Buying a DVD or Blu-ray gives you possession of that disc, not ownership of the movie’s copyright or a universal licence to make another copy. Whether you may create a digital file depends on the country where you make the copy, your purpose, the disc’s protection, and what you do with the file afterward.
In the United States, copying and bypassing copy protection are separate legal questions. The United Kingdom has no safe general assumption that personal movie ripping is allowed. European Union law permits member states to create private-copying exceptions, but the details differ by country and do not create a continent-wide right to decrypt any disc.

The answer depends on four facts
Before treating a rip as lawful, identify these facts:
- Where the act occurs: Copyright exceptions are territorial. U.S., U.K. and EU rules do not produce the same result.
- What you are doing: Making a reproduction and defeating an access-control measure are distinct acts.
- Why and for whom: Ordinary household backup is different from a narrow exception for criticism, accessibility, teaching or institutional preservation.
- What happens to the copy: Keeping a file privately is different from uploading, sharing, selling, or retaining it after transferring the original disc.
If you cannot answer those questions, a categorical “yes” or “no” is unreliable. The practical approach is to apply the rules for the country in which the copying or circumvention takes place, then check the current text of that country’s law.

| Situation | Why it matters |
|---|---|
| You own the physical disc | Ownership of the object does not transfer the copyright or automatically grant a reproduction licence. |
| The disc is unprotected | There may still be a copyright-reproduction issue, even if no access-control technology is bypassed. |
| The disc uses CSS or AACS | Decrypting or otherwise bypassing the protection can trigger a separate anti-circumvention rule. |
| You need a short clip for criticism or comment | A narrow statutory or regulatory exception may apply in some places, subject to conditions. |
| You want a complete household backup | Do not assume that a personal-backup exception exists or covers protected discs. |
Why owning a disc is not the same as owning copying rights
Copyright normally gives the rights holder an exclusive reproduction right, subject to statutory limitations and exceptions. The sale of a disc transfers the physical item; it does not generally transfer the copyright in the film. A new file on a computer, server or phone is a reproduction even when the source disc was lawfully purchased.
This distinction explains why “I paid for it” is not a complete legal answer. Payment establishes that you acquired a copy of the disc, but it does not by itself establish permission to make additional copies, convert the film to another format, or distribute the resulting file. Some countries provide a private-copying or format-shifting exception, while others do not or limit it to specified circumstances.
Copying and bypassing protection are separate questions
A disc can raise two independent issues:
1. The reproduction question
Does local copyright law allow this particular reproduction for this user and purpose? The analysis may turn on private-copying rules, fair dealing or fair use, education, accessibility, preservation, or another defined exception. An exception that permits a particular copy does not necessarily permit every other use of the file.
2. The circumvention question
Does making the copy require bypassing a technological measure that controls access to the film? A country can allow a type of copying while separately restricting the act of defeating the protection. Conversely, a lawful way to access a work does not automatically make the resulting reproduction lawful.

DVDs commonly use Content Scramble System (CSS), while many Blu-ray discs use Advanced Access Content System (AACS). The names describe protection technologies, not permissions. A drive that can read a disc, or software that can decrypt it, does not settle whether the act is legal.
United States: no blanket personal-backup permission
Copyright reproduction rights
Section 106 of Title 17 reserves specified exclusive rights to copyright owners, including the right to reproduce a work, subject to limitations in the statute. Buying a DVD or Blu-ray therefore does not, by itself, establish permission to create a digital movie copy.
Section 1201 and access controls
Section 1201 addresses circumvention separately from ordinary infringement. The U.S. Copyright Office uses decrypting a copyrighted DVD as an example of conduct covered by the anti-circumvention rule. The statutory language states: “No person shall circumvent a technological measure that effectively controls access to a work protected under this title.”
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsSection 1201 includes a rulemaking process for limited, temporary exemptions. That process is not a general waiver for personal media libraries. An exemption must describe the covered works, users and purpose; it cannot be expanded simply because the person owns the disc.

What the current exemption regulation covers
Current 37 CFR § 201.40 identifies both CSS-protected DVDs and AACS-protected Blu-ray discs, but its permissions are tightly bounded. Examples include:
- Short portions used for criticism or comment in listed contexts, with conditions on the user and the use.
- Accessibility work by qualifying educational institutions and other specified users.
- Preservation or replacement activities by eligible libraries, archives and museums under stated conditions.
Those categories should not be described as a household movie-backup exemption. A person making a complete copy of a protected film for ordinary personal convenience may fall outside them, even when the person bought the original.
What a U.S. reader should conclude
For an ordinary consumer, U.S. law does not provide a simple rule saying that every owned DVD or Blu-ray may be ripped. Making the reproduction can raise Section 106 concerns, and defeating CSS or AACS can raise Section 1201 concerns. A narrow exemption may apply only when every listed condition is met.

