1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsIn the United States, emulation software is not automatically illegal. The legal answer changes depending on whether you are developing or running an emulator, copying a game, copying console firmware (the BIOS), downloading someone else’s files, distributing a copy, or bypassing an access control. Owning a retail disc does not by itself make every ISO download, BIOS file, or circumvention method lawful.
This guide separates those questions and then explains the practical PlayStation 2 workflow documented by PCSX2: you can use an original disc or create an ISO/CSO image with a compatible CD/DVD drive. The legal discussion is U.S.-focused. Federal statutes, Copyright Office rules and summaries, and Ninth Circuit decisions do not establish a universal rule for other countries or every console generation.

What is a game dump?
A game dump is a digital copy of the software data stored on a game medium. For disc-based PlayStation games, the result is commonly a disc-image file such as an ISO; PCSX2 also supports compressed CSO images. The image represents the data an emulator needs to read, rather than a video recording or a save file.
A dump is different from a BIOS dump. The game image contains game software from the disc. A BIOS dump contains console firmware: the low-level code a physical PlayStation uses to start hardware and provide system functions. An emulator may need both, but they come from different places and raise different copying questions.

What the PS2 documentation actually covers
PCSX2’s official documentation says PS2 games can be played from the original disc or from an ISO/CSO image. It describes PS2 media as CDs and DVDs and says a standard optical drive that supports those media can be used to dump them. A computer without an internal drive can use an external USB optical drive. That is a PS2 workflow; it should not be assumed to work for every PlayStation generation, unusual disc format, or protection scheme.
Is it legal to emulate PlayStation games?
There is no responsible blanket “yes” or “no.” An emulator is software that reproduces enough of a console’s functions for another program to run. Writing, distributing, or using emulator software is a different act from copying a game or firmware file. In Sony Computer Entertainment, Inc. v. Connectix Corp., the Ninth Circuit considered intermediate copying of PlayStation BIOS code during reverse engineering. In the circumstances described by the Copyright Office, that copying supported a non-infringing Virtual Game Station and the final product did not contain infringing material. The decision is a fact-specific fair-use precedent, not a ruling that every emulator-related copy is lawful.
The case also does not decide whether a particular person may download a BIOS, make a dump from a specific disc, defeat a protection system, or share an image online. Those acts involve different facts and potentially different statutes.

Emulator software versus copyrighted files
- Emulator program: Code that imitates console behavior. Its legality depends on how it was developed, what code it contains, and how it is distributed.
- Game image: A copy of copyrighted game software. The source of the copy, the purpose, any applicable license terms, and whether it is shared all matter.
- BIOS image: A copy of console firmware. A BIOS obtained from another person or an unauthorized download is not transformed into a personal copy merely because it is used with an emulator.
- Distribution: Uploading, trading, or publicly linking game images or BIOS files creates separate infringement risks even if the uploader owns an original disc.
What 17 U.S.C. § 117 does—and does not—allow
Section 117 gives the owner of a copy of a computer program limited permission to make another copy or adaptation. One route covers a copy that is an essential step in using the program with a machine, provided it is used in no other manner. Another covers an archival copy made only for preservation, with conditions about continued lawful possession. The statute states:

“that such new copy or adaptation is for archival purposes only and that all archival copies are destroyed in the event that continued possession of the computer program should cease to be rightful.”
The permission is conditional. It is not a rule saying “I bought the game, so any download or dump is legal.” Section 117 also places restrictions on transferring copies and adaptations. If you sell or otherwise cease to possess the original lawfully, an archival copy cannot simply be retained as a personal backup.
Why a game is not a simple § 117 question
The Copyright Office’s software-backup guidance describes an archival copy of a computer program, requires legal ownership of the copy, and says the archival copy must be destroyed or transferred with the original when the original is transferred. It also cautions that § 117 applies to computer programs rather than every type of copyrighted work. A commercial game can include executable code, artwork, music, text, cinematics, trademarks, and other components. Whether a particular copying method and every component fit within a statutory exception is therefore not answered by ownership alone.

Why circumvention is a separate DMCA issue
Section 1201 of the Digital Millennium Copyright Act generally prohibits circumventing a technological measure that controls access to a copyrighted work. That question is separate from whether making a backup copy might otherwise be permitted. A person could believe a copy is for personal use and still face a circumvention issue if the method defeats an access control.
Congress created a triennial rulemaking process for limited, temporary exemptions. The current video-game exemption is specific. It includes defined situations involving lawfully acquired complete games that depend on an external authentication server that has stopped providing access, and a preservation route for eligible libraries, archives, or museums under stated conditions. It is not a general exemption for personal dumping, console modification, or downloading a BIOS.
Questions to ask before using a dumping method
- Am I reading data from media I lawfully possess, or obtaining a file from an unverified third party?
- Does the process merely read the disc, or does it bypass an access control, authentication system, encryption, or other protection?
- Am I keeping a private copy, or uploading, selling, trading, or otherwise distributing it?
- Does the claimed exception apply to the program code only, or to all of the game’s copyrighted elements?
- Would the answer change if I no longer owned the original disc?
If the process requires defeating a protection mechanism, do not assume that a personal-use purpose resolves § 1201. The exact protection, console generation, and exemption language matter.

