The state said the listed platforms had disabled unlawful components or agreed to wind down those services. Tennessee also enacted a broader prohibition on online sweepstakes games and other online or app-based gambling in 2026. This describes the state’s published position and legal record; it is not a ruling on every possible game design or dispute.
Why Tennessee targeted High 5 Casino
The Tennessee Attorney General described sweepstakes casinos as platforms that offer casino-style games using two virtual currencies, one of which can be redeemed for cash or other real-world prizes. The Attorney General characterized that model as an illegal lottery under Tennessee law and said it violates state gambling and consumer-protection laws. High 5 Casino was among the services named in the December 29, 2025 notice, which said the listed operators had disabled unlawful components or agreed to a wind-down schedule. Attorney General Jonathan Skrmetti said, “The only thing you can be sure about with an online sweepstakes casino is that it’s going to take your money.” That is his stated opinion, not a neutral finding.

What Tennessee law says about online gambling
The General Assembly records Public Chapter 1117 as enacted on May 27, 2026. Its summary describes gambling, gambling devices, and the operation, conduct, or commercial promotion of online sweepstakes games and other online or app-based gambling as unlawful and a violation of the Tennessee Consumer Protection Act. The record also identifies exceptions for activities authorized under the Sports Gaming Act, Fantasy Sports Act, nonprofit gaming laws, and education lottery provisions. How online sports betting differs
Tennessee regulates online sports wagering as a separate category through the Tennessee Sports Wagering Council, which also regulates fantasy sports. A sportsbook’s authorization for sports wagers does not allow it to offer online casino games. To check whether a sports wagering operator is approved, use the Council’s current licensee list; it says betting with an operator not listed is illegal in Tennessee. | High 5 Casino sweepstakes casino offering | Named in the Attorney General’s cease-and-desist notice; the state described the dual-currency model as an illegal lottery. | Read the Attorney General’s notice; do not treat access to a site or app as evidence of authorization. |

How to check an online betting site
An online advertisement, a polished website, or apparent availability in Tennessee does not establish that a gambling service is licensed. The Council warns that offshore, unlicensed sportsbooks may advertise online and may look similar to licensed operators. It also warns that users may have no recourse through a regulator to recover funds. Verify an operator on the Council’s list rather than relying on an ad or the operator’s own claims.