United Kingdom: do not assume a private-ripping exception
Copying a film is a restricted act
The Copyright, Designs and Patents Act 1988 treats copying a film as a restricted act. UK government copyright guidance says that copyrighted material cannot be copied without permission unless an exception applies.

As a result, ownership of a DVD or Blu-ray does not itself establish a general private-ripping permission. The fact that a copy remains in your home, or that you do not charge anyone for it, does not automatically create an exception.
The former personal-copy provision
The United Kingdom once enacted a personal-copy provision, but it was quashed and is not a current general exception on which readers should rely. Check the law in force at the time of copying rather than relying on old articles or software instructions that describe that provision as active.
Protection technology still matters
If the disc is protected, bypassing that protection can create an additional issue beyond the underlying copying restriction. A reader considering a particular use should check both the copying exception and the rules governing technological measures.

The directive does not itself give every EU resident permission to decrypt and rip any owned disc.

The directive also requires legal protection for effective technological measures. Thus, a member state may recognize some private copying while separately restricting circumvention of CSS, AACS or another effective access control. National statutes, court decisions and the facts of the use determine the result.
For an EU reader, identify the member state where the copying occurs, read its current private-copying rule, and then analyze the protection technology separately. A conclusion from one member state should not be presented as the rule for the entire EU.
How common scenarios should be analyzed
| Scenario | Questions to resolve | Safe conclusion from the available rules |
|---|---|---|
| Complete digital backup of a purchased, CSS-protected DVD in the U.S. | Is the reproduction authorized, and does the process circumvent an access control? | Do not assume it is covered by a personal-backup exemption; the current exemptions are purpose- and user-specific. |
| Complete digital backup of an AACS-protected Blu-ray in the U.K. | Does a current copying exception apply, and is protection being bypassed? | Ownership alone does not establish permission; obtain jurisdiction-specific advice before relying on a rip. |
| Short clip from a protected disc for criticism or comment in the U.S. | Does the use, user, clip length and context satisfy the applicable exemption or other doctrine? | A narrow exception may apply, but it must be matched to every stated condition. |
| Accessibility conversion by an eligible institution | Is the institution and activity within the regulatory definition, and are the access and retention conditions met? | Some current U.S. exemptions address accessibility, but they are not a consumer-wide permission. |
| Preservation copy by a qualifying archive or museum | Does the institution qualify, and is the copy made for the permitted preservation or replacement purpose? | Institutional preservation rules are distinct from household backup rules. |
| Uploading a rip or giving it to friends | Does distribution or public communication create additional infringement? | Sharing changes the analysis and is generally riskier than retaining a private copy. |
| Keeping the file after selling or giving away the disc | Does local law condition an exception on continued possession of the original? | Transfer facts can change the analysis; do not treat the file as automatically authorized. |
A practical decision process before you rip
- Set the jurisdiction. Use the country, and in the EU the specific member state, where the copying or circumvention will occur.
- Describe the intended copy precisely. Note whether it is a full film or a short clip, who will use it, whether it is for backup, criticism, accessibility, education or preservation, and where it will be stored.
- Identify the protection. Determine whether the disc is unprotected or uses a system such as CSS or AACS. Do not assume that a legal copy exception also permits bypassing protection.
- Read the current exception. Check the exact statutory or regulatory wording, including definitions, eligible users, permitted portions, notice requirements, retention limits and institutional conditions.
- Plan distribution and retention. Decide whether anyone else will receive the file and what happens if you transfer the original disc. These facts can create separate rights issues.
- Escalate when the stakes are material. For commercial use, a large collection, an institutional project, accessibility services, or a dispute, consult a qualified copyright lawyer in the relevant jurisdiction.
What a drive or ripping program can—and cannot—solve
A compatible optical drive can read physical media, and software can create files in formats your devices support. Neither changes copyright law. Hardware does not grant a reproduction licence, and software that defeats CSS or AACS does not make circumvention lawful.
Recommended Free Tools
If your goal is simply to watch a disc, use a lawful player or an authorized digital service. If you need a digital file for a defined exception, document the purpose, the users, the portion copied and the legal provision you are relying on. Keeping that record will not make an impermissible use lawful, but it can prevent confusion between an ordinary backup and a narrowly authorized activity.
Bottom line
There is no universal “yes” for ripping DVDs or Blu-rays you own. In the United States, reproduction rights and anti-circumvention rules must be analyzed separately, and current exemptions do not create a general household-backup right. In the United Kingdom, owning the disc is not a safe basis for assuming private ripping is permitted. In the European Union, the member state’s law controls, and private-copying rules coexist with protection against circumvention. Treat the disc, the copy, the technology and the intended use as four separate facts, and verify the current local rule before proceeding.
