Fliff lists Minnesota as available for Pick’Em and does not include Minnesota among the states excluded from its Fliff Cash sweepstakes rules. That is Fliff’s stated availability—not state approval. Minnesota’s Attorney General has said online sports betting and social sweepstakes gambling are unlawful under state law. The sources reviewed do not establish a Minnesota ruling specifically about Fliff, so there is no sound basis for a blanket yes-or-no answer covering every Fliff product.
What Fliff’s Minnesota listings mean
Fliff’s products have different formats and terms, so “Is Fliff legal?” needs a product-specific answer. The company describes Pick’Em as peer-to-peer daily fantasy contests. Fliff Cash is used in sweepstakes games and, under the posted rules, can be accumulated toward redeemable cash or prizes.

Fliff’s support page, updated March 23, 2026, lists Minnesota as a state where Pick’Em is available and says participants must be at least 18. The company’s Fliff Cash sweepstakes rules do not list Minnesota among the excluded states. Those pages describe what Fliff says its platform allows; they are not a Minnesota license, government ruling, or guarantee that a particular product complies with state law.

What Minnesota officials say about online gambling
The Minnesota Attorney General’s office says online sports betting and social sweepstakes casino activity are unlawful under state law. On November 5, 2025, the office announced that it had sent letters directing 14 operators to stop offering online gambling in Minnesota. The named operators included sweepstakes casinos and conventional betting sites; Fliff was not among those publicly named.

That omission does not amount to approval or a legal safe harbor. The announcement identifies the targets of that action, but does not resolve the status of every service or product. The sources reviewed do not establish a Fliff-specific Minnesota court or agency determination.
The Attorney General’s sample sweepstakes letter explains the state’s position using the elements of a lottery: a prize, a chance-based winner, and consideration. It says a paid package that includes redeemable sweepstakes coins may satisfy those elements. This is the state’s enforcement position, not a ruling about Fliff’s specific product.

Pick’Em and Fliff Cash: the relevant differences

The company’s rules do not settle how Minnesota authorities would classify either product. In particular, a state appearing on a company availability list does not answer whether a prize-based product involving chance and a paid package would be treated as unlawful gambling under Minnesota’s view.

- Do not treat Fliff’s Minnesota listing or the absence of Minnesota from an exclusion list as government authorization.

As of the sources dated through October 2026, Fliff’s own materials indicate that Minnesota users may access Pick’Em and that Minnesota is not on the posted Fliff Cash exclusion list. Minnesota officials, meanwhile, have publicly stated that online sports betting and social sweepstakes gambling are unlawful. The reviewed sources do not show a Fliff-specific ruling reconciling those positions.
