Is Halo 3: Project Reclaimer Safe and Legal to Download?

Short answer: Project Reclaimer’s own instructions direct users to download the client from its GitHub releases and check the download against the release’s SHA-256 checksum. That can help confirm the file matches the checksum posted by the project, but it does not prove the program is malware-free. The available sources also do not establish whether Project Reclaimer complies with every applicable MCC license term, so the project’s disclaimer is not Microsoft approval or legal clearance.

What Project Reclaimer is—and what the download includes

Project Reclaimer describes itself as a free, non-commercial multiplayer client for Halo 3 from Halo: The Master Chief Collection (MCC). Its instructions say you need your own Steam copy of MCC with Halo 3 installed. The Project Reclaimer download does not include Halo game files. Project Reclaimer’s release repository provides ready-built downloads, but does not publish the client’s source code.

Where to download it and check the file

Use the project’s GitHub releases rather than an unofficial download mirror. Project Reclaimer’s instructions say to download project-reclaimer.exe from the latest release and compare it with the SHA256SUMS.txt file published for that same release. At the time the release listing was reviewed, it showed v0.9.0; releases and assets can change, so check the current listing rather than relying on that version number.

  1. Open the Project Reclaimer GitHub releases page and choose the release you intend to use.
  2. Download project-reclaimer.exe and that release’s SHA256SUMS.txt.
  3. In Windows PowerShell, run Get-FileHash project-reclaimer.exe -Algorithm SHA256 from the folder containing the executable.
  4. Compare the command’s SHA-256 value with the value listed for project-reclaimer.exe in the checksum file. If they do not match, do not run the downloaded file.

A matching hash indicates that your executable matches the digest published alongside the release. It does not independently establish that the file is safe: if a malicious or compromised file and checksum were published together, the comparison alone would not expose that. The sources reviewed do not provide an independent malware audit, and because the source code is unpublished, users cannot inspect it through the repository. There is therefore not enough evidence to call Project Reclaimer either proven safe or malicious.

Is downloading Project Reclaimer legal?

The MCC End User License Agreement (EULA) allows distribution of original mods that do not contain a substantial part of Microsoft’s copyrightable code or content. It also prohibits distributing modified versions of MCC game client or server software and restricts unauthorized matchmaking and connections to the platform. The EULA describes a qualifying mod as “something original that you or someone else created that doesn’t contain a substantial part of our copyrightable code or content,” and says, “Mods are okay to distribute; hacked versions or Modded Versions of the Game client or server software are not okay to distribute.” See the MCC EULA.

Those terms make the project’s nature relevant: Project Reclaimer describes itself as a separate client, but that description alone does not determine how its implementation fits the EULA’s provisions on modified game software, matchmaking, or platform connections. The documents available here do not provide a project-specific legal ruling or settle how applicable law applies. A disclaimer cannot resolve those questions.