- Start with lawful source media. Use a PS2 game disc you are entitled to possess. Keep the disc available because any archival-copy theory can depend on continued rightful possession.
- Confirm optical-drive support. Use a drive that reads the disc’s CD or DVD format. If the computer has no internal drive, connect a compatible external USB optical drive. Buying a drive changes the hardware available to you, not the legal analysis.
- Install and update the emulator from its official distribution. Use the emulator’s own documentation for the version you installed. Menu names and supported image formats can change, so do not substitute a random dumping utility or an image downloaded from an unknown site.
- Use the documented disc-dump function. Select the physical optical drive and a destination with enough free space, then let the software read the disc into an ISO or, where supported, a CSO image. Do not interrupt the read or treat a failed read as permission to circumvent a protection system.
- Keep the image private and identifiable. Store it with a clear filename, record which original disc produced it, and protect it from accidental sharing. Do not upload the image, exchange it with strangers, or place it in a public download folder.
- Provide your own PS2 BIOS dump. PCSX2 distinguishes the BIOS from the game image and expects support users to have a BIOS dumped from a PS2 device they own. Follow the project’s documented process for your hardware rather than using a BIOS file obtained online.
- Load the image or disc. In the emulator, choose the optical drive for direct-disc play or the ISO/CSO file for image-based play. If both are supported by your setup, use the option that gives reliable reads and convenient storage.
Original disc or ISO/CSO: which path fits?
| Factor | Original disc | ISO/CSO image |
|---|---|---|
| Hardware | Requires the disc and a compatible optical drive each time you play. | Requires a one-time read and storage space; an optical drive is needed to create the image. |
| PCSX2 support | PCSX2 documents playing PS2 games from the original disc. | PCSX2 documents ISO and CSO images as supported game formats. |
| Convenience | Physical media must be inserted and may be slower or harder to use on computers without drives. | The image can be selected from storage without inserting the disc. |
| Failure points | Scratches, drive compatibility, and repeated mechanical reads can cause errors. | Bad reads, incomplete files, storage corruption, or an incorrect format can prevent startup. |
| Legal focus | Playing the disc does not eliminate questions about the emulator or BIOS. | Making, retaining, and sharing a copy raises the copying and distribution questions described above. |
Game dump and BIOS: common points of confusion
“I own the game, so can I download the ISO?”
Ownership of a physical copy does not automatically authorize downloading a copy made by someone else. The download may be an unauthorized reproduction, and the source may have violated the uploader’s rights. A lawful personal workflow starts with your own disc and your own documented dump, subject to the limits of applicable law.
“Can I download the BIOS if I own a console?”
A BIOS is firmware copied from a console, not a game image. PCSX2’s support policy expects a BIOS dumped from a PS2 the user owns, but that project expectation is not itself a court ruling. A BIOS downloaded from an unlicensed source presents a different provenance from a dump made from your hardware.
“Does Connectix prove that all emulation is fair use?”
No. Connectix concerned intermediate BIOS copying during reverse engineering and the facts surrounding a finished emulator. It does not bless personal ROM or disc-image downloads, public distribution, or every method of extracting firmware.

Troubleshooting a legitimate PS2 setup
The emulator asks for a BIOS
Check that the BIOS was dumped from your own PS2 and placed in the emulator’s documented BIOS directory. A game ISO cannot substitute for firmware. If the emulator still cannot detect it, verify the file format and region settings supported by your installed version.
The disc will not read
Confirm that the optical drive supports the disc type, reconnect an external USB drive if used, and inspect the disc for damage. Try the emulator’s documented read process again. Do not respond to read errors by downloading a replacement image or attempting an undocumented protection bypass.
The ISO or CSO fails to boot
Check that the dump completed without an interruption, that the file size is plausible for the disc, and that the emulator recognizes the extension. Re-create the image from the original disc if the file is corrupted. Keep the original media available for comparison.

Performance problems are usually configuration or hardware issues rather than proof that the image is illegal or defective. Use the emulator’s version-specific graphics and speed settings, test with the original disc if your drive supports it, and avoid replacing a troublesome image with a file from an unauthorized source.
A practical legal decision framework
| Situation | What is established | What remains fact-specific |
|---|---|---|
| Writing or using an emulator | Not automatically unlawful; Connectix shows that some reverse-engineering copying can be fair use. | The code used, development process, distribution, and jurisdiction. |
| Dumping your own PS2 disc | PS2 documentation supports reading an original disc into an ISO/CSO image. | Whether the particular copy and method fit a statutory exception and whether any protection was circumvented. |
| Using a downloaded ISO or BIOS | It is a copy obtained from a third party, not a dump made from your own media or console. | The source’s authorization, your license, and any distribution or access-control facts. |
| Sharing an image online | Distribution creates an additional copyright issue beyond private use. | Authorization, audience, and the specific files shared. |
| Preserving a game with a defunct authentication server | Current rules contain narrowly defined video-game and institutional-preservation situations. | Whether the game, user, institution, server, and preservation steps meet every condition. |
Bottom line for U.S. readers
Use the categories separately: an emulator is software; a game dump is a copy of game data; a BIOS dump is a copy of console firmware; and circumvention is a distinct DMCA question. The narrow permissions in § 117, the specific exemptions under § 1201, and the Ninth Circuit’s fact-bound Connectix ruling do not create a universal personal-dumping license. For a PS2 setup, the technically documented route is to use your original disc or a dump you create with a compatible CD/DVD drive, use a BIOS dumped from your own PS2, and keep the resulting files private. Outside the United States, or when a title uses a particular protection or license, obtain jurisdiction-specific legal advice rather than extrapolating from this workflow.
