method bypasses an effective access control, the separate anti-circumvention rules in the Digital Millennium Copyright Act (DMCA) may apply. Current exemptions cover specific users and uses, not a general personal-backup right.
Why owning the DVD does not settle the question
Section 1201 of the DMCA generally prohibits circumventing a technological measure that effectively controls access to a copyrighted work. The U.S. Copyright Office also explains that the law addresses trafficking in technologies or services used for circumvention. The Office’s explanation of the 2024 proceeding and Chapter 12 of Title 17 describe this framework.

That creates two related but distinct questions: whether making or using a particular copy infringes copyright, and whether the method used to make it bypassed an access control in violation of Section 1201. A conclusion about one does not automatically answer the other. Buying the disc does not by itself authorize bypassing its copy protection, and it is also too broad to say that every possible DVD copy necessarily infringes copyright.

There is no general personal-backup exemption in the current federal motion-picture rules for an individual who wants a full copy for convenience or safekeeping. The current regulation refers to lawfully acquired DVDs protected by the Content Scramble System (CSS), but its exemptions are limited to specified users, purposes, and conditions. 37 CFR § 201.40 does not turn lawful purchase into blanket permission to circumvent CSS.

So the practical answer to “Is DVD ripping legal for personal use?” is conditional: the purpose and the copyright status of the resulting copy matter, but so does whether the process circumvents an effective access control. A personal or noncommercial purpose, on its own, does not create a DMCA exception.
What the current exemptions cover
The current motion-picture exemptions are narrow rather than a general license to rip discs. Representative categories in § 201.40 include:

- Specified educational uses: Some educational uses of short portions are allowed for defined users and circumstances; the rule does not cover every classroom or teaching copy.
- Accessibility work: A qualifying unit of an educational institution may circumvent in order to create accessible versions, subject to conditions.
- Institutional preservation or replacement: Eligible libraries, archives, or museums may make qualifying copies when an original disc is damaged or deteriorating and the other regulatory conditions are met.
- Text-and-data-mining research and teaching: Certain researchers at nonprofit higher-education institutions may qualify under the listed conditions.
These are defined exemptions, not examples of a general “fair use means DVD ripping is allowed” rule. Fair use and other copyright questions about a particular copy should be analyzed separately from Section 1201’s restriction on bypassing access controls. The Copyright Office describes the triennial process as granting limited exemptions for particular classes of works and users, not a broad personal-copying exception. How to assess a particular situation
For a specific DVD and proposed use, keep these questions separate rather than relying on ownership alone:

- Was the disc lawfully made and acquired? The regulatory provisions refer to lawfully acquired works, but that fact alone does not resolve whether circumventing protection is permitted.
- Would the method bypass an access control? Section 1201 focuses on circumvention of a technological measure that effectively controls access. The method matters, not just the fact that the source disc is yours.
- What material will be copied, and for what purpose? The amount and use may matter to copyright analysis and to whether a specifically defined exemption applies.
- Does the user and context fit an exemption in force? Check the exact conditions in § 201.40 rather than treating an educational, accessibility, or preservation example as permission for other users.
- Which legal question are you answering? Copyright infringement and anti-circumvention are distinct issues; consider both.

Section 1201 exemptions are temporary and can change through the Copyright Office’s triennial rulemaking. The Office identifies October 28, 2024 as the final-rule date for the ninth proceeding. Its tenth proceeding page says the 2027 cycle was initiated in 2026, with petitions due August 24, 2026 and written comments on renewals due September 28, 2026. October 2027 through October 2030 is described as the prospective period for exemptions if renewed; it is not already in force. Check the current official rule and proceeding status before relying on an exemption.
